Summary

The Jr. Maintenance Engineering Technician acts as the technical support role on our fleet of mobile broadcast production units. Working with the Maintenance Leads, the primary responsibilities include overseeing the technical aspects of mobile unit operation, making sure that all broadcast systems are configured properly and ensuring broadcast standards are always met.

Dome Productions operates a fleet of 18 multi-format production mobiles, 7 support units, 1 production/uplink mobile and 3 uplink tractors, helping the engineering department to support our fleet is your main duty. This position requires a critical technical mindset for troubleshooting problems, constantly willingness to learn and being passionate for working in a Broadcast maintenance environment.

Key Responsibilities

  • Maintain performance and full service functionality for our fleet of mobile units.
  • Assess faults, prioritize, and report remedies or recommendations.
  • Serves as the technical support role and acts as a point of contact for Engineering Maintenance Leads in the warehouse.
  • Complete daily performance monitoring, review and directly manages service requests of all aspects of the mobile units and engineering operation.
  • Support all required preventative and technical maintenance of onboard broadcast equipment while executing changes and engineering updates in the trucks.
  • Work directly with the Engineering Maintenance Leads and Manager to identify any critical and ongoing technical issues and develop an action plan outlining solutions.
  • Liaise with manufacturer support, suppliers, engineers and operators to resolve identified issues that are impacting complete operational status of Dome’s mobile units in a timely fashion.

Critical Qualifications

  • BS or Certified Diploma in Engineering or other Advanced Technical Related Field Degree.
  • 2+ years’ experience in a Television broadcast related field.
  • Thorough knowledge of broadcast technical equipment and component parts.
  • Thorough knowledge for all types of media equipment and expected performance.
  • Thorough knowledge of Evertz EQX Systems, Multiviewers and related infrastructure is an asset.
  • Thorough knowledge of Computer systems, Networking fundamentals and deployment is an asset.
  • Knowledge of Cisco Meraki, WiFi Network and CISCO Ethernet networks is an asset.
  • Ability to effectively utilize support tools and test gear to perform accurate evaluation of equipment and integrated facilities.
  • Ability to work in a dynamic and changing environment and deal with emergencies as they arise.
  • Must be detailed-orientated, multi-tasking, self-directed with proven ability to prioritize tasks and work well under pressure and deadlines.
  • VimBiz knowledge is an asset.
  • Strong organizational skills, detail oriented and ability to meet timelines
  • Strong sense of urgency and ability to be flexible
  • Excellent verbal and written communication skills
  • Efficient in using Word, Excel and a strong knowledge in computer operations

Additional Requirements

  1. Project Management. Responsible for management of all aspects of building construction from start to finish including renovations and accommodations planning.   2. Leadership.  Determines staff resource requirements, financial and operational plans. Manages a multi-discipline team comprising of union, non union, management staff, permanent, contract and part time. Responsible for all related labour relation issues including recruitment, hiring, training, performance appraisal, professional development and discipline up to and including dismissal to ensure skilled and competent resources. Continually evaluates the operation and service plan to ensure appropriate allocation of resources and makes recommendations for improvement. Mentors and leads team on how to effectively and efficiently manage external design firms and contractors contracted to specific projects. Provides assistance with negotiating to ensure agreement on contentious issues.  Assess staff development needs.   
  3. Financial accountability.   Prepares, monitors and reconciles  current budgets, and the capital project budgets as required. Ensures that projects are regularly and accurately updated on cost control financial tracker.  Ensures budget control is in place for all projects and monitors during all phases. Ensures all projects are completed on time and on budget. Oversees the preparation of all policies and procedures e.g. tender documents, council reports etc. 
  4. Reporting. Develops and implements project control systems, cost evaluation methodologies, performance evaluation criteria for consultant selection in accordance with approved Corporate policies and guidelines. Prepares reports for Council and various Committees. Oversees the preparation of documents to award and amend purchase orders and contracts. SELECTION CRITERIA: 
 
EDUCATION:
  • University Degree in Engineering or Architecture or Construction Management or Interior Design or an equivalent combination of education and experience in the application of the principles and practices of facility operations and construction. 
  • Professional designation and membership in CIP, OAA or PEO or ARIDO, or PIP or PMI preferred
 
REQUIRED EXPERIENCE:
  • 5 years’ experience managing professional staff, consultants, construction firms, general contractors, leading project teams, project development, state of good repair, renovation and multi-phased major building projects, preferably in the public sector. Particular training or experience in facilities planning/management codes and legislation, construction-related practices or the approved equivalent combination of education and experience.

  • Lead staff and consultants to deliver studies, projects and programs related to growth and capacity of the linear systems.
  • Lead, or participate in, multi-disciplinary project teams, supervise/direct internal and external professional engineers and technical personnel, and mentor colleagues.
  • Provide technical review and advanced engineering input, as required, to other sections and divisions on matters related to municipal and environmental engineering.
  • Act as a subject matter expert on a multi-disciplinary technical team in the areas of sanitary local/trunk sewer systems, water distribution/transmission systems, and infrastructure planning for growth.
  • Manage assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning.
  • Ensure that all assigned projects are controlled and completed within established timeframes and approved budget limitations.
  • Lead, and collaborate in, the development of multi-year capital programs.
  • Participate in the preparation of capital and operational budgets (including determining long-term infrastructure investment requirements for linear water and wastewater infrastructure to sustainably address growth needs).
  • Review, and comment on, engineering design reports and drawings.
  • Review, and comment on, legislation, bylaws, guidelines and procedures.
  • Represent Toronto Water as a technical specialist at meetings with standing committees, internal staff, and external agencies, and consult with members of the public, external clients and consultants.
  • Prepare technical reports, Committee and Community Council reports and content for public education/communication purposes, as required.
  • Prepare capital business cases, project charters, RFPs, RFQs, REOIs, terms of reference, and scope of work for consultant assignments, including selection and direction of consultants undertaking professional services for Toronto Water.
  • Prepare and make presentations to senior Department staff, elected officials and the public.
  • Maintain relations with Councillors, the public, other units throughout the City, consultants, other levels of government, government agencies, developers, suppliers and contractors, to ensure effective partnerships related to the job function.
  • Analyze the continuous improvement and control measures for quality, efficiency and effectiveness of services and formulate recommendations.
  • Develop procedures, guidelines, technical standards, and policies related to growth management and infrastructure servicing.
  • Keep informed of, investigate, implement, and evaluate new work techniques, technologies and performance standards.
  • Assist the Manager in defining and allocating work and setting goals.
  • Perform other related duties, as assigned.
  • Acts on behalf of the manager when required.

 Key Qualifications:

  1. Licensed as a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO), or licensing as a professional engineer in good standing in another Canadian engineering association with the ability to obtain a P.Eng. licence with PEO.
  2. Extensive experience as a Professional Engineer in analysis, planning, modelling and design applicable to a municipal engineering role working with sewer and drainage and/or watermain infrastructure, with a focus on growth management and infrastructure servicing.
  3. Considerable experience related to planning municipal water and sewer infrastructure to accommodate growth including distribution, collection, transmission, trunk, pumping stations and forcemains.
  4. Considerable experience in hydraulic modelling, studies and planning related to growth and development planning.
  5. Considerable experience using software pertinent to the job function, including Geographical Information System (GIS) applications, and modelling software in infrastructure management such as Infoworks, InfoWater or equivalent for the hydraulic modelling of sewer and watermain systems.
  6. Experience in the development of Capital Budgets, including planning, scheduling, prioritizing and costing of projects.
  7. Experience developing and drafting procedures, guidelines, technical standards, and policies related to expertise in the area of growth management and infrastructure servicing.
  8. Completion of post-secondary degree or diploma in civil and/or municipal engineering; an equivalent combination of education and experience may be considered as an asset.
  9. Considerable experience with communication and analytical skills to write policy documents, technical reports, briefing notes, reports to Committee and Council, and responses to inquiries by external agencies and the public, and presentation abilities.
  10. Knowledge of the Municipal Class Environmental Assessment (EA) process, especially related to Master Planning, Needs Assessment, and Feasibility Studies.
  11. Knowledge of Change Management, Transformation Management, and Program Management theory.
  12. Fundamental knowledge of federal, provincial and municipal regulations, policies and guidelines related to the job (e.g. Occupational Health & Safety Act) and applicable to water, wastewater and stormwater systems, infrastructure planning and management.
  13. Project and stakeholder management skills to plan, lead, manage and implement multidisciplinary projects of varied scope.
  14. Proficiency in various competencies, including highly developed interpersonal, employee relations, negotiation, conflict resolution, leadership and problem-solving skills, with the ability to interact effectively with all levels of the organization and to forge solid internal and external relationships.
  15. Experience in infrastructure planning and studies in the field of water distribution and supply is an asset for this position.
