The Engineer - Process position will be responsible for determining the operations for fabrication and assembly of products by reviewing parts drawings, specifications, and other engineering data. Main Purpose & Function

The Senior Waterworks Design Engineer is responsible for managing programs that support the renewal and replacement of aging water infrastructure. The position provides design, project management and contract management during the design and construction of infrastructure projects; establishes water system requirements for development proposals; supports water system maintenance and operations; and provides long range asset planning in branch, departmental and city-wide planning initiatives. 

The position reports to the Assistant Branch Manager and manages a team comprised of Civil Engineers, Engineering Assistants and Survey Assistants, responsible for project scoping, design drawings, budget estimating and inspection during construction The position works closely with Water Operations, Engineering Strategy and Standards, Engineering Project Delivery, and various branches across Engineering and the other departments. Also liaises with external organizations such as Metro Vancouver and BC Hydro.

Specific Duties & Responsibilities

Leadership and Resource Planning

• Manages of a team of Engineers, Engineering Assistants, and Surveyors responsible for capital project design submissions and project management documents
• Recruits, selects, coaches and mentors team staff
• Assigns responsibilities/tasks and completes performance plans/reviews and training plans
   

Planning, Design & Construction

• Manages and oversees the quality control of water and multi-disciplinary (i.e., water, sewer, streets) capital projects, in accordance with the City’s Project Management Framework
• Responsible, as the Engineer of Record, for all capital design submissions generated by the team, including Direct Supervision requirements of subordinates
• Ensure all team members and design submissions adhere to the the Quality Management System (QMS), Professional Governance Act(PGA)and Project Management Framework (PMF) requirements
• Oversees constructability planning during design submissions for cost effective construction implementation
• Coordinates and liaises with Waterworks Asset Management, Planning, and Development groups during capital project planning and detailed design
• Liaises with other City departments to coordinate the design, planning, and construction of Waterworks projects
• Develops and maintains construction schedule and budget; oversees progression and budgetary expenditures of capital projects.
• Completes post construction evaluation of project closing tasks
• Oversees the scoping, procurement and management of professional design service contracts, as required, for the replacement or rehabilitation of linear Waterworks assets

• Communicates with the public, consultants, and staff across the city departments
   

Standards and Reviews

• Advances the design and construction standards for Waterworks, as part of overall City of Vancouver Engineering Design Standards

Qualifications

Education and Experience:

• Bachelor’s degree in Civil Engineering with a Professional Engineer designation and minimum of eight years related experience in the design and construction of water infrastructure, or an equivalent combination of education, training and experience
• Experience in developing and managing budgets for infrastructure capital works
• Registration or eligibility for registration as a Professional Engineer in British Columbia

2. Experience in the following specific aspects of industrial equipment maintenance: maintenance or development of maintenance strategies of electrical or electromechanical equipment common to industrial facilities, such as medium-voltage breakers, switchgears, transformers, generators, motors, etc. OR maintenance or development of maintenance strategies of instrumentation equipment common to water treatment and transmission facilities, such as flowmeter, gas detector, turbidity meters, level sensors, etc.
3. Experience utilizing computer applications within complex facilities; MS Office, MS Project and CMMS (WMS) applications
4. Experience with capital as-built deliverables encompassing as-built drawings or redlines, P&IDs, SLD’s, OEM’s, PCN (process control narratives), asset and maintenance program data sheets.
5. Experience with the common reliability engineering analyses that may include Root Cause Analysis (RCA), Pareto analysis, Failure Mode and Effects Analysis (FMEA), Reliability Centered Maintenance (RCM)
6. Experience with Condition-Based Monitoring programs, Motor Circuit Analysis (MCA), Meggar testing, Partial Discharge Analysis (PDA), Infrared Thermography (IRT), lubrication management, non-destructive testing and other predictive technologies.
7. Experience with the application of engineering methodology in the complex facility maintenance industry.

Credentials

Main Purpose and Function

The Engineering Assistant I works with senior staff in the Traffic and Data Management branch to conduct field investigations related to traffic operations and safety; develops field reports; manages and update branch databases, prepares basic sign and traffic control plans related to projects within the Transportation Division and responds to citizen concerns related to safety.

Key Contacts and Reporting Relationships

The position reports to the Traffic Safety Engineer (Civil Engineer I) and receives direction from the Engineering Assistant III Traffic Safety. The position works with staff in other Transportation branches, Streets and Electrical Design branch, Traffic and Electrical branch, and Vancouver Police Department. Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
