Position Summary:
The City of Regina is seeking two (2) Technologist II positions for a one-year term, each offering unique and impactful roles within our organization.
Environmental Services (Spill Response & Emergency)
In this role your responsibilities will involve environmental sampling of groundwater, surface water, soil, stormwater, and sewage as well as assisting in responding to emergency spill response scenarios. You will work on the preparation of reports to regulatory bodies. You will perform complex and advanced technical work, including database management and environmental aspects of infrastructure planning. You will provide valuable advice and technical analysis related to the delivery of environmental programs, ensuring our initiatives meet the highest standards of compliance and sustainability.
Environmental Services (Landfill Tech)
We are seeking a skilled individual to undertake diverse technical duties in database management, construction, preservation, facility operation, and environmental services. Your expertise will guide best practices in infrastructure, sewer, water, and stormwater, covering design, planning, construction, maintenance, testing, and performance evaluation. This role collaborates closely with a Project Engineer for seamless project execution. Additionally, you will oversee the daily operations, maintenance, and repairs of the City's Landfill Gas to Energy Facility (LGTEF), flare system, leachate system, and other vital components, contributing to sustainable initiatives and landfill infrastructure upkeep.

Key Duties & Responsibilities:
Environmental Services (Spill Response and Emergency)
- Provide technical analysis and environmental engineering support related to water, wastewater, drainage, solid waste, infrastructure planning, design, construction, operation, preservation, asset management, and asset performance.
- Initiate, develop, maintain, and coordinate databases related to environmental management, infrastructure planning, and field inspections.
- Support the coordination and oversee the implementation of environmental mitigation, clean-up and recovery efforts associated with spills and/or hazards materials.
- Review and comment on environmental reports, drawings, specifications, plans, and applications from developers and consultants to ensure City standards, specifications, and relevant environmental requirements are met. Review development and demolition proposals regarding protection and hazardous materials.
- Conduct field inspections, surveys, environmental surveillance, and environmental testing as required.
- Review reports and develop and maintain a system of records and history on contaminated sites within the City.
- Supervise and direct staff, consultants, and contractors as required.
- Manage projects, work programs, and budgets, including contract administration.
- Research, evaluate, and provide advice on the application of technologies, methods, and industry best practices related to environmental services.
Environmental Services (Landfill Tech)
- Manage the day-to-day needs of the LGTEF, flare and leachate system including inspections, calibrations, and other requirements.
- Conduct maintenance and repairs on the LGTEF, flare, and leachate system.
- Monitor, manage, and conduct data and sample collection for environmental programs including drinking water, wastewater, creek, and retention pond; as well, conduct compliance monitoring at various locations for corrosion control and composting.
- Conduct field inspections, surveys, and testing related to landfill key performance indicators.
- Interpret results, produce reports/outputs and make recommendations for infrastructure/sewer/water/stormwater, design, construction, operation, maintenance and management programs, and environmental engineering.
- Initiate, develop, maintain, and coordinate databases related to infrastructure planning, asset management, operations and preservation, and field inspection.
- Research and evaluate the application of new technologies and industry best practices related to infrastructure/facility planning, engineering, design, construction, asset management, and testing services.
- Direct consultants, contractors, and City crews as required.
Key Qualifications:
- The knowledge, abilities and skills are obtained through the completion of a two (2) year diploma in Environmental/Water Resources Engineering Technology, AND/OR completion of a two (2) year diploma in Mechanical, Civil, Industrial, Electrical, Water Resources, or Environmental Engineering Technology.
- Hold a minimum of two (2) years’ experience in related engineering/technical field/utility.
Key Knowledge
- Applying engineering practices, principles, theories, computations, analyses, and statistics.
- Basic water/sewer/waste infrastructure planning, management, design, materials, operation, construction, maintenance, and preservation.
- Knowledge and experience in spill response, spill investigation, spill cleanups, and remediation.
- Knowledge and demonstrated ability with environmental sampling and monitoring programs and field-testing procedures.
- Drafting and surveying technology practices and techniques.
- Effectively supervise and lead junior staff.
- Inspecting, assessing and troubleshooting mechanical equipment and systems.
Demonstrated Skills
- Strategically planning, coordinating and directing the work of others.
- Developing and working with complex databases.
- Creating tables, charts, and forms, create formulas, create queries and reports, modify, and customize charts and tables, use pivot tables and cross tab queries, and import/export data from various sources and formats using office productivity software such as MS Office (Word, Excel, PowerPoint, and Access).
- Working both independently and as a member of a team on complex tasks.
- Dealing with the public and difficult situations effectively.
- Creating tables and forms, create formulas, create queries and reports, and import/export data from various sources and formats.
- Beginner level skills with GIS and CAD to display data including symbology, create, edit, and query data, modify drawings, relate data, and prepare designs using software such as Arc GIS.
- Updating CAD drawings and conducting routine surveys utilizing GPS and other traditional survey methods.
- Managing time and performing tasks in a well-organized manner.
- Expressing ideas effectively, in oral and written form.
- Establishing and maintaining effective working relations and a respectful work environment.
- Working independently and prioritize tasks and projects.
Demonstrated Abilities
- Acquiring and applying knowledge of City policies and procedures, and legislative and regulatory requirements.
- Operating and maintaining industrial process facility/plant systems.
Working/Other Conditions:
- Eligible to register and maintain registration under Technology Professionals Saskatchewan is considered an asset.
- Must possess a valid Class 5 driver's license and have a reliable vehicle available for work usage (a travel allowance is provided).
- Must be able and willing to perform work of a physical nature in all types of plant, field environments and inclement conditions.
- Work may include variable hours which could include early mornings, late evenings, and weekends.
- Will be required to work from variable bases of operation. (i.e. Landfill, Water Supply and/or other designated bases.
