As the Financial Analyst in the Business Integration Section of Parks and Roads Service you will lead the monthly, quarterly and annual budget and variance analysis including identifying and proactively connecting key drivers and leading analysis and preparing presentations for various business cases.   • Support the branch sections in planning for their annual work plan, reporting and analysis of their budget vs actual spends, financial modeling and analysis

  • In-depth knowledge of SAP financial and Control module and Plant Maintenance operating system 
  • Work with the business area to identify areas of concern and incorporate solutions that involve the development of new procedures and processes 
  • Perform ad hoc analysis and forecasts for the management team 
  • Conduct audits, analytics, research and prepare reports including recommendations for management 
  • Develop and run various scenarios and sensitivity analysis and interpret financial and business impact 
  • Document all the assumptions, data and findings thoroughly 
  • Monitor, develop and maintain KPls as required for the various business units 
  • Conduct analysis in support of key business metrics and objectives 
  • Monitor and maintain financial data including cost and revenue relationship associated with the introduction or changes to products and services and capital asset accruals

Qualifications

  • University Degree in Finance, Economics, Business, Accounting or a related discipline 
  • Minimum 3 years experience in financial analysis, budgeting, job costing, process improvement, financial reporting, benchmarking and preparing presentations for leadership 
  • Professional designation (CFA, CPA, CGA, CMA, CA), or an MBA would be an asset 
  • Strong SAP skills with experience in Plant Maintenance and WBS reporting is a requirement of this position
  • Ability to understand and relate financial concepts, systems and processes to a large complex organization Interpret and analyse complex errors to ensure problem resolution 
  • Strong attention to detail and organization skills In depth understanding of budgeting, forecasting, cost allocation methodologies and project accounting/ reporting related to SAP

This is a professional financial position responsible for leading and maintaining financial controls and process development for the specialized financial needs of the Housing Accelerator Funds (HAF) and other related projects as required.

What will you do?

  • Work with the Program Manager of Research & Strategy to clarify Infrastructure Canada and Canada Mortgage and Housing Corporation requirements/expectations and develop a framework based on those parameters
  • Lead a study of the financial matrix of development opportunities adjacent to future planned transit
  • Assist Land Use Planners in land acquisition strategies, grounded in a sound investment plan, that can be actioned in concert with transit land acquisition strategies
  • Develop a financial policy framework, in alignment with City of Edmonton policies, for ensuring these investments are considered together
  • Coordinate and facilitate the development and ongoing monitoring of both the operating and capital budget processes, including coordination of resources and information to complete templates (e.g., service packages, program overviews, budget overviews, supplemental adjustments, etc.); develop targets, analyze requests, and work with the Housing Action Team (HAT) to identify needs, complete costing analysis and develop alternate funding strategies
  • In coordination with Financial Services, prepare monthly and quarterly financial reports, including variance explanations and forecasts, to be presented to stakeholders
  • Develop financial analysis for business cases to demonstrate payback and future operational savings
  • Identify other funders to partner with to work together to incentivise the incorporation of environmental performance in new builds, and justify the operational finances offset by energy savings
  • Work with the Research & Strategy team to conduct an exhaustive jurisdictional review of potential funding programs that can be leveraged in the development of Affordable Housing
  • Craft applications to leverage social finance initiative funding for Affordable Housing in Edmonton
  • Provide support, focusing on the financial pieces and analysis of feasibility, in the development of a Request for Proposal (RFP) for an architect/design team to develop a prototypical, point block design, housing built form that provides a replicable affordable design that fits well with Edmonton's new Zoning Bylaw Review (ZBR) and lot sizes and is useful for non-market housing
  • Explore and propose alternative procurement strategies for City-led buildings
  • Assist the Project Delivery team in developing alternate financial models for Affordable Housing projects that enable greater participation from the private sector and/or increased cross-subsidization on a portfolio or project basis

Qualifications

  • University degree in accounting, commerce, finance, business administration or related field
  • Minimum of three (3) years of progressively responsible experience in financial analysis and business planning, policy development, project management and business case development

Assets:

  • A graduate degree in a related field
  • A CPA Canada assessed and recognized accounting designation
  • Experience with various government grant programs related to housing investments
  • Experience utilizing SAP
  • Experience working in a public sector or Utility environment
  • Experience in the housing industry, particularly affordable housing work

Skills required for success:

The Corporate Accounts Receivable (AR) team is responsible for the delivery of internal and external billings for goods and/or services provided by the City.

The primary purpose of the Accounting Assistant I - Corporate Billings includes processing and generating customer invoices and payment reminders, managing customer account reconciliations and generating accounting reports.

This position is required to provide excellent customer service on behalf of the departments within the City of Edmonton in accordance with defined policy and procedure.

  • Check, review and process refunds to customers on over payments and clear over and under small balances
  • Review and analyze customer accounts and respond to customer inquiries over the phone or in written form by email or letter and resolve disputed invoices
  • Reconcile General Ledger Accounts related to AR such as 204000 auto post accounts, cash suspense clearing and Warranty account 201180
  • Interpret and apply instructions and guidelines to resolve AR billings work related issues
  • Maintain good public relations in the performance of Accounts Receivable duties by being courteous and make decisions within established policies and procedures
  • Perform other related duties as assigned

Qualifications

  • A recognized accounting certificate
  • One (1) year of experience in an office environment
  • Demonstrated competency in the use of spreadsheet and word processing applications
  • Knowledge of corporate and departmental policies, procedures, bylaws and processes in the performance of accounts receivable duties

Within the Financial and Corporate Services Department, you will be part of the Business Financial Analytics team supporting the financial needs of the Parks, Roads, Services branch within City Operations as they strive to create a safe, healthy, and vibrant city. 

Reporting to the Finance Manager and supporting the Senior Accountant, this position is responsible for delivering activities associated with the preparation of complex financial analytics and contributing to the development of financial recommendations or advice provided to clients in support of their operations.

  • Provide financial analytics, strategic support and consultative services, facilitating a culture of strong financial governance and stewardship
  • Contribute to the preparation and analysis of operating budgets, providing information to program managers to ensure accurate budget control and performance measurement
  • Prepare a variety of management level reports, including monthly revenue and expenditure statements, reports on the financial implications of selected special projects, specialized statements, projections and estimated expenditures, with a focus on financial impacts related to changes and trends
  • Conduct analysis of data to support budget adjustments ensuring that any rate/fee changes are considered; conducting comparisons, benchmarking, forecasting, projections, recovery ratios and links to agreements are all part of the considerations
  • Contribute to the preparation of year-end financial statements and complete month-end and year-end closing of books, subject to review and approval, including preparing journal entries, analysis and meeting Corporate deadlines
  • Provide support in preparing recommendations to Operations pertaining to financial policy and procedure,  analysis of cost drivers and identifying potential areas where financial issues may occur
  • Work individually and as part of a team on specialized accounting assignments
  • Provide technical and professional advice and assistance to department officials in matters pertaining to financial policy and procedure, cost analysis and budget preparation
  • Provide cost accounting services to departments in areas of general cost reporting, inventory reconciliation and analysis of complex profit/cost relationships
  • Provide support in business case development by generating reports and analysis to develop business case options for decision making by leadership/Council
  • Provide support for capital lifecycle management as required
  • Assist in the review and analysis of financial systems and initiate various improvements to upgrade the quality of financial and accounting systems
  • Continuously improve processes and procedures to meet needs of internal clients alongside organizational and technology changes; champion business process changes on behalf of Financial Services
  • Perform other related duties as required

Qualifications

  • Minimum degree from a recognized post secondary institute in a related field
  • Professional designation (CPA) is required
  • Minimum three (3) years of progressively responsible related accounting experience preferably within the public sector environment, and in roles performing financial analytics. Experience working with operating financial planning and budgeting would be an asset
  • Possess strong communication skills to build effective working relationships with business partners and to provide guidance and instruction to peers in the organization
  • Requires thorough understanding of general accounting activities (i.e. budgeting, forecasting, financial analysis)
  • Significant experience and proficiency in major financial and analytical software systems; a knowledge of the corporate financial system (SAP) and its interrelationship to departmental accounting operations would be an asset
  • Ability to think logically and complete work with a high degree of accuracy
  • High level of analytical and conceptual skills to identify and resolve complex financial problems
  • Compliance with corporate and departmental policies and procedures, generally accepted accounting principles and CICA Handbook recommendations and Public Accounting Standards recommendations
  • Excellent customer service while ensuring adherence to professional standards
