The Safety Codes Officer II is responsible for administering provincial safety code authority duties including auditing for compliance with relevant codes and other legislation such as the Safety Codes Act, the National Plumbing Code, B149, Occupational Health and Safety Standards, and Drainage Bylaw 18093, as applicable to residential structures. This position has direct interactions with a variety of internal and external stakeholders by providing technical information and granting permits and/or providing inspections.

What will you do?

  • Ensure the information received for permit applications is complete and accurate
  • Receive plans and applications for review and assess compliance with established applicable Safety Codes
  • Retrieve records and plans of previous plumbing and gas systems to evaluate the extent and conformity of proposed changes
    Interpret Safety Codes and approve variances
  • Review literature and Code updates when they are available to ensure the most current applications
  • Examine and prepare detailed permit submissions for approvals of plumbing and gas systems as per submitted plans to SCO III level
  • Input relevant data, reports, correspondence and permits into POSSE and other systems used by the City
  • Create reports or other correspondence detailing any questions or deficiencies found on drawings or plans as well as actions taken and recommendations provided
  • Consult with or assist other units, provincial authorities or associations as needed
  • Coordinate approvals and collaborate with other departments and agencies (e.g., Fire Rescue Services, Environment and Climate Resilience,
  • Transportation Services, Subdivision and Development Appeal Board, Alberta Health Services) as needed
  • Meet with the applicants, builders, or professional consultants for preliminary project review and discussion
  • Explain requirements of Safety Codes and educate developers, applicants, owners or other parties involved as appropriate
  • Provide timely responses to customer inquiries via telephone or email
  • Attend and participate in safety meetings and training and advise of any health and/or safety concerns
  • Perform other related duties as required

Qualifications

  • Grade 12 and Journeyman Plumber and Gasfitter certification recognized in Alberta 
  • Minimum of 5 years of journeyman experience
  • Registered Plumbing and Gas Safety Codes Officer in the Province of Alberta is required
  • Note: Candidates who are not fully qualified at the Safety Codes Officer II level may be considered at the Safety Codes Officer I level
  • Experience in construction of buildings is required including best practices and understanding of project scheduling is required

Skills required for success:

  • Knowledge of standard methods, techniques, materials, tools and equipment employed in the building construction trades with experience involving residential projects
  • Knowledge of the Safety Codes Act, the National Plumbing Code, B149, related City Bylaws and policies, procedures and regulations as they pertain to plumbing and gas systems; must possess the ability to analyze and interpret legislation
  • Ability to recognize construction that does not meet the intent of the relevant Code or hazardous conditions pertaining to plumbing and gas systems through review of plans or on-site inspections
  • Ability to analyze and interpret simple plans or designs prepared by applicants, architects and engineers
  • Written and verbal communication skills and the ability to explain technical concepts in simple terms and interact with diverse groups of people 
  • Ability to manage multiple priorities and projects and effectively organize tasks
  • Strong organizational skills, including the ability to manage multiple and changing priorities
  • Excellent problem-solving and decision making skills
  • Ability to work independently or contribute positively as part of a team
  • Ability to make impartial and transparent decisions in the application of Safety Codes
  • Proficient in the use of personal computers for data entry, plan review, communication with customers
  • Customer service focused with ability to work through a variety of customer needs with professionalism

Conditions of Employment:

  • Valid Alberta Class 5 driver's licence (or provincial equivalent); candidates must arrange their own vehicle and business auto insurance to be reimbursed for mileage according to City of Edmonton policy
  • Hire is dependent upon a Police Information check satisfactory to the City of Edmonton

Work Environment:

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.

Hours of Work: 33.75 and 40. This position requires you to work different hours per week at defined periods of the year as required:

  • From approximately September to April, you will work 33.75 hours per week and an paid on the 33.75-hour wage scale
  • From approximately April to September, you will work 40 hours per week as required, and paid on the 40-hour wage scale

  • 40 hours per week: $44.572- $56.014 (Hourly); $93,066.34 - $116,957.23 (Annually) 
  • 33.75 hours per week: $47.165 - $59.278 (Hourly); $83,092.94 - $104,433.02 (Annually) 

Salary Range - Safety Codes Officer I

  • 40 hours per week: $26.813 - $33.605(Hourly); $55,985.54 - $70,167.24 (Annually) 
  • 33.75 hours per week: $35.856 - $46.692 (Hourly); $46.692 - $82,259.63(Annually)
