This is a professional financial position responsible for leading and maintaining financial controls and process development for the specialized financial needs of the Housing Accelerator Funds (HAF) and other related projects as required.

What will you do?

  • Work with the Program Manager of Research & Strategy to clarify Infrastructure Canada and Canada Mortgage and Housing Corporation requirements/expectations and develop a framework based on those parameters
  • Lead a study of the financial matrix of development opportunities adjacent to future planned transit
  • Assist Land Use Planners in land acquisition strategies, grounded in a sound investment plan, that can be actioned in concert with transit land acquisition strategies
  • Develop a financial policy framework, in alignment with City of Edmonton policies, for ensuring these investments are considered together
  • Coordinate and facilitate the development and ongoing monitoring of both the operating and capital budget processes, including coordination of resources and information to complete templates (e.g., service packages, program overviews, budget overviews, supplemental adjustments, etc.); develop targets, analyze requests, and work with the Housing Action Team (HAT) to identify needs, complete costing analysis and develop alternate funding strategies
  • In coordination with Financial Services, prepare monthly and quarterly financial reports, including variance explanations and forecasts, to be presented to stakeholders
  • Develop financial analysis for business cases to demonstrate payback and future operational savings
  • Identify other funders to partner with to work together to incentivise the incorporation of environmental performance in new builds, and justify the operational finances offset by energy savings
  • Work with the Research & Strategy team to conduct an exhaustive jurisdictional review of potential funding programs that can be leveraged in the development of Affordable Housing
  • Craft applications to leverage social finance initiative funding for Affordable Housing in Edmonton
  • Provide support, focusing on the financial pieces and analysis of feasibility, in the development of a Request for Proposal (RFP) for an architect/design team to develop a prototypical, point block design, housing built form that provides a replicable affordable design that fits well with Edmonton's new Zoning Bylaw Review (ZBR) and lot sizes and is useful for non-market housing
  • Explore and propose alternative procurement strategies for City-led buildings
  • Assist the Project Delivery team in developing alternate financial models for Affordable Housing projects that enable greater participation from the private sector and/or increased cross-subsidization on a portfolio or project basis

Qualifications

  • University degree in accounting, commerce, finance, business administration or related field
  • Minimum of three (3) years of progressively responsible experience in financial analysis and business planning, policy development, project management and business case development

Assets:

  • A graduate degree in a related field
  • A CPA Canada assessed and recognized accounting designation
  • Experience with various government grant programs related to housing investments
  • Experience utilizing SAP
  • Experience working in a public sector or Utility environment
  • Experience in the housing industry, particularly affordable housing work

Skills required for success:

  • Experience in accounting/financial analysis and reporting, ideally in the development of capital and operating budgets
  • Demonstrated experience in a variety of financial and management roles including advanced knowledge and skills related to civic operations and/or other orders of government
  • Proficiency with standard software tools such spreadsheets, presentations and visualization tools
  • Work at this level requires senior technical and/or professional analysis and exercises a significant degree of accounting or financial control in the area of specialty
  • Technical proficiency in major financial and analytical software systems
  • Excellent verbal and written communication skills, including report writing along with strong facilitation and presentation skills
  • Strong leadership, negotiation and team-building skills
  • Highly developed emotional intelligence and self awareness
  • Significant ability and skill in establishing and maintaining relationships, leading/facilitating meetings of multiple stakeholders
  • Demonstrated expertise in performing complex financial analysis, including Activity Based Costing (ABC)
  • Good working knowledge of Canadian Accounting Standards; knowledge of/experience with public sector accounting standards
  • Strong analytical and problem solving skills, ability to recognize complex financial issues and recommend solutions
  • Ability to work with minimal supervision, be self motivated and possess the ability to complete deliverables given dynamic direction based on changing processes/requirements
  • In-depth knowledge of strategic and business planning principles, policy development, benchmarking and procedures for alignment of performance measures with the City’s Corporate Plan goals
  • Advanced-level knowledge of research methods, including knowledge of research design and implementation, data collection techniques, results analysis and presentation especially in relation to survey research
  • Significant skill and ability in Microsoft Office Suite (Word, Excel, Power Point) and Google docs /Gmail is required

Hours of work: 33.75 hours per week

The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Salary: $43.098 - $54.113 (Hourly); $75,927.900 - $95,333.580 (Annually)
