SENIOR SECURITY COORDINATOR Full-time Job

Major Responsibilities  

 

Reporting to various Supervisors of Building Security, the Senior Security Coordinator provides and maintains a high level of security and life safety services to City employees and members of the public visiting City facilities. Responsibilities include: 

 

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Recommends disciplinary action when necessary
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations
  • Represents Corporate Security to City divisions and acts as the security divisional contact for day to day security operations, investigations and emergency situations
  • Provides advice, consultation and support to local property managers and senior management staff on security systems, hardware, policies and procedures, health and safety and life safety compliance
  • Provides security services to City owned and operated properties through various security systems and supervision of in-house staff and contracted firms.
  • Ensures staff adherence to and enforcement of security policies and various related Acts and Codes, including the Criminal Code and Trespass to Property Act
  • Provides project management services related to planned and on-demand security system installation and maintenance to ensure all standards, contracts and obligations are fulfilled
  • Represents the Corporate Security's service interests at Community Council meetings and on various workgroups, committees and project teams, as they relate to security, health and safety and emergency, labour disruption and event planning
  • Develops and implements Divisional Security Plans
  • Develops site specific standards, site plans, policies and procedures. Provides and enhances security at City facilities to integrate with the Unit’s standard work plan and procedures
  • Conducts security audits and implements cost effective solutions consistent with the overall vision of the Unit
  • Creates security plans for large events and conducts briefings and debriefings with staff in
  • relation to these events
  • Exchanges information with various City and external groups before and after completion of large events at City facilities
  • Plays a leadership role in diffusing potentially dangerous situations, such as protests, demonstrations, labour disruptions and emergencies
  • Conducts pro-active patrols of facilities
  • Checks Security Occurrence reports, corrects deficiencies and conducts investigations. Checks log books, personal memo books and ensures policy adherence. Attends court as a City witness as required
  • Liaises with local police divisions, various law enforcement  personnel, local Police divisions, emergency response agencies, local property owners and related organizations.
  • Lead, motivates, coaches and develops security staff through highly developed interpersonal and customer service skills, including conflict resolution, problem solving and communication skills
  • Maintains comprehensive knowledge of common security policies and various related Acts, Occupational Health and Safety Act, Employment Standards Act and Labour Relations Act.
  • Coordinates the preparation and compiles complete tender documents and specifications for tenders, Requests for Tenders, Requests for Quotations (RFQ), Requests for Expressions of Interest (REOI), and Requests for Proposals (RFP) for capital and operational contracts
  • Provides first level of Supervision to Security Guards including recruitment, selection, performance appraisal, deployment, all levels of discipline and professional development to ensure skilled competent resources
  • Responds to inquiries and complaints in an effective and professional manner
  • Maintains a high level of functional knowledge of technical information to provide all aspects of modern corporate security and protection for large and small building complexes and special events
  • Provides 24/7 coverage for emergencies

 

Key Qualifications:  

 

  1. Post-secondary education in a discipline pertinent to the job function combined with relevant security experience, or the equivalent combination of education and/or related experience.
  2. Licensed as a Security Guard / Private Investigator under the Ontario Private Security Investigative Services Act.
  3. Considerable experience in modern corporate building security for large and small building complexes.
  4. Considerable experience with various security hardware, software, keying and systems.
  5. Experience providing work direction, leading, coaching and/or training staff.
  6. Must possess a valid Ontario Driver's License Class "G" with the ability to qualify for a City Equipment Operator's License, and able and willing to drive within the Greater Toronto area.
  7. Knowledge of common security policies and various related Acts and Codes, including the Criminal Code and Trespass to Property Act, Health and Safety Act, etc.
  8. Highly developed conflict resolution, negotiation and problem solving skills with a results-oriented approach.
  9. Excellent organizational and time management skills.
  10. Highly developed interpersonal skills, including verbal and written communication skills.
  11. Customer service skills, with the ability to communicate effectively at all organizational levels and work effectively with colleagues, City staff, internal and external clients, agencies and the general public.
  12. Strong skills in monitoring and maintaining expenditures within approved budget limitations.
  13. Ability to meet deadlines and deal with conflicting priorities and work demands, as well as to identify, analyze and solve problems independently.
  14. Ability in creating security standards, work plans, and policies and procedures and the maintenance enforcement of same.
  15. Effective decision making that promotes and fosters teamwork with the ability to manage change effectively within the mission and priorities of the Unit.
  16. Ability to initiate and implement procedures and measures to increase operational efficiency and effectiveness.
  17. Ability to report to various work sites.
  18. Familiarity with Requests for Quotations (RFQ) and Requests for Proposals (RFP) processes.

  • Continuous scanning of the pool and surrounding area including the deck, hot tub and sauna and adjust zones as required
  • Enforce policies and procedures of aquatics facility
  • Monitor participants in pool, identifying risks/hazards and associate good judgement
  • Educate the public on water safety with a focus on accident prevention
  • Respond to emergency situations and provide first aid within the scope of training
  1. Enforce and follow City of Oshawa policies and procedures and adhere to Ontario Public Pool Regulations, including but not limited to: admission requirement standards, emergency procedures, etc.)
  2. In the absence of Aquatic Supervisor, perform pool opening and closing procedures and complete required checklists

Requirements:

Possess and maintain current ALL of the following aquatic awards (note, applicants who are currently registered in the courses below may apply, offer of employment would be subject to successful completion of the awards.

  • National Lifeguard Certification (NL)
  • Lifesaving Society Lifesaving Instructor
  • Standard First Aid with CPR-C within 2 years of certification date (from a WSIB approved agency)
  • Work a minimum of 6 hours per week, 4 of which are instructional hours, and at least one weekend shift per week. All hours are subject to program and operational demands. Priority will be given to those candidates with the most availability.
  • Attend all mandatory training's and meetings,
  • Good customer service experience and communication skills to deal effectively and courteously with staff and the general public; good interpersonal skills with the ability to establish and maintain positive working relationships

Specific Duties and Responsibilities

The Health & Safety Specialist will be responsible for a wide variety of initiatives in the areas of Health & Safety. As the first-point in contact for all Health & Safety program-related issues, the incumbent must be able to balance competing priorities and act with urgency. This position will also be responsible to ensure consistent administration, compliance, development and delivery, of all health and safety regulations and programs.

Snapshot of a Day-in-the-Life:

  • Responsible to create, revise, and implement Health & Safety policies and procedures
  • Provide guidance to all hourly and salary employees on the interpretation of H & S policies
  • Arrange annual training programs while supporting the functional leaders in implementation and monitoring progress
  • Support supervisors and maangers on accident investigations, review to ensure a thorough root cause analysis has been completed, and validate all corrective actions have been implemented in a timely and effective manner
  • Weekly and Monthly analysis of accidents and injuries and compilation of monthly safety reports including the updating of period reports, statistical data and the Health and Safety MCR
  • Champions all OHS Management System Audits
  • Co-Chairs as a management rep on the Joint Health & Safety Committee and all related initiatives
  • Coordinates OHS training with external vendors as well as developing and delivering in-house OHS Training
  • Liaise with WSIB or other external service providers, employees and management team regarding WSIB claims and Early and Safe Return to Work.
  • Manage and support Early and Safe Return to Work program including working with supervisors to monitor modified duties internally or externally prescribed
  • Administration of required Health and Safety forms
  • Conducts Health & Safety Orientation for all employees
  • Ensure site specific Emergency Response Plan is kept up to date and all Emergency Response team members are equipped with their responsibilities
  • Continually review programs including cut glove, ergonomics, mental health, etc for opportunities for improvement
  • Supports HR Manager on employee relations issues and execution of Positive Employee Relations Strategy and initiatives
  • Part of the SLT (Senior Leadership Team)

What You’ll Bring:

  • 2-3 years of previous experience within the Health & Safety function (Preference will be given to candidates who have completed or are in the process of pursing CRSP designation)
  • Knowledge of Occupational Health & Safety Act and WSIB Claims Management
  • The successful candidate will be detail oriented and will possess an ability to multi-task in an ever-changing, fast paced environment
  • Strong team player with problem solving capabilities
  • Excellent interpersonal and communication skills are essential
  • Ability to ensure integrity of data and confidentiality of employee information
  • Computer proficiency in the Microsoft Office suite of software – MS Excel, MS Word, MS Power Point & Outlook
