AREA OF RESPONSIBILITY:

Reporting to the Supervisor, Accounting, Prepares and analyses a variety of financial statements, reports and related documentation for internal and external stakeholders as it relates to the Current, Reserve and Trust Funds.  Responsible for the data compilation and analysis of all asset data inventory to ensure compliance with the revised Public Sector Accounting Board’s financial reporting standards (PSAB 3150).

  • Responsible for the monthly reconciliation of the City’s bank accounts. This often requires coordination with other departments.
  • Responsible for the preparation, analysis and the timely and accurate entry of the City’s financial information into the General Ledger. Ensure that journal entries are accurate and in accordance with Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Board (PSAB) as well as the City’s policies and procedures.
  • Prepare and analyze annual Financial Statements and Financial Information Return schedules to be used by internal and external stakeholders.
  • Prepare and analyze various monthly, quarterly and annual reports for all City funds. Reports must be accurate and timely as they are distributed to all levels of management.
  • Provide information for Statistics Canada Quarterly Surveys. Compile and analyze Annual Statistics Canada Report.
  • Analyze monthly balance sheet accounts. Obtain backup, investigate issues and take necessary corrective action.  Analysis requires communication with various departments as well as third parties.
  • Responsible for chart field maintenance in the PeopleSoft General Ledger and Project Costing modules.
  • Prepare monthly and annual government statutory remittances including but not limited to the Employer Health Tax (EHT) and Harmonized Sales Tax (HST).
  • Review A/P Payment Requisitions, Purchase Orders and Invoices for correct coding and asset classification.
  • In conjunction with Payroll, process payroll journals via the PeopleSoft Financial and HRMS system interface.
  • Process monthly employee Meal and Mileage Allowances.
  • Responsible for the maintenance of employee and external vendors in the PeopleSoft Financial system.
  • Responsible for the administration of the City’s travel request and reimbursement process while ensuring the adherence of the corporate policies and guidelines.
  • Process financial transactions for internal and external investments in the General Ledger and analyze related balance sheet accounts.
  • Responsible for the creation of project id’s and set up project information in the PeopleSoft Project Costing module.
  • Capital Budget analysis and upload.
  • Generate reports on asset cost and depreciation. Provide all ad hoc reports related to tangible capital assets. 
  • Process and analyze asset inventory information submitted by operating departments.
  • Analyze project costs to determine the correct accounting treatment.
  • Provide input on policies and business procedures related to Tangible Capital Asset accounting.
  • Provide ongoing training to operating departments on Tangible Capital Asset financial policies and procedures through formal training sessions.
  • Prepare accounting data for year-end Tangible Capital Asset schedules. Will be required to  take corrective action when required.
  • Performs additional similar and related duties as assigned.

 

 

SELECTION CRITERIA:

  • High School (Grade 12) graduation plus an additional program of three to four years in Economics, Finance or equivalent.
  • Over two (2) years, up to and including four (4) years of related experience.
  • Completion of CPA (Chartered Professional Accountant) PREP or 4th level CGA (Certified General Accountant) or completion of all eligibility required topics for CMA (Certified Management Accountant) entrance examination or equivalent.
  • Strong knowledge of PeopleSoft Accounts Payable, Purchasing, General Ledger, Asset Management and Project Costing modules and PSAB/GAAP.
  • Demonstrated experience with Microsoft Office Suite applications.
  • Demonstrated accuracy and attention to detail.
  • Exceptional written and verbal communication and interpersonal skills with an emphasis on customer service.
  • Demonstrated time management skill.

The Payroll Analyst is responsible for the timely and accurate processing of the company’s payroll; both regularly scheduled and off-cycle processes in SAP. POSITION ACCOUNTABILITIES:

  • Accountable for the timely and accurate processing of the company’s payrolls for Canadian and US employees
  • Create pre and post-payroll reports which are used for internal control purposes which assure that all appropriate payments match the recipient
  • Review and reconcile earnings and deductions from cycle to cycle to determine if discrepancies need action
  • Review payroll results for reasonability of gross to net pay
  • Provide the first line of support for payroll-related questions coming from the Employee Services team
  • Validate the accuracy of FI posting entries and complete all postings on time
  • Validate banking transactions regularly to identify rejections and work with Employee Services to reissue payments
  • Liaise with banks on payroll-related transactions
  • Monitor the daily CMA interface, correct table entries and reprocesses to ensure accurate payment of wages to Running Trade Employees (RTE’s)
  • Process and reconcile all third-party payments; including but not limited to CRA Tax payments, OHT, MHT, Union dues, Garnishments, etc
  • Participate in year-end activities as required
  • Complete other duties as required

 

POSITION REQUIREMENTS:

  • Undergraduate degree in relevant field or equivalent work experience
  • PCP designation or working toward the certification
  • Minimum 2 years of experience working in a payroll department
  • SAP Payroll experience, an asset
  • US Payroll experience, an asset
  • Capable to follow strict processing schedules and deadlines
  • Demonstrated ability to work cross-functionally
  • Able to communicate effectively
  • Awareness of situations where high visibility and advanced or constant communication are required

What Skills and Qualifications Do I Need?

  • Chartered Public Accountant (CPA) or other accounting designation would be considered anasset.
  • Principles and practices of accounting systems and procedures, budget and expenditure reporting and financial analysis and control to coordinate the annual budget allocation process.

  • Validate the accuracy of pricing and trade is being accurately recorded within PepsiCo’s systems utilizing established tools and analytical skills.
  • Utilize models to ensure the effective reconciliation of customer payments against established trade accruals.
  • Effectively communicate pricing, trade, and settlement issues to finance, sales, and IT leads.
  • Provide insight and analysis into drivers of change for key metrics: vol, CDA, DNP, MC and profitability vs prior year and plan by division and product.
  • Support in identifying any fluctuations between the plan/forecast and actual sales trend, communicate any concern, and help developing solutions for driving sales or for modifying /adjusting activities to variations from the plan.
  • Provide insights and analytics that help the DOS/KAMs on customer team develop robust CAPS that delivers against AOP metrics and accurate QBP forecasts.
  • Improve/simplify CF processes by analyzing current tools and systems and designing and implementing new procedures for more efficient reporting.
  • Assist with ad-hoc and cross-functional projects as required.

This is a professional financial position responsible for leading and maintaining financial controls and process development for the specialized financial needs of the Housing Accelerator Funds (HAF) and other related projects as required.

What will you do?

  • Work with the Program Manager of Research & Strategy to clarify Infrastructure Canada and Canada Mortgage and Housing Corporation requirements/expectations and develop a framework based on those parameters
  • Lead a study of the financial matrix of development opportunities adjacent to future planned transit
  • Assist Land Use Planners in land acquisition strategies, grounded in a sound investment plan, that can be actioned in concert with transit land acquisition strategies
  • Develop a financial policy framework, in alignment with City of Edmonton policies, for ensuring these investments are considered together
  • Coordinate and facilitate the development and ongoing monitoring of both the operating and capital budget processes, including coordination of resources and information to complete templates (e.g., service packages, program overviews, budget overviews, supplemental adjustments, etc.); develop targets, analyze requests, and work with the Housing Action Team (HAT) to identify needs, complete costing analysis and develop alternate funding strategies
  • In coordination with Financial Services, prepare monthly and quarterly financial reports, including variance explanations and forecasts, to be presented to stakeholders
  • Develop financial analysis for business cases to demonstrate payback and future operational savings
  • Identify other funders to partner with to work together to incentivise the incorporation of environmental performance in new builds, and justify the operational finances offset by energy savings
  • Work with the Research & Strategy team to conduct an exhaustive jurisdictional review of potential funding programs that can be leveraged in the development of Affordable Housing
  • Craft applications to leverage social finance initiative funding for Affordable Housing in Edmonton
  • Provide support, focusing on the financial pieces and analysis of feasibility, in the development of a Request for Proposal (RFP) for an architect/design team to develop a prototypical, point block design, housing built form that provides a replicable affordable design that fits well with Edmonton's new Zoning Bylaw Review (ZBR) and lot sizes and is useful for non-market housing
  • Explore and propose alternative procurement strategies for City-led buildings
  • Assist the Project Delivery team in developing alternate financial models for Affordable Housing projects that enable greater participation from the private sector and/or increased cross-subsidization on a portfolio or project basis

Qualifications

  • University degree in accounting, commerce, finance, business administration or related field
  • Minimum of three (3) years of progressively responsible experience in financial analysis and business planning, policy development, project management and business case development

Assets:

  • A graduate degree in a related field
  • A CPA Canada assessed and recognized accounting designation
  • Experience with various government grant programs related to housing investments
  • Experience utilizing SAP
  • Experience working in a public sector or Utility environment
  • Experience in the housing industry, particularly affordable housing work

Skills required for success:

  • Experience in accounting/financial analysis and reporting, ideally in the development of capital and operating budgets
  • Demonstrated experience in a variety of financial and management roles including advanced knowledge and skills related to civic operations and/or other orders of government

  • Work at this level requires senior technical and/or professional analysis and exercises a significant degree of accounting or financial control in the area of specialty
  • Technical proficiency in major financial and analytical software systems
  • Excellent verbal and written communication skills, including report writing along with strong facilitation and presentation skills
  • Strong leadership, negotiation and team-building skills
  • Highly developed emotional intelligence and self awareness
  • Significant ability and skill in establishing and maintaining relationships, leading/facilitating meetings of multiple stakeholders
