Reporting to the Commissioner, Community and Operations Services, the Director, Facility Operations and Maintenance Services will direct the strategic aspects and high-level operational requirements of Facility Operations, Facility Maintenance and Implementation of Asset Management Plans specific to Facility Operations and Maintenance.

This role is responsible for oversight of the day-to-day activities of the Facility Operations and Maintenance Services Branch with a specific focus on the implementation and execution of the Corporation’s Safe and Reliable Infrastructure strategy. Requirements:

• Knowledge typically associated with the completion of a university degree in Engineering, Architecture, or Construction Engineering Technology, plus ten (10) years of senior managerial experience in a municipal or private sector environment.
• Demonstrated experience in building operations and maintenance, construction and project management, including a proven track record in program/project delivery, strategic planning, policy development and executive reporting or a combination of significant technical knowledge and experience

Reporting to the Manager, Road Operations under the direction of the Supervisor, Road Maintenance, Lead Hand or designate, the Skilled Labourer performs semi-skilled trade and general labouring duties. The Winter Patrol Technician provides winter road patrol activities during the Road Operations winter maintenance period as well as carrying out a wide array of activities to maintain the safety of the City of Oshawa road and sidewalk network. This position is expected to make decisive decisions in order to complete or take actions that deal with the City’s winter road maintenance responsibilities while undertaking inspections of road and sidewalk sections to determine necessary snow and ice control procedures. Of particular importance is to monitor weather, routinely patrol all street classifications, undertake spot salting and plowing operations when necessary; respond and or communicate to Service Oshawa, Security, complaints from the public, requests from the police and directions from the road supervisor or senior management. The incumbent shall be required to work extensively alone and weekend shifts.

Responsibilities

• Perform skilled labouring duties of various semi-skilled trade activities, some of which includes asphalt raking, concrete finishing, pipe laying, form work, rough carpentry, bridge and gabion repairs, brick and block laying and sewer work
• Perform other various general labouring activities
• Perform road patrol duties during the road operations winter maintenance period which typically runs from the second Friday in November until March 31
• Inspect, conduct ratings and report on municipal infrastructure and assets within the road allowance for deficiencies and snow accumulation as defined in the Minimum Maintenance Standards
• Prepare work orders for repairs to city infrastructure through the use of computer software
• Monitor and record road and weather conditions, ambient temperatures, computer radar imagery and be ready to respond when a winter storm event is forecasted and approaching
• Perform winter road patrol duties, for hazards such as, accumulation as per M.M.S, plowing snow on roads and sidewalks, delivering notices of by-law violations regarding sidewalk snow clearing and depositing snow on roads, monitoring identified areas for flooding and ice build-up, directing City snow clearing operations or equipment to problem areas and monitoring the City’s contractors for performance
• Observe and record all activities in a daily diary and ensure all observations are recorded on relevant winter maintenance patrol shift records
• Inspections shall include but are not limited to: snow and ice, road signs, road and sidewalk surface conditions, drainage issues, guiderail systems, mailboxes, electrical installations, railway crossings, intersections, catch basins, manholes, detour signs, debris on the travelled portion of the road and streetlighting
• The winter patrol technician shall be considered part of the supervisory staff thereby accepting responsibility for the safety, quality and productivity of the winter control operations
• Ensure spreader trucks are set to the appropriate application rates determined by the Road Supervisor based on quality standards and monitor the results of the application. Patrol, monitor and inspect road and sidewalk conditions, conduct ratings on salting and plowing effectiveness and record results
• Monitor the productivity, logistics and organization of staff and contractors on assigned routes
• Produce and submit neat and accurate records
• Accurately identify, measure, and record; snow accumulation, temperature, weather, precipitation and road and sidewalk conditions which could be used as evidence in court
• Remind operators of any plowing hazards on their assigned routes
• Note and update the dispatch board for plowing hazards on roads and sidewalks
• Inspect and identify deficiencies on roads, sidewalks, curbs, boulevards, manholes, catch basins, culverts, bridges, signage and roadside safety devices
• In addition to the various winter road conditions described in the Standards, the existence and inspection of other road inventory shall also be noted during the scheduled patrol
• Respond to emergency situations such as flooding, icy conditions, oil spills and property damaged due to plowing or maintenance operations
• Lightly enforce City By-laws specific to Winter Control Operations for example, delivering notices of violations, regarding sidewalk snow clearing and depositing snow on roads
• Investigate complaints and inquiries from residents, elected officials and City staff
• Work in accordance with City of Oshawa Safe Work Standards and the Ontario Occupational Health and Safety Act

The Technician III - Stationary is responsible for operating the facility including, but not limited to mechanical other supporting systems; performing structured inspections, preventative and corrective maintenance, routine and on-demand services on facility mechanical equipment and other systems. The Technician III, Stationary is also responsible for performing work in accordance with established processes and practices and for complying with internal and external requirements including but not limited to environmental, health and safety, fire protection. 

This role will work in collaboration with all key BGIS departments to ensure full support of all activities and play a key role in our INTEGRATED approach to operating buildings.   

This is an on-site full time position located in Oakville.

KEY DUTIES & RESPONSIBILITIES 

Safety Ownership and Regulatory Compliance 

• Comply with all internal and external requirements including but not limited to environmental, health and safety, fire protection and mandated by BGIS Health Safety and Environment Teams and enforced by law. 
• Take ownership of safety measures relates to building equipment, ensuring the secure operation of critical systems.

 Technical Leader and Oversight: 

• Performs regular facility, mechanical and other equipment and systems monitoring inspections, preventative and corrective maintenance to ensure facility uptime objectives are met, uninterrupted client operation and asset integrity of assigned facility are maintained. 
• Responds to routine and on-demand service requests and performs preventative and corrective maintenance on facility mechanical equipment and other systems. 
• Participates in and assists with facility-related projects. 
• Provides observations about facility, facility mechanical and electrical equipment and systems conditions and deficiencies and provides suggestions for enhancement and repair. 
• Maintains all assigned tools and arranges for repair and replacement where required. 
• Assume technical leadership in maintaining and optimizing building equipment to prevent disruptions to tenant operations. 
• Ensure peak performance of critical building equipment, including HVAC, electrical, and plumbing systems, through continuous technical monitoring and maintenance supporting 24/7 operations.  

 Visibility in Sites: 

• Establish a strong technical presence at facility sites, particularly focusing on critical building equipment areas. 
• Cultivate technical relationships with on-site personnel, emphasizing the importance of equipment reliability and technical response to equipment issues. 

Inspection Management: 

• Performs work in accordance to established processes and practices. 
• Monitors assigned facility by conducting facility walkthroughs for mechanical, electrical and other equipment system monitoring and inspection. 
• Execute comprehensive technical inspections of building equipment, focusing on critical systems that directly impact tenant operations. 
• Document and analyze technical findings, prioritizing equipment-related repairs and upgrades. 
• Execute and maintain a meticulous technical inspection checklist and database specific to building equipment. 

 Occupant Experience: 

• Assists in enhancing tenant and customer satisfaction and maintaining positive relations through manner in which work is performed and services delivered. 
• Enhance the tenant experience by prioritizing the reliability and technical functionality of building equipment. 
• Collaborate with facility management to ensure seamless equipment operation and minimal tenant disruptions. 

 Proactive Communication and Escalation: 

• Must be able and willing to work shifts, be available for on-call/standby and emergency call-outs as they arise 
• Communicate technical information effectively, with a focus on building equipment, to internal teams and external vendors. 
• Escalate critical equipment-related issues to minimize downtime and tenant disruptions. 
• Maintain open and technical communication channels with stakeholders, emphasizing equipment status and maintenance updates. 

Work Order Management: 

• Manages work order life cycle in partnership with the Central Work Order Management Team progressing the work form dispatched through to completion and records resolution data within service maintenance management database. Ensures work completed meets quality, contract response and all other requirements. 
• In partnership with the BGIS CMMS Team, Assists in the implementation of preventative maintenance (PM) program. Ensures that deficiencies are identified, recorded and escalated, and that related documents are maintained. 
• Ensures the way work is performed is following corporate and legislated policies, procedures, practices and guidelines related to environmental, health and safety, fire protection and any other applicable requirements. 
• Prioritize technical work orders related to building equipment to minimize business disruptions for tenants. 
• Efficiently coordinate technical assignments and oversee the timely completion of equipment-related tasks. 
• Maintain thorough records of technical work order history, including equipment-specific details and expenses. 

Financial Ownership (Including Quotes Management): 

• Submits all expenditures on a timely basis. 
• In partnership with the Maintenance Lead, FM, and Regional Director, manage the budget for building equipment maintenance, seeking cost-effective solutions to ensure tenant operations are unaffected. 
• Solicit and evaluate technical quotes for equipment repairs, maintenance, and upgrades, with a strong focus on minimizing tenant disruptions. 

Vendor Management: 

• Oversee technical vendors and contractors with specialized expertise in building equipment maintenance. 
• Hold vendors to high technical standards, emphasizing the importance of maintaining equipment integrity to prevent tenant disruptions. 

KNOWLEDGE & SKILLS

• High school diploma plus trades training and/or certification or licensing.
• Minimum 3 years’ experience providing preventive and corrective maintenance on heating ventilation and air conditions systems, or pneumatic or hydraulic systems.
• Sound knowledge of processes and practices relating to facility operations and maintenance
• Demonstrated ability to maintain, troubleshoot and repair (as per applicable qualifications) mechanical and other building systems and equipment 
• Possesses a strong environmental, health, and safety mindset.
• Strong client-service orientation along with a high sense of urgency 
• Knowledge and understanding of Building Automation Systems (BAS)
• Effective communication skills for the purpose of data relay, exchange, feedback, and clarification
• Mentoring skills required to support lower level technician’s development
• Must be able and willing to work shifts, be available for on-call/standby and emergency call-outs as they arise
• Must strictly adhere to Health and Safety policies including wearing required Personal Protective Equipment (PPE)
• Must be capable of obtaining appropriate security clearance
• Knowledge and understanding of HVAC Systems

Licenses and/or Professional Accreditation (one of the following bullet points)
