Main Purpose and Function
The Engineering Assistant III is responsible for undertaking various duties related to the City of Vancouver’s role in planning and design of Rapid Transit projects including planning, design, research, analysis, technical, and administrative duties.  

Specific Duties and Responsibilities

Main Purpose & Function

The Structures team is seeking a Senior Structural Engineer to join its asset management team to manage its portfolio of 45 bridges, 500 retaining walls, and other miscellaneous structures. This position will work closely with the Structures Section Head and lead a small team of engineers and support staff to work on the overarching bridge asset management strategy, short-, mid- and long-term asset management tasks, capital planning, emergency planning and response, managing external consultants (seismic assessments, rehabilitation design, and inspection programs), providing technical expertise to other branches and departments within the City, review of building developments for impacts to City infrastructure, and other tasks as required. The Senior Structural Engineer may also manage small construction projects related to the portfolio.

This position reports to the Structures Section Head in the Streets Design Branch and supervises a small team of professionals. The position also oversees and supports the work performed by Structural Engineers, Civil Engineers, Project Managers, Engineering Assistants, Planning Assistants, Data Specialists, and clerical staff either within the branch or cross departmentally when projects relate to Structures portfolio. 

The position works closely with a number of branches in Engineering, such as Street Operations, Development and Major Projects, Transportation, Green Infrastructure Implementation, Project Delivery Branch, and others. This position also works closely with other City Departments, such as Supply Chain Management, Legal, Parks, Real Estate and Facilities, and externally with various consultants, contractors, senior level partners, stakeholders, and clients.

Specific Duties & Responsibilities

Asset Management & Project Delivery:

• Develops strategic asset management and asset management plans for the bridge, seawall, retaining wall and slopes inventory.
• Manages the development and sustainment of comprehensive asset inspection programs.
• Develops, monitors and reports on key performance indicators pertaining to asset condition, and planned Capital maintenance, retrofit and rehabilitation.
• Maintains asset data and information through use of corporate systems, developed processes and procedures.
• Develops and manages capital maintenance programs to extend the service life of the bridge, seawall, retaining wall and slopes inventory and manages risks associated with each.

Emergency Management and Response:

• Develops and oversees the Earthquake Response Plan (ERP).

Capital Planning:

Technical Advisory Services and Reviews:

• Provides technical leadership and guidance related to structural engineering and structural design standards.
• Oversees and advises on design projects involving external consultants, contractors and stakeholders.

Qualifications

Education and Experience:

Main Purpose and Function
The Civil Engineer I in the Sewers Design Branch provides engineering design, project management, contract management, and inspection services during the design and construction of sewer infrastructure projects, establishes sewers requirements for development proposals, and investigates sewer system and drainage problems.

The Streets Design GIS Technician performs the entry, update, and maintenance of GIS data as it relates to the City’s street infrastructure; this includes roads, sidewalks, bike lanes, pathways, seawalls, structures, etc. The GIS Technician interprets information captured on various paper as-built records and enter the data into the GIS using the Autodesk Topobase software. This position supports internal technical and operational staff.

This position requires GIS/CADD skills and a strong overall knowledge of GIS/CADD and municipal assets, in particular streets and sidewalks. Work is performed under supervision, with considerable independent judgment and action exercised in the technical aspects of the work.

This position reports directly to the Streets Design Asset Manager/Senior Engineer and works as part of a broader team of EIT’s, Civil Engineers, Planners, Project Managers, GIS Analysts and Engineering Assistants. Key contacts this position liaisons with are staff from other branches within Engineering Services, staff from Technology Services and GIS/CADD services, external utility companies, consultants, and contractors

Specific Duties & Responsibilities

• Gathers streets asset management data from a variety of sources and organizes the data to maximize the efficiency of entry into the City’s GIS system and MS Excel.
• Consults with appropriate subject matter experts to gain a full understanding of the data prior to entry into the system.
• Enters data in the City’s GIS system and MS Excel using appropriate procedures and adhering to business best practices as defined.
• Assists in managing, modifying and creating features in Topo-base (AutoCAD Map) and ArcGIS Pro
• Creates map layers and CADD resources in GIS applications
• Ensures work is carried out according to project schedules.
• Prepares and maintains detailed documentation as it relates to the GIS data entry process.
• Communicates with supervisor and senior leadership

Qualifications

Education and Experience:

• Completion of Grade 12, supplemented by completion of diploma in drafting, geographic information systems, computer based graphics or basic computer training, CAD and GIS courses at the vocational or technical school level and related work experience or an equivalent combination of training and experience.
• Sound work-related experience in working with GIS/CADD systems and related technology.

 Knowledge, Skills and Abilities:

• Knowledge of geographic principles related to roads, sidewalks, bike lanes, pathways, seawalls and structures.
• Proficient in the use of ArcGIS Pro (managing features and geodatabase) and experience in the use of AutoCAD.
• Ability to read and interpret engineering drawings
• Considerable knowledge of Geographical Information Systems (GIS) concepts in a municipal environment and of their interaction with CAD systems and business processes.
• Some knowledge of the operations, procedures and policies of various city departments.
• Exceptional organizational, time management, and self-starting skills.
• Ability to effectively collect, analyze and evaluate information required for GIS data entry.
• Ability to be able to interpret and follow policies and procedures related to GIS data entry.

Main Purpose & Function

The Project Engineer assists with the preparation and implementation of asset management plans and initiatives for the potable water system.

The position reports to the Civil Engineer II and works closely with other branches within Engineering Services. Key external contacts this position liaises with are government agencies, third party utility companies, Metro Vancouver, residents and businesses.

Specific Duties & Responsibilities

Asset Planning and Investigation

• Assists in the development and implementation of asset management strategies informing capital replacement and maintenance programs and identifies investment priorities
• Responsible for tracking water system performance and emerging trends, including leveraging asset and maintenance management data with statistical and spatial analysis
• Coordinates condition assessments of water system assets, including drafting and administering external requests for consultant and contractor support
• Evaluates resourcing requirements to support asset management, operational, maintenance and asset renewal goals, and supports Operations staff to streamline work processes for both capital and maintenance work
• Supports continual refinement of data collection and analysis to leverage value from existing water system assets
• Creates business cases to evaluate investment strategies for Waterworks operations, maintenance and asset renewal programs based on asset management concepts such as Levels of Service, Risk and Criticality, Lifecycle Cost Optimization, etc.
• Researches, evaluates and recommends implementation of best practices for asset management of drinking water distribution systems
• Represents the City and liaises with internal branches, outside agencies, Metro Vancouver, and utility companies regarding infrastructure projects
• Responds to correspondence or inquiries from outside agencies, the public and other branches regarding water system operation

Qualifications

Education and Experience:

• Bachelor’s degree in Civil Engineering with a Professional Engineer designation and minimum of four years’ related experience in municipal civil infrastructure design, construction and project management, or an equivalent combination of education, training and experience
• Registration or eligibility for registration as Professional Engineer in British Columbia
• Experience in designing water distribution infrastructure and underground utilities

• Experience in developing and managing budgets for infrastructure capital works

Knowledge, Skills and Abilities:

• Knowledge and application of engineering principles related to hydraulics, water resources, and industry best practices for water system operations
• Knowledge of infrastructure asset management principles
• Knowledge of Organizational Quality Management processes and frameworks
• Strong interpersonal, written communication and organizational skills, including excellent written and verbal communication and report writing
