Major responsibilities:
- Assists the Engineer, Project Manager and Supervisor to perform a variety of activities,
- including operational and technical support, relating to the assessment, analysis,
- maintenance, operation, planning, design, tendering, construction, and inspection of
- municipal water and wastewater infrastructure.
- Performs and reviews all detailed engineering design using design software such as, DCAD for the preparation of complex watermain, sewer, stormwater facilities, watercourse, road, TTC track, miscellaneous structure projects and related engineering mapping overviews.
- Coordinates, monitors, tracks, the transfer of engineering and related data required by engineering consultants hired on behalf of the City of Toronto in preparation of the Capital Works Program and Special projects.
- Prepares and checks engineering drawings (e.g. Digital Terrain Model, plans, alignments, cross sections and profiles), supporting field notes, research materials, digital and hard copy input diagrams.
- Checks and provides progress/inspection reports on the work of contractors and developers to ensure use of safety equipment, adherence to approved designs, procedures, regulations, statutes, specifications, etc.
- Administers, tracks and monitors storage of various documents including CADD drawings, hard copy engineering plans and scanned documents using a document management system.
- Administers, coordinates the collection, analysis and updating of data within work management systems and from various external data sources.
- Troubleshoots and resolves design related issues during construction.
- Conducts field inspections and evaluates site analysis data, such as soil drainage, environmental conditions, and facilities.
- Conducts field investigation and studies for a variety of planned proposals, programs and projects.
- Participates in the development of various technical standards and specifications for municipal infrastructure design and construction projects.
- Researches and prepares recommendations for software and system developments and/or enhancements.
- Assists with/prepares documents such as Form of Tenders; REOI; RFP; RFQ’s, Ministry of Environment, Conservation and Parks (MECP) approvals etc. Reviews tender bids and attends Bid Committee meetings.
- Prepares reports, plans, detailed specifications in support of planning issues including the preparation of the feasibility designs and preliminary estimates requested by internal stakeholders for various assignments.
- Administers contracts for the installation, construction, maintenance and rehabilitation of infrastructure to ensure contracts are carried out in accordance with City standards, specifications and procedures; prepares progress certificates as necessary.
- Assists with the preparation of budget and tracking of expenditures.
- Responds to inquiries from the public, surveyors, consultants, architects, contractors, utility companies, Councillors, City divisions and other internal and external stakeholders.
- Reviews and responds to consultant/contractor work (e.g. final plans, shop fabrication drawings and job site constructions) submissions for completeness, accuracy, design criteria and conformity to City standards.
- Analyzes data, performs calculations and makes recommendations.
- Trains, instructs, mentors and/or assists other staff.
- Leads projects and directs staff on projects.
- Prepares training course materials and conducts training courses and demonstrations.
- Prepares survey layout, cross sectional, quantity and related reports.
- Prepares general correspondence and technical reports as required.
- Coordinates approvals from various management levels and government bodies.
- Represents the division on internal and/or external committees and at community and public forums.
Key qualifications:
- Graduate in Civil Engineering Technology Program or approved equivalent combination of demonstrated education and experience.
- Extensive experience in municipal government related fields of municipal water distribution, wastewater collection and stormwater management infrastructure, maintenance and operation, design, contract administration and/or construction.
- Extensive working experience with computer application software such as Microsoft Office Suite (Word, Excel, Access, PowerPoint etc.) or equivalent and in the operation of CADD (e.g., Microstation) TWAG, DCAD and GIS (e.g. ArcView) software.
- The ability to interpret digital or hard copy engineering drawings and documents (e.g., plans, alignments, cross sections, profiles, engineering surveys and contract specifications).
- Advanced understanding in the principles and application of Civil Engineering theories, methods and practices related to hydrology, hydraulics, storm water management, water supply and distribution, water efficiency/conservation and collection of infrastructure rating data (e.g. CCTV), flow monitoring, and trunk collection system.
- Must possess and be able to maintain a valid Province of Ontario Class "G" Driver's License and provide a personal vehicle.
You must also have:
- Demonstrated experience in the preparation of the data files, data summaries and generating graphical summaries of meteorological, flow, water quality, or water efficiency/conservation monitoring data.
- Experience in the collection of meteorological data, flow and water quality monitoring data from open channels, sewers, water distribution network, and flow monitoring/performance data for water efficiency/conservation measures.
- Demonstrated ability to read and interpret engineering drawings and documents (e.g. plan and profiles, survey notes, specifications, etc.).
- Demonstrated ability to perform manual and computerized mathematical calculations used in engineering analysis.
- Advanced knowledge of construction practices and methods.
- Advanced knowledge of purchasing and procurement procedures and practices.
- Advanced problem-solving, project coordination, contract administration, interpersonal and teamwork skills and the ability to exercise independent judgment in dealing with technical matters.
- Extensive knowledge and understanding of all relevant regulations, statues, standards and practices as related to the major responsibilities of the position for example, the Occupational Health and Safety Act, Ontario Provincial Standards Specifications (OPSS), Ontario Provincial Standards Drawings (OPSD), Ministry of the Environment, Conservation and Parks (MECP) and Transportation Association of Canada (TAC).
- Ability to work effectively with consultants, contractors, colleagues, other City employees at all levels, and members of the public.
- Ability to attend public meetings outside of normal business hours.
- Demonstrated ability to provide work direction and review the work of other staff and Engineering Consultants.
- Ability to communicate effectively both verbally and in writing for audiences at all levels of the organization.
- Ability to plan, prioritize, organize, and work with minimal supervision.

Solid Waste Management Services Division is responsible for collecting, transporting, processing, composting and disposing of municipal and some private sector solid waste, including garbage, recyclables, organics, yard waste, electronics and household hazardous waste.
The Asset Management Unit (AMU) under the Infrastructure & Resource Management (I&RM) Section is responsible for the Division's physical assets throughout their complete life cycle, from initial design and construction; to commissioning and start-up; to meeting major maintenance and rehabilitation requirements during the life of the asset.
The Transfer Stations & Landfill Operations Section is responsible for managing the performance and maintenance of the City's network of seven transfer stations, six household hazardous waste depots, haulage logistics and roll-off services, the Green Lane Landfill, and approximately 160 closed landfill sites. The section is also responsible for the upkeep and repairs of three Collections and Litter Operations yards and a maintenance yard. Reporting to the Manager of Operations Coordination, the technical trainee will support ensuring that sites are compliance with Ministry of Environment, Conservation & Parks and Ministry of Labour requirements. The role will require travel to various solid waste sites.
Major Responsibilities:
- Assists with work associated with site environmental compliance approvals.
- Travels to various site locations as required to assist in site inspection reviews, takes photos, reports on conditions and records data.

The Transportation Services' Traffic Management Section is seeking Transportation Engineers for the following units:
Active Traffic Management (One Temporary and One Permanent Position)
This unit is responsible for the Transportation Operations Centre (TOC - a.k.a RESCU), which manages both highway and arterial roadways to minimize the impacts of road incidents and unexpected congestion. The TOC implements traffic management and traffic control strategies that improve operational efficiency and manage traffic flow to enhance safety and capacity in real time. The TOC utilises and manages intelligent transportation systems and other sources to detect traffic incidents, notify emergency responders, and provide up-to-date traveller information to the public.
Traffic Systems Planning, Design and Capital Coordination (One Temporary Position)
This unit is responsible for all design related activities for traffic signals and Intelligent Transportation Systems (ITS). This unit also provides project management, technical expertise and engineering input while overseeing traffic signal and systems design and construction activities undertaken by third parties such as Metrolinx, MTO, developers and TTC.
Traffic Operations (One Permanent Position)
This unit is responsible for providing project management, technical expertise and engineering input into addressing complex traffic operations issues. These issues include congestion management, neighbourhood infiltration, Complete Streets implementation strategies, transit network, operational studies and Vision Zero initiatives for all road users.
MAJOR RESPONSIBILITIES
Your primary responsibilities as a Transportation Engineer, reporting to the Manager of the applicable above-noted unit, will be varied, but you’ll be expected to:
- Develop leading-edge Intelligent Transportation System (ITS) initiatives and find pragmatic solutions to transportation problems which satisfy the City's economic, environmental, and social responsibilities.
- Carry out and/or direct design and construction projects related to the modification, expansion or upgrading of traffic signal infrastructure (including bike signals, pedestrian crossovers, electronic controller equipment, detection, etc.), and the demonstration, expansion or upgrading of projects such as transit signal priority and emergency vehicle pre-emption, adaptive signalling, communications, variable message signs (VMS), CCTV cameras, traveller information systems, vehicle detection, etc.
- Review technical reports to provide input, comments and guidance.
- Prepare and review a variety of documents, such as contracts, policies, procedures, procurements, specifications and agreements.
- Prepare terms of reference for consultant/contractor assignments.
- Direct the work performance of external service providers with respect to quality, timeliness, cost, and completion of required tasks.
- Prepare technical and other necessary reports and submissions for the information of, and as required by, the Division and City of Toronto Council.
- Supervise project team members and support staff, including work term students.
- Develop standard operational procedures for traffic management, traffic operations and ITS functions.
- Develop standards and specifications related to traffic signal and ITS infrastructure and equipment, and update operation manuals to reflect operational practices due to technological changes.
- Monitor system networks, ITS equipment and network usage and performance.
- Liaise with the public, Councillors, the media, consultants, contractors and other transportation agencies on matters relating to the delivery of assigned capital projects.
- Work with various internal stakeholders including Technology Services and the Office of the Chief Information Security Officer, among others.
- Prepare and make presentations to senior divisional managers and other internal stakeholders.
- Establish, maintain and foster linkages to other units throughout the City and colleagues in other municipal, provincial, and federal governments to ensure effective partnerships.
- Maintain an awareness of developments and advancements in relevant fields to retain technical competency and provide state-of-the-art advice.
- Review drawings, engineering studies, specifications, plans and cost estimates prepared by consultants as they pertain to construction or modification of ITS and traffic signal facilities.
- Respond to enquiries from the public, City staff, members of Council, interest groups, and government agencies regarding traffic management issues.
- Provide work direction and training to unionized and non-unionized staff.
- Undertake random checks and monitor work performance by contracted staff.
- Prepare training course materials and conduct training and demonstrations for users of the traffic management systems.
- Assist the Manager and Senior Engineer in developing budgets and estimates, including the Unit’s annual operating and capital budgets.
- Monitor expenditures for assigned projects and activities, and provide regular reports to the Senior Engineer and Manager.
- Secure all engineering permits and approvals as may be required from external agencies.
- Perform and/or review research on new technical developments and practices related to traffic management systems and operations.
- Program, operate and maintain a variety of electronic, mechanical, digital, analog, wireless, and computerized equipment that is part of the existing Traffic Management infrastructure.

KEY QUALIFICATIONS
- Registration as a Professional Engineer (P.Eng.), and membership in good standing with Professional Engineers Ontario.
- A university degree in Civil Engineering with a focus on transportation systems, Electrical Engineering or a discipline pertinent to the job function, or an equivalent combination of education, training and experience. Education in multiple disciplines would be an asset.
