Reporting to the Manager, Traffic and Streetlighting, or designate, provide technical guidance and assistance to traffic engineering related matters, as well as, maintain, improve and provide technical support for the City's Streetlighting System and Municipal Parking System.

Responsibilities:

  • Receiving complaints and inquiries over the phone, by correspondence or in person, on all traffic engineering concerns and responding to the inquiries
  • Planning and undertaking traffic and parking studies/surveys, analyzing results, and making recommendations
  • Preparing follow-up departmental and committee reports and By-Law recommendations to Council
  • Reviewing and providing comments and conditions on development applications, technical reports, related agreements and constructions projects, as requested
  • Creating and maintaining Branch databases, maps and plans
  • Performing other related duties, as assigned
  • Provide emergency school Crossing Guard coverage in a timely manner and performed according to operating procedures

Requirements:

  • Demonstrated skills and knowledge normally associated with completion of a Transportation Engineering Technology program (3) years from a recognized Community College, plus three years of relevant traffic engineering experience, or have an equivalent combination of education and experience
  • Advanced experience and skills in Microsoft Office and related software (i.e. specialized traffic/transportation engineering programs, GIS, AutoCad)
  • Excellent research, analytical, mathematical skills and experience with traffic study methodologies
  • Good communication skills, both oral and written, and customer service skills to deal effectively with staff and the general public
  • Ability to work independently and to work under pressure
  • Current registration as a Certified Engineering Technologist (CET) with OACETT is considered an asset
  • Ability to provide own transportation as required
  • Ontario Traffic Conference courses/seminars would be considered an asset

The City of Toronto’s Fleet Services Division (FSD) provides a full range of Fleet Management Services for City Divisions and Agencies including the acquisition, maintenance and disposal of assets, along with City’s industry leading Sustainability Fleet Plan and energy management infrastructure. The City of Toronto has the largest municipal fleet in Canada and one of the most complex Fleets in North America.

The City has over 13,000 vehicles and equipment. Asset Management program includes the acquisition, specification identification, design review, site acceptance of new vehicles and equipment, along with disposal of assets based on lifecycle analysis. Fleet Services directly maintains and repairs over 5,300 assets. We have 11,000 operators with over 1,000 vehicles and equipment types, ranges from Class 1 to Class 8 e.g., from simple sedans and pickup trucks to hydraulic based front-end loaders, ambulances, snow melters and more complex equipment such as a hydro excavators, street sweepers, and garbage collection trucks.

 

Major Responsibilities:

  • Develops and implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Ensures that the project expenditures are controlled and maintained within approved budget limitations.
  • Assists and works under the direction of Senior Engineers and/or managers in planning, investigating and documenting engineering/operational challenges of basic to moderate complexity.
  • Assists in the project management of the Division's projects to ensure proper and timely completion.
  • Arrange and attend project meetings and develops minutes of meetings.
  • Assists with developing procurement documents including specification, RFPs, RFQs and purchase requisitions for the issuing of Purchase Orders.

  • Responsible for carrying out varied engineering assignments within a broad field of fleet asset management engineering.

  • Assists in project tracking and status reporting for the Division's capital program.
  • Assists in the preparation of budgets and in the cost/benefit analysis of divisional operations.

Key Qualifications:

JOB SUMMARY

Facilities Maintenance & Support Branch delivers engineering programs and support services to the Infrastructure & Water Services Department, including developing the corporate Asset Management strategy for water and wastewater treatment plants, pumping stations, reservoirs and facilities, capital project management services (facility and network), lifecycle performance optimization, energy efficiency and energy management initiatives, and efficiency improvements for water, wastewater, stormwater and solid waste programs.

You are responsible for providing reliability engineering expertise in specific areas, such as Electrical/Instrumentation disciplines, relating to work involving either facilities or network assets.  You identify and resolve asset reliability risks that could adversely affect plant, facility, linear systems or equipment operations, including condition assessment, failure elimination, risk management and life cycle asset management. You also contribute to the continuous improvement of asset/equipment reliability through sourcing condition assessment and maintenance best practices, providing training, and recommending preventive, predictive and basic equipment care practices.  

Facilities may include:

  • For drinking water and waste water: Treatment plants, pumping stations, tanks, structure and force mains assets
  • For solid waste: Landfill site(s) or transfer station assets
  • Programs focus on multidiscipline predictive, preventive and corrective maintenance support.

 

Networks may include:

EDUCATION AND EXPERIENCE

Specific Duties & Responsibilities

Asset Planning and Investigation

  • Assists in the development and implementation of asset management strategies informing capital replacement and maintenance programs and identifies investment priorities
  • Responsible for tracking water system performance and emerging trends, including leveraging asset and maintenance management data with statistical and spatial analysis
  • Coordinates condition assessments of water system assets, including drafting and administering external requests for consultant and contractor support
  • Evaluates resourcing requirements to support asset management, operational, maintenance and asset renewal goals, and supports Operations staff to streamline work processes for both capital and maintenance work
  • Supports continual refinement of data collection and analysis to leverage value from existing water system assets
  • Creates business cases to evaluate investment strategies for Waterworks operations, maintenance and asset renewal programs based on asset management concepts such as Levels of Service, Risk and Criticality, Lifecycle Cost Optimization, etc.
  • Researches, evaluates and recommends implementation of best practices for asset management of drinking water distribution systems

Qualifications

Education and Experience:
