Job Summary
Under supervision of the Supervisor VI (Water Distribution), this position operates, inspects and maintains water distribution appurtenances to ensure the delivery of safe water through reliable systems operation and carries out maintenance activities on the wastewater collection system to reduce emergency or trouble situations. This is deemed a safety sensitive position.
Duties & Responsibilities
Scope And Major Responsibilities
- Operates and troubleshoots all water system components necessary to de-energize, re-energize, inspect and maintain hydrants.
- Inspects, troubleshoots and performs minor maintenance on hydrants.
- Assists with the inspection and minor maintenance of valves, service connections and appurtenances.
- Performs field sampling and testing of basic water quality parameters.
- Monitors and maintains system instrumentation for water loss management, including flow meters and pressure monitors, uses leak listening equipment as required.
- Assists with the installation, removal and maintenance of various temporary water services.
- Assists with the response to, and resolution of, water contamination events, including water main chlorination and de-chlorination procedures.
- Enters premises on behalf of the City and assists with any necessary correctional work, including the location of sewer clean-outs and thorough cleaning of sewer services to free blockages and restore service and follow up with a visual inspection to ensure quality of cleaning and structural integrity of the pipe.
- Erects barricades, directs vehicular and pedestrian traffic.
- Conducts pipe cleaning programs, including conventional flushing, unidirectional flushing and swabbing to maintain water quality.
- Maintains comprehensive records of all field activities and prepares required reports, including inspections, test results and recommendations.
- Assumes duties of Water System Operator as required.
- Assumes duties of Water & Sewer Trouble as required.
- Performs other related duties as assigned.
Qualifications
Knowledge, Abilities And Skills
- Knowledge of the methods, techniques, equipment, tools, materials and terminology used in operating, inspecting and maintaining water distribution systems.
- Ability to troubleshoot various hydrant problems and customer concerns, operate all valves, hydrants and other water distribution system appurtenances.
- Ability to read and interpret engineering drawings.
- Ability to perform basic sampling and testing for water quality, using standard operating procedures.
- Ability to make mathematic calculations rapidly and accurately.
- Ability to establish and maintain effective working relationships with the public, civic employees and contractors.
- Ability to communicate effectively, orally and in writing, including recording data.
- Ability to work with minimal supervision.
- Physical ability to perform the assigned duties in varying weather conditions and extremes of temperature.
- Ability to perform confined entries complete with necessary fall protection equipment and air quality monitoring equipment.
- Skill in the use and care of computer hardware and related software.
Qualifications
- Grade 12 education or equivalent.
- One years’ related water or sewer system operation and/or maintenance experience, including experience in the operation of machinery and power tools used in water & sewer construction OR certificate of completion from an approved Water & Wastewater program.
- Level 2 Water Distribution Operator Certification from the Saskatchewan Operator Certification Board would be considered an asset.
- Level 2 Wastewater Collection Operator Certification from the Saskatchewan Operator Certification Board would be an asset.
- Must comply with all safety related requirements.
- Possession of a valid Class 5 Saskatchewan Driver's Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.

Additional Requirements
Shift and weekend work may be required.
