Job Summary
Reporting to the Manager, Transit Maintenance, this position is responsible for the management of the Transit Building and Route team and to ensure Transit’s garage facilities and on-street and station/terminal stop infrastructure are properly maintained and meet the needs of the facility users and transit customers.
Duties and Responsibilities
- Supervising Building and Route staff through the creation of daily work tasks, coaching and mentoring to support individual and team performance, training on regulatory standards and standard operating procedures, payroll approval and conflict resolution.
- Identifying, preparing and managing annual operating budget requirements for Transit’s garage facilities.
- Working closely with Facilities Maintenance (Corporate Services) to review, track, evaluate and report on preventative and demand maintenance requirements which includes liaising with internal and external service contractors and trades to ensure operational activities within the facility are maintained and communication is provided to the facility users.
- Overseeing and managing schedules as related to on-street and station/terminal stop infrastructure maintenance requirements, etc.
- Ensuring facility assets and operational procedures are in compliance with operating standards, policies, procedures, practices and legislation as related to building codes, environmental regulations, etc.
- Providing technical advice on Transit’s facilities, equipment and maintenance programs to ensure equipment standards meet Corporate requirements and best practices are clearly documented.
- Conducting periodic audits of assigned facilities to ensure that proper emergency procedures are identified and in place, and comply with regulatory codes, safety standards, environmental regulation, fire plans and protect employees, visitors and corporate assets.
- Performing other duties as assigned.
Skills and Qualifications
- A Diploma in a related field (e.g., Certificate of Facilities Management, Building Environmental Systems, Business, etc.) or a combination of education, training and experience deemed equivalent.
- A minimum of six (6) years’ progressive experience in facility operations or facility maintenance with two (2) or more years in a supervisory and leadership role preferably in a unionized Facilities Services environment.
- Certifications or Designations Certifications related to facility management (e.g., Certificate of Facility Management Administrator (FMA), Property Administrator Certificate and Trade Certification) will be considered an asset.
- Knowledge of legislation related to health, safety and the environment (e.g., the Occupational Health and Safety Act, Environmental Protection Act, Weeds and Pesticides Act, Elevating Devices Act, etc.).
- Understanding and application of codes and systems as related to the operations of Transit’s facilities (e.g., building and fire codes, electrical safety codes, Building Automation Systems, Facility Asset Management Systems, etc.).
- Proficiency in Microsoft Office (e.g., Word, Excel, Outlook, etc.) and familiarity with engineering drawings would be an asset.
- Knowledge of collective agreements and experience with working in and/or supervising an unionized environment.
- Project management best practices and experience that includes oversight and management of facility projects, contract administration, maintaining budgets, meeting targets and timelines and coordinating customer requirements.
- Experience in effective people leadership through staff training and mentoring, facilitation of team relationships and conflict management.
- Strong communication skills, both written and verbal, to be able to communicate effectively and the ability to provide updates through reports and/or presentations.
- A valid Ontario Class "G" driver's license is required to travel to various site locations and needs to meet and maintain corporate standards for a good driving record.

Duties and Responsibilities
Under the direction of the Manager, Transit Maintenance or Assistant Superintendent of Transit Vehicle Maintenance the successful candidate:
- Oversees the day to day activities of the maintenance staff to ensure the effective and efficient management and coordination of vehicle inspection, repair, cleaning and overall maintenance operation
- Establishes and monitors attainment of objectives/performance standards and trouble shoots deficiencies
- Allocates personnel and equipment according to priorities; schedules maintenance of Transit vehicles and prepares work orders utilizing a computer assisted system
- Implements and maintains policies, procedures and standards to ensure a safe, productive and timely operation with regard to continuous improvement initiatives
- Motivates and assesses performance, controls absenteeism, manages disciplinary measures, handles employee issues and assist with grievances at Step 1
- Ensures that employees are instructed in methods, procedures, and performance standards for all maintenance activities and operations
- Supports and may be called on to supervise the daily operation of the bus wash racks, fuelling stations and fare box clearing in the absence of the Washbay Supervisor
- Manages statistical data such as book-offs, sick absences, overtime, lieu/floater day requests, and accident/incident forms
- Participates in monthly maintenance meetings and ensures that maintenance records are kept up to date via input to maintenance clerk
- Ensures that all work adheres to the Ministry of Transportation legislated requirements
- Ensures that assigned staff complies with all safety requirements, Corporate policy and procedures, and Standard Practice Instructions
- Supports in orientation and training of new Transit Maintenance staff in Transit policies and procedures
- Identifies and assists with bus and bus part warranty claims and the tagging of defective components, thereby ensuring manufacturer/supplier warranty commitments are upheld
- Monitors the work environment to ensure tools, parts and materials are properly treated, stored or disposed of and that cores and repairable parts are returned to Stores
- Maintain positive employee relations by fair and equitable treatment of all staff in all areas including: assignment of work, and managing performance expectations.
- Conduct technical investigations and procedural quality audits, as required.

Required Qualifications
Minimum of 5 years of experience as a journeyperson tradesperson, following attainment of trade certification, exposed to the full range of activities in a bus maintenance operation, with increasingly responsible work with all critical bus systems. For at least 3 years, must have increasingly responsible work and supervisory experience, and demonstrated the capability for supervising other employees.
- The successful candidate must hold a valid - Truck and Coach Technician (310T) certificate and maintain it in good standing,
- A preferred asset would be a current Ontario Government Certificate of Qualifications Automotive Service Technician (310S) as well.
- Must have a valid G Driver’s License; D or C Ontario Driver’s License with a “Z” endorsement is preferred with a Driving Abstract acceptable to the city.
- Must be able to work nights, weekends, afternoons, days, and stat holidays with various off days
- Must possess the ability to establish effective working relationships, with internal and external stakeholders, including staff, senior management, union executives, and public
Additional Skills
- Detailed knowledge of Truck or Coach vehicle maintenance and repair, and manufacturer’s specifications and schematics is an asset

The City’s Road Patrol Program operates on a 24-hours a day/7-days per week basis to ensure the safety of all our road users. Reporting to the Supervisor of Operations Program Coordination, you will be responsible for patrolling City roads to check, record and report any defects or hazardous conditions within the roadway.
Duties and Responsibilities
- Conducts walking/driving reviews of City roads to check, record and report any defects or hazardous conditions existing within the municipal road allowance. This may include the roadway, shoulder, boulevard, sidewalk, traffic and street signage, street lights and various structures including bridges in order to ensure compliance with the Minimum Maintenance Standards (MMS) for Municipal Highways O. Reg. 366/18 and established road maintenance standards;
- Assists in maintenance of the City’s road classification system;
- Reports and refers any street hazards that are dangerous to the public or public safety to the appropriate Works Yard for prompt action;
- Performs weather monitoring duties during the winter maintenance operations period. Inspects, conducts ratings, and reports on municipal infrastructure and assets within the road allowance for snow accumulation as defined in the MMS;
- Assists in the maintenance of the City’s Vacuum Leaf Collection and Windrow Clearing program databases;
- Provides leadership in the delivery of summer and winter maintenance programs in accordance with City standards;
- Assists in the preparation and the ongoing monitoring of the annual road maintenance and operations work plan;
- Prepares and maintains daily patrol reports;
- Communicates, records and appropriately actions responses to public complaints and service requests related to immediate hazards and safety issues;

- Performs supervisory duties to oversee, approve, and call-in Contracted and Unionized staff in relation to emergency road work (i.e. sinkholes, failures, sweepers, spills, adverse weather conditions);
- Provides direction and assists in training of seasonal Sidewalk Inspection Staff;
- On occasion, appears in a Discovery of Court to give evidence regarding claims for property damage and personal injury;
- Provides documentation to Risk Management in response to claims;

Skills and Qualifications
- Post-secondary education in Civil Engineering Technology, or related field;

- A minimum of 2 years direct experience in a municipal operations, maintenance or construction services;
- Understanding of road maintenance procedures and materials used;

- Strong organizational skills with the ability to manage multiple competing tasks;

- Allocates personnel and equipment according to priorities; schedules maintenance of Transit vehicles and prepares work orders utilizing a computer assisted system
- Implements and maintains policies, procedures and standards to ensure a safe, productive and timely operation with regard to continuous improvement initiatives
- Motivates and assesses performance, controls absenteeism, manages disciplinary measures, handles employee issues and assist with grievances at Step 1
- Ensures that employees are instructed in methods, procedures, and performance standards for all maintenance activities and operations
- Supports and may be called on to supervise the daily operation of the bus wash racks, fuelling stations and fare box clearing in the absence of the Washbay Supervisor
- Manages statistical data such as book-offs, sick absences, overtime, lieu/floater day requests, and accident/incident forms
- Participates in monthly maintenance meetings and ensures that maintenance records are kept up to date via input to maintenance clerk
- Ensures that all work adheres to the Ministry of Transportation legislated requirements
- Ensures that assigned staff complies with all safety requirements, Corporate policy and procedures, and Standard Practice Instructions
- Supports in orientation and training of new Transit Maintenance staff in Transit policies and procedures
- Identifies and assists with bus and bus part warranty claims and the tagging of defective components, thereby ensuring manufacturer/supplier warranty commitments are upheld
- Monitors the work environment to ensure tools, parts and materials are properly treated, stored or disposed of and that cores and repairable parts are returned to Stores
- Maintain positive employee relations by fair and equitable treatment of all staff in all areas including: assignment of work, and managing performance expectations.
- Conduct technical investigations and procedural quality audits, as required.

Required Qualifications
Minimum of 5 years of experience as a journeyperson tradesperson, following attainment of trade certification, exposed to the full range of activities in a bus maintenance operation, with increasingly responsible work with all critical bus systems. For at least 3 years, must have increasingly responsible work and supervisory experience, and demonstrated the capability for supervising other employees.
- The successful candidate must hold a valid - Truck and Coach Technician (310T) certificate and maintain it in good standing,
- A preferred asset would be a current Ontario Government Certificate of Qualifications Automotive Service Technician (310S) as well.
- Must have a valid G Driver’s License; D or C Ontario Driver’s License with a “Z” endorsement is preferred with a Driving Abstract acceptable to the city.
- Must be able to work nights, weekends, afternoons, days, and stat holidays with various off days
- Must possess the ability to establish effective working relationships, with internal and external stakeholders, including staff, senior management, union executives, and public
Additional Skills
- Detailed knowledge of Truck or Coach vehicle maintenance and repair, and manufacturer’s specifications and schematics is an asset
- Comprehensive knowledge of shop management practices, preventative maintenance theory, Ministry of Transportation, Ministry of Environment, and Ministry of Labour legislated requirements, and the Health and Safety Act
- Demonstrated ability to act as a coach and mentor through staff development
- Excellent oral and written communication skills, along with strong organizational skills
- Proven ability to create, communicate, and execute procedures and processes that foster efficiencies, and increase productivity following safe work practices and equipment operation
- Proven abilities in the use of database and computer applications,
- Thorough knowledge of mechanical, hydraulic, pneumatic, electrical, and air conditioning systems utilized on urban transit vehicles combined with a sound knowledge of diagnostic, inspection, repair, and maintenance procedures for these components and vehicle body structure
- Requires an understanding of the skills associated with the maintenance of urban transit vehicles (mechanical, body/paint repair, wheel/tire installation) used in a major automotive repair environment

Duties and Responsibilities
- Perform vehicle maintenance and repairs to ensure vehicles are safe for our customers
- Diagnose and perform all phases of vehicle and equipment repair, including the repair of brakes suspensions, drive trains, transmission clutches, and other repairs accurately.
- Ensure work orders are completed properly and accurately. Maintain records of all maintenance work completed, including parts and supplies used.
- Complete preventative maintenance (PMs), safety inspections as per NSC11B, and semi-annual maintenance inspections.
- Perform maintenance and repairs to the Transit fleet as set forth by the policy of the Fleet Maintenance Section
- in the use of lap top computers to diagnose electrical and electronic system faults
- Diagnose faults or malfunctions and confirm findings with supervisor to determine whether to repair or replace unit
- Repair or replace mechanical units or components using hand and power tools
- Test and adjust units to specifications for proper performance
- Complete reports to record problems and work performed.
- Work independently with minimum supervision
- Undertake road call diagnosis and repair
- Perform other related duties as assigned
Skills and Qualifications
