Cybersecurity Analyst Full-time Job

Job Summary

The Cybersecurity Analyst will provide operations support for the Cybersecurity Lead in the implementation of the cybersecurity program for the City to ensure confidentiality, integrity and availability of information assets across Information Technology (IT) and Operational Technology (OT) assets in the City of Saskatoon.

Duties & Responsibilities

  • Provides day to day operational support to the Cybersecurity Lead in the implementation of the cybersecurity program for the City.
  • Supports the Cybersecurity Lead to develop, implement, and assist in the review, update, interpretation and implementation of cybersecurity policies and procedures; providing advice that are appropriate, practical and consistent with relevant legislation, regulations, laws and industry standards.
  • Participates in cybersecurity threats assessment and risk management processes across people, process and technology (IT/OT) environments.
  • Provides input into the planning and development of complex city-wide projects and ensures integration of security controls and activities within the lifecycle. These responsibilities could include arranging, facilitating, and participating in technology security design and planning sessions to develop solutions for security problems.
  • Analyzes incidents and support the containment and remediation process to ensure an appropriate response to incidents. 
  • Coordinates and reports post-incident activities and lessons learnt for corporate use and external information sharing.
  • Prepares and present cybersecurity awareness materials to internal and external audiences as required.
  • Monitors and reviews applications, databases, network devices, access technologies to ensure proper configuration of security settings, policies and ensure secure use practices are in place.
  • Identifies current gaps in cybersecurity risk management across the city to determine additional cybersecurity actions based on industry best practices, developments, and knowledge, to maintain appropriate security posture in operational technology (OT) and IT. environments. Conducts regular internal vulnerability assessments and work with relevant units in IT and OT departments to remediate vulnerabilities.
  • Participates in external penetration tests, interprets results, and liaise with relevant stakeholders to address identified issues in a timely fashion.
  • Creates cybersecurity operational guides (such as hardening guides) in consultation with relevant IT and OT departments; monitor the use of developed principles, and advise on necessary improvements from time to time.
  • Participates in the development, tests and implementation of a practical disaster recovery plan.
  • Performs other related duties as assigned.

Qualifications

Education, Training and Experience Requirements

  • Degree in Engineering, Computer Science, Information Systems, Computer Engineering or recognized equivalent
  • 5 years continuous experience in information security management activities, e.g. policy formulation, cyber risk management, incident management, disaster recovery and business continuity, cybersecurity awareness, security architecture and management etc
  • Possession of any of the following certifications:
    • Certified Information Systems Security Professional (CISSP) 
    • Certified Information Security Manager (CISM) 
    • Certified Information Systems Auditor (CISA Recognized Certifications)
    • Systems Security Certified Practitioner (SCCP)
    • Comptia Security+ Certification
    • Global Information Assurance Certification (GIAC) Certifications from SANS

 

Knowledge, Abilities and Skills 

  • Demonstrated ability be able to support cloud and on-premises environments
  • Good communication and presentation skills. 
  • Demonstrated experience designing, implementing and operating cyber-security systems and solutions across technology platforms (Network, Databases, Applications).
  • Proficiency in the use of Microsoft Desktop Applications (Outlook, Teams, Word, Excel, Powerpoint)
  • Experience working in Operational Technology (OT) and Industrial Control Systems (ICS) environments. Technology operations experience in Critical Infrastructures (Energy, Water, Defense, Chemical, etc.) 
  • Experience in the use of Security Information and Event Management Tools (SIEM) tools
  • Regulatory compliance experience such as The Local Authority Freedom of Information and Protection of Privacy Act, PIPEDA, NERC-CIP, PCI-DSS. 
  • Knowledge of any of the following Cyber-security frameworks (Purdue, NIST CSF, NIST SP800-53, CIS, ISO 27001, etc)

  • Intermediate knowledge of Windows Server, and other database technologies (e.g., Oracle, MySQL, SQL Server) is desired.
  • Familiarity with scripting languages (e.g., Shell, PowerShell) for automation and task automation.
  • Certifications such as CompTIA Linux+, Microsoft Certified: Azure Administrator Associate, or Oracle Certified Associate (OCA) are a plus.

  • Lead the planning and management of the required security policies and systems for the technical infrastructure environment that will prevent, detect and audit unauthorized access, destruction, misuse, or any other abuse of the City’s technological resources.
  • Provide specialized consultation to identify, investigate, report and resolve security related issues liaising with Internal and External Audits, Information Management, Legal and HR.
  • Maintain working relationships with external entities such as local and federal law enforcement, and other government agencies. Maintain currency and competency of the IT security industry as it relates to cybersecurity, risk management, control and compliance, and the development of new attacks and threat vectors.
  • Performs related work as required.

Key Qualifications

  • Typically, the knowledge, skills and abilities required for this position are obtained through a degree in Computer Science plus seven to ten years of relevant Information Security work experience; other combinations of education, work experience and professional development may be considered.
  • Hold, or qualify for, the Certified Information Security Manager (CISM) and/or Certified Information Systems Security Professional (CISSP) designations.
  • Other certifications such as CISA, GSEC, PCI compliance related (QSA, ISA, PCIP) and/or I.S.P. would be an asset.
  • Knowledge of computer networking concepts and protocols, and network security methodologies.
  • Knowledge of authentication, authorization and access control methods.
  • Knowledge of risk management processes for assessing and mitigating risk.
  • Knowledge of cybersecurity and privacy principles (confidentiality, integrity, availability, authentication, non-repudiation).
  • Experience with Threat Risk Assessments and associated mitigation actions.
  • Ability to conduct vulnerability scans and recognize vulnerabilities.
  • Ability to conduct research into IT security items and products as required.
  • Experience with ISO 17799/27001 code of practice for Information Security and Information Security Management Systems.
  • Knowledge of security related legislation, regulations, frameworks and standards including PCI and PII.
  • Experience in security event logging, monitoring, investigations, analysis and incident response management.
  • Experience in policy, standards, guidelines and process development and maintenance.

What You’ll Do:
 
•Perform hardware (rack/stack) and cable installations (routing, terminating, structured cabling), including troubleshooting and testing. Also, perform hardware decommissions and cable removal.
•Coordinate DCS IT asset redundant power requirements with appropriate facilities staff. Ensure proper load balance and fail-over capacity to avoid cascading failures. 
•Prepare and coordinate incoming and outgoing shipments. Compare packing lists with purchase details to ensure accurate make, model, and quantities are received and processed. 
•Perform remote hands support for example power cycles, physical environment, and cabling inspections. Swap out failed components, do hardware upgrades, test copper and fiber cables, handle storage media, and enter troubleshooting commands. 
•Grant site access to vendors and/or escort 3rd parties requiring Data Center access for approved activities.  Ensure their compliance with site standards. 
•Impact through clearly defined duties, and methods and tasks are described in detail.
•Deliver own output by following defined procedures and processes under close supervision and guidance.
•Carry out daily housekeeping checks of the data halls, and record findings. 
•Support Service Management and related processes (e.g., Service Request, Incident, Change) by creating, updating, approving, and closing associated assigned tickets. 
•Ensure that Method Statements and Risk Assessments are always prepared and used for all tasks ensuring safe work practices.
•Follow basic work routines and standards in application of work.
•Comprehend and interpret instructions, short correspondence, and memos and ask clarifying questions to ensure understanding. 
•Learn new technologies and expand and share this knowlege.  
•Communicate straightforward information and respond to common inquiries or complaints from clients, co-workers, and/or supervisor.
•Use existing procedures to solve straightforward problems with supervisor guidance.
•Write routine reports and correspondence.

Who you are:

  • You have bachelor’s degree in computer science, Engineering or a related field and 7+ years progressively professional experience in a computer engineering role

  • Deep understanding of modern data engineering and big data analytics technologies, including analytical data stores (e.g., Delta tables, Data Lakehouse architecture), performance tuning and optimization, machine learning, advanced visualization, and automation

  • Sophisticated level knowledge of relational, NoSQL, or NewSQL database systems; data modeling; and managing structured and unstructured data.

  • Experience with scaling data engineering solutions using development tools for CI/CD, unit and integration testing, orchestration.

  • Advanced algorithm design and production programming skills in Python, Scala, Kafka, Hive, JavaScript, JQuery, JSON, REST API, and other related coding languages with proven experience using Apache Spark and designing relevant data structures, algorithms, and techniques related to systems that support high volume, velocity, or variety datasets including apps that utilize machine learning and artificial intelligence (ML/AI)

  • Technical experience in leading the development of data engineering pipelines using Databricks and integrating them into cloud-based analytical solutions working in collaboration with data ingestion, data engineering, data provisioning, data visualization, and data science teams.

  • Understanding of parallel and distributed data processing techniques and platforms (MPI, Map/Reduce, Batch) and systems and cloud infrastructure tools (e.g., Kubernetes, Docker, and Ansible)

  • Strong DevOps skillset ranging from but not limited to, software development, IT operations, automation, Cloud computing and monitoring and logging.

 

Preferred:

  • Knowledge of data governance practices, approaches and technology issues and trends related to managing enterprise data and information assets in a large, complex organization.
