Major Responsibilities:

• Carry out various engineering assignments and projects
  • Review, comment and validate the Entity Information Workbook (EIW) submitted from the project team and/or consultants/contractors.

 Key Qualifications: 

1. Must be a qualified engineer as defined by the Professional Engineers of Ontario holding a Bachelor's degree in electrical, mechanical, or another discipline of engineering with a similar degree of focus on the workings of industrial equipment 
2. Experience in the following specific aspects of industrial equipment maintenance: maintenance or development of maintenance strategies of electrical or electromechanical equipment common to industrial facilities, such as medium-voltage breakers, switchgears, transformers, generators, motors, etc. OR maintenance or development of maintenance strategies of instrumentation equipment common to water treatment and transmission facilities, such as flowmeter, gas detector, turbidity meters, level sensors, etc.
3. Experience utilizing computer applications within complex facilities; MS Office, MS Project and CMMS (WMS) applications
4. Experience with capital as-built deliverables encompassing as-built drawings or redlines, P&IDs, SLD’s, OEM’s, PCN (process control narratives), asset and maintenance program data sheets.
5. Experience with the common reliability engineering analyses that may include Root Cause Analysis (RCA), Pareto analysis, Failure Mode and Effects Analysis (FMEA), Reliability Centered Maintenance (RCM)
6. Experience with Condition-Based Monitoring programs, Motor Circuit Analysis (MCA), Meggar testing, Partial Discharge Analysis (PDA), Infrared Thermography (IRT), lubrication management, non-destructive testing and other predictive technologies.
7. Experience with the application of engineering methodology in the complex facility maintenance industry.

As a Senior Engineer in the Bridges and Expressways section, you’ll provide project management, technical expertise, and engineering knowledge on the planning, design, and construction of the City’s most complex and critical bridge infrastructure projects. You will use your extensive experience and highly developed ability to plan, organize and co-ordinate large, complex projects in some of the City’s most congested and complicated locations.

With your extensive technical knowledge, understanding, and application of the Canadian Highway Bridge Design Code (CHBDC, -CSA-S6), MTO Structural Manual, and other applicable standards and industry practices, overseeing and evaluating the work performance of external service providers with respect to quality, timelines, cost and completion of required tasks will be an integral part of this senior role.

The Bridges, Structures & Expressways Asset Management unit provides asset management services for the City’s bridge, culvert, and retaining wall inventory through inspection, budgeting, programming, and coordination. The unit oversees the City's inspection program in accordance with the Province of Ontario's regulated Ontario Structure Inspection Manual (OSIM) and provides input to the development of the Transportation Services Capital Program to address rehabilitation, reconstruction and expansion needs for the City's bridges, structures and expressways. The unit is called upon to address emergency events and to provide technical expertise and recommendations to client divisions’ operations impacting their infrastructure.

Full project management accountabilities

Leading by example, you’ll manage a variety of assigned engineering projects, with responsibility for project management of ongoing or annual City-wide engineering programs, special projects, engineering proposals, Capital Works Program, best practices and other program development and new initiatives. In this role, you will be responsible for providing technical advice and guidance on a variety of matters with regards to Regulatory Compliance, and Protection and Control, and Electrical Power Equipment supporting Hydroelectric and Thermal station maintenance, operations, performance, reliability, design, and commissioning.

• Collaborate in studies or investigations conducted under a consortium of design, research, operating groups/utilities, and regulatory bodies concerned with the safe efficient and economical production and distribution of power via hydroelectric and thermal plants and other facilities, where applicable.
• Oversee and assure conformity to safety, environmental and other relevant regulations, legislative changes and directives governing work within the scope of responsibilities assigned to the business unit.
• Ensure strict adherence to procedures, standing instructions, safety rules, first aid, and resuscitation practice.
• Prepare detailed estimates for projects and other activities as directed and assist in the preparation of the Section budget and business plans.

 EDUCATION 

• Bachelor's Degree in Electrical Engineering or Science in Engineering (Electrical); and
• Candidate must be a fully licensed engineer in the province of Ontario, or be eligible to be licensed in the Province of Ontario

Specific responsibilities may include, but are not limited to, the following:

• Conduct engineering review, and provide comments on preliminary and detailed designs of transportation infrastructure to ensure its compliance with the relevant Transportation Association of Canada (TAC), provincial, and municipal design standards.
• Review and contribute to transportation studies, including multi-modal traffic studies, transit planning studies, environmental assessments, technical memorandums, options assessments, contract specifications, environmental site assessments, etc. for the major transit projects.
• Review construction staging and road closure proposals, traffic management, and construction management plans, and work with Metrolinx and their contractors to maintain safe pedestrian and traffic movements in the construction zones.
• Review traffic signal timing cards for signal timing modifications, and coordinate installation of new traffic signals, when required.
• Perform site visits for preliminary assessments, safety reviews and inspections of major transit projects.
• Assess the feasibility of proposals to either permanently close public highways and lanes or acquire private lands for designating public highways and lanes as part of the major transit projects.
• Directs assigned multi-disciplinary projects, and coordinates input from a variety of City staff, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
• Liaises with and coordinates input, and establishes, maintains and fosters linkages with other sections, divisions and stakeholders such as Metrolinx and the Toronto Transit Commission in the design, implementation, monitoring, evaluation and maintenance of major transit projects.
• Prepares and delivers papers, reports, manuals, presentations, speeches, and training materials, and represents the Transportation Division at meetings with Community Councils, standing committees, elected officials, other sections, divisions and agencies, community and special interest groups, the media, citizens, and consultants.

Key Qualifications:

Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto divisions, Agencies, Boards and Commissions, and external clients such as the development industry, utility companies and other public agencies.
 

Case management accountabilities:

• Act as a case manager in the review of development applications made under the Planning Act (e.g. secondary plans, subdivisions, re-zonings, land divisions, site plans and condominium proposals)
• Coordinate City infrastructure related comments and correspondence to various divisions, including City Planning, Legal & Finance
• Review engineering studies and plans (including servicing, stormwater management and geotechnical reports) submitted in support of development applications.
• Determine the scope and cost of all new City infrastructure required to support proposed developments, as well as discuss, negotiate and review development agreements to ensure that all infrastructure-related matters are properly addressed.
• Oversee the construction of the development-related municipal infrastructure, including providing engineering support and guidance to inspection staff to ensure compliance with the accepted design, City policies and by-laws, and the management of associated financial securities

Technical Expertise:

• Conduct research ensuring that it takes into account developments within the field, corporate policies, legislations and initiatives by other levels of government
• Provide technical advice, reviews and expertise; utilizing standard engineering principles and practices
• Review engineering analyses, evaluate and recommend new systems, work procedures and technologies to increase efficiencies and divisional performance

Managing Stakeholders:

• Work collaboratively with a multi-disciplinary team of contractors, colleagues, elected officials, consultants, developers, and other internal and external clients and stakeholders.
• Represent the City on committees, including providing input at meetings,
• Liaise with the media, public, developers, consultants, councillors, City Divisions and government agencies about projects, programs and developments.

 
What do you need to succeed?

1. Post-secondary education in a civil engineering discipline or an equivalent combination of education and/or experience.

Toronto Water is the City of Toronto division responsible for all aspects of drinking water treatment and supply, wastewater collection and treatment, and stormwater management. The Division’s six business sections manage facilities and assets across the city, including treatment plants, pumping stations, water and sewer mains, laboratories, and yards.

Water Infrastructure Management (WIM) is responsible for the long-term management of Toronto's water, wastewater, and stormwater management assets to optimize infrastructure investment, level of service, and performance. WIM provides engineering analysis, asset management, infrastructure planning and policy development and coordination across Toronto Water to serve 3.6 million residents in Toronto and surrounding regions daily, manage over $83 billion in assets, and plan a 10-year capital budget of approximately $16.2 billion.

The successful candidate for this position will be a member of the Strategic Initiatives Planning team in the Water Infrastructure Management section. The team is responsible for leading strategic infrastructure planning studies concerning growth servicing, service level enhancement, and other demands on the division's infrastructure. Strategic Initiatives Planning works with other Toronto Water sections, City Divisions and agencies to collaborate on city-building initiatives and oversees the planning and implementation of Toronto Water infrastructure.

MAJOR RESPONSIBILITIES:

Your primary responsibilities as an Engineer will vary, depending on assigned duties, but you will be expected to:

• Work with internal staff and consultants to complete studies, projects and programs related to water infrastructure management including sewer and water capacity, water quality, and master planning.
• Review and comment on engineering design reports and drawings, policies, guidelines, procedures, bylaws, and legislation.
• Provide technical review and advanced engineering input to other sections and divisions on matters related to water infrastructure and municipal engineering.

KEY QUALIFICATIONS
