Main Purpose and Function
Reporting to the Lead Quality Engineer, the Quality Engineer is responsible for providing support and advice to Engineers throughout the City and is responsible for achieving excellence in Quality Assurance by conducting internal quality audits, overseeing document control and supporting continuous improvement. This position works closely with project sponsors, key business stakeholders and user representatives to ensure that their requirements are well understood and addressed.
Specific Duties and Responsibilities
- Administer standard QMS processes such as Document Control, Continual Improvement, Quality Audits, etc.
- Develop, document and improve processes within Engineering Services, with inputs from the branches.
- Conduct internal quality audits.
- Support the development and training for Professional Governance Act (PGA), quality audits and other quality objectives.
- Conduct and facilitate training and collaborative workshops and provides on-going support to the department.
- Facilitate resolution of audit findings, both opportunities for improvement and non-conformances.
- Conduct Pre-Stage Gate Reviews of projects.
- Facilitate Lessons Learned Workshops and maintains the Lessons Learned documents and log.
- Participate in the reporting of business unit and departmental metrics.
- Manage improvement projects (e.g., Lean Six Sigma and other improvement projects).
- Providing continual improvement recommendations for public works projects related to sustainability, as applicable.
- Other duties/responsibilities as assigned.
Qualifications
Education and Experience:
- Bachelor’s degree in Engineering and considerable related experience managing increasingly complex projects events or initiatives, or an equivalent combination of education, training and experience
- Registration or eligibility for registration as a Professional Engineer or Engineer-In-Training in British Columbia is required.
- Training in Project Management methodologies, practices and processes preferably consistent with those provided by the Project Management Institute.
- Experience in at least two of the Quality Engineer Body of Knowledge Areas as defined by the American Society for Quality (e.g. Management and Leadership, Quality Management System, Continuous Improvement, Quantitative Methods and Tools, etc.).
- Certified Quality Auditor and/or Certified Quality Engineer an asset.
Knowledge, Skills and Abilities:
- Strong verbal and written communications skills.
- Demonstrated ability to catalyze and manage change within an organization.
- Ability to establish and maintain positive relationships with internal clients and external partners.
- Experience working on projects with a municipal partner or within a municipal or other government setting.
- Demonstrated personal commitment to quality.
- Fundamental understanding of quality philosophies and principles.
- Knowledge of quality systems and basic understanding of audit process.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

Salary Information:
Engineer-In-Training: Salary Range 60: $71,810 to $89,772 per annum
Professional Engineer: Salary Range 80: $92,864 to $116,070 per annum
