At the direction of the Corporate Utilities Strategist, the Utilities Engineer interfaces with all areas of civic operations as it relates to the corporate utilities. The position supports the building energy retrofit program by calculating and validating energy savings from the retrofit work undertaken by the City, delivers on Greenhouse Gas (GHG) targets outlined in the GHG Management Plan and supports utilities procurement requirements as the City transitions to net zero. 


In this position you will support the development of new policies and programs to support the goals of emissions reductions and renewable energy. You will investigate and resolve utility billing anomalies to determine if there is a billing error or a potential issue with one of the City’s assets. You will optimize utilities consumption and identify potential savings at City facilities by looking at power factor correction or potential technology deployment such as battery storage opportunities. You will also Implement an effective process for identifying and evaluating the way the City’s activities, products and services interact with utilities using document controls, record controls and operational controls.

Utilities & Regulatory

  • Act as a primary contact with Measurement Canada, the Alberta Utilities Commission (AUC), Electricity Canada and the Alberta Electric System Operator (AESO) on utilities issues and regulatory requirements
  • Identify utilities regulatory issues and recommend actions
  • Monitor and evaluate legislative and other applicable standards to see how they impact current utilities requirements

Engineering & Projects

  • Implement and oversee an internal document management system for Utilities Management
  • Provide oversight as a licensed professional for the Utilities Management team at project meetings with consultants and contractors
  • Research, prepare and authenticate reports - Professional Work Products (PWPs) - and provide professional advice to senior management on utilities technical subjects
  • Liaise with other City departments to develop budget expenditures and approve project payments
  • Develop business cases to support investment planning decisions and calculate and validate savings post-implementation

Utilities Risk & System Management

  • Contribute to the medium- and long-range planning of utilities as a subject matter expert in energy management and climate change mitigation
  • Assist partners within the City in data analysis and the implementation or recommended actions in energy management and GHG emission reductions
  • Adopt best practices and understand section and branch long-term objectives in order to assess and provide ongoing utilities recommendations

Staff Management & Safety

  • Support, mentor, and coach Engineering Work Experience Students to ensure projects and tasks are completed properly and in a timely manner
  • Participate in business planning, corporate initiatives, and reporting
  • Participation in the City’s safety program, including the incorporation of safety expectations into every work day and conducting work site inspections

Qualifications

  • Bachelor's Degree in Engineering preferable in mechanical or electrical engineering
  • Must be a Professional Engineer (P.Eng) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment
  • Certified Energy Management certification is a requirement of this position. The successful candidate must obtain this certification within the first 3 months of employment
  • Minimum of 4 years of engineering experience in energy and utilities management
  • Experience with best practices used in the industry to manage utilities performance, risks and opportunities
  • Demonstrated initiative and creativity to solve technical problems
  • Excellent written communicator; Must be capable of developing a wide range of written documents, ranging from technical to general
  • Excellent verbal communicator. capable of delivering presentations to all levels of management and diverse audiences
  • Capable of managing a number of complex tasks at any given time
  • Able to work with minimal direction, achieving strict deadlines
  • Able to work constructively as a member of a team and as a team leader
  • Able to create and foster important relationships with external and third-party utilities suppliers
  • Able to understand the City’s overall management framework
