This position manages the delivery of parking enforcement and related functions and activities to ensure provision of safe, effective and efficient parking opportunities throughout the City.
Duties & Responsibilities
• Plans, organizes, directs and monitors a variety of activities to ensure the provision of efficient and effective parking programs and related enforcement with a "customer service" orientation, including all parking ticketing operations, summons- and subpoena-servicing operations and dispatch centre operations.
• Ensures an effective, consistent, customer-oriented response to parking enforcement through the development of standard operating procedures and the training and direction of staff to educate and instill an understanding of the intent of the Traffic Bylaw. Plays active role in developing and providing customer friendly communications and educational materials to ensure public understanding of bylaws and regulations.
• Contributes to effective public relations with elected officials, the Saskatoon Police Service, civic departments, Business Improvement Districts and other stakeholder organizations, and the public through direct contact and quick, effective responses to specific and general complaints, while ensuring that the regulations are applied consistently to all.
• Resolves recurring problems contributing to violations and conflict with the driving public, merchants and homeowners by analyzing complaints and the results of court cases, reviewing procedures and signage accordingly and making recommendations for signage and bylaw changes.
• Administers bylaws and regulations relating to the section, as well as ensuring staff are kept informed of any pertinent changes.
• Ensures the provision of service using current Parking Enforcement policies, systems and technology including use of an electronic pay parking system and complementary web-based ticketing system.
• Prepares, administers, and audits the annual enforcement operating budget, statistics and reports.
• Oversees the use of technologically advanced equipment and vehicles in the provision of parking enforcement services, including procurement, maintenance of equipment, troubleshooting, managing contracts with 3rd party vendors, arranging for repair and maintenance including warranty work, and providing staff training and mentoring in the use of equipment.
• Monitors and manages the parking enforcement contract and directs work of these contract staff through the contract Supervisors, to ensure enforcement and document delivery service requirements are met.
• Serves as the City representative in court on a weekly basis to testify as to enforcement practices in the issuance of tickets and verify equipment/stations were working when tickets were issued. This work involves, preparation of evidence packages, research, compiling documentation, and reviewing the enforcement process and evidence (photos etc.) specific to the situation to confirm validity of tickets.
• Prepares disclosure packages in a timely manner at the request of the Solicitors office.
• Provides coverage for other parking staff positions as required including the Customer Service Coordinator, Parking Operations Manager and Policy and Permitting Manager. Acts for the Parking Services Manager on occasion, in their absence.
• Provides advice, technical and training support to staff in other Divisions responsible for managing parking enforcement contracts for civic initiatives such as street sweeping or clearing,
• Oversees all requests for ticket reviews (RTR’s) in conjunction with tickets issued in conjunction parking infractions, including providing training and management support for other staff involved in this review process.
• Represent Parking Services on internal committees and provides expertise on potential parking related matters in consideration of a special events, maintenance projects or other internal initiatives which may impact or draw on parking considerations and identifies appropriate processes and mitigating strategies.

Qualifications
Education, Training and Experience Requirements
- Graduation from a recognized, two-year, post-secondary program in business, management, engineering, or related discipline.
- One to three years’ progressively responsible related experience.
- Possession of a valid Class 5 Saskatchewan Driver’s Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.
Knowledge, Abilities and Skills
- Thorough knowledge of applicable municipal regulations and bylaws and Provincial legislation.
- Knowledge of, and the ability to use, word-processing, spreadsheet, and database software in a Windows environment.
- Ability to use specialized databases and software to manage programs, and compile and assess information for court purposes, review of tickets, and other customer or staff enquiries.
- Demonstrated ability to communicate effectively, orally and in writing.
- Ability to deal tactfully and effectively the public in difficult situations.
- Ability to supervise and develop subordinates.
- Ability to establish and maintain effective working relationships with civic staff, civic officials, representatives of other agencies, the business community and the public.
Weekly Hours: 36.67
Salary Range: $71,064.48 to $83,177.52 CAD per annum (2023 rates)
