Under supervision of the Environmental Projects and Protection Manager, this position performs field and office duties related to the construction, operation and maintenance of waste stream systems.
Duties & Responsibilities
- Assists with the preparation of contract documents for waste stream projects. Prepares cost estimates and tender summaries.
- Performs inspections of projects to ensure compliance with specifications. Prepares progress reports. Issues deficiency lists, drafts completion and final certificates and compiles detailed summaries of expenditures.
- Performs inspections of existing waste stream systems for condition and performance using appropriate equipment.
- Coordinates and performs routine maintenance on existing waste stream systems.
- Compiles and analyses cost, condition and performance data related to waste stream systems to establish operations, maintenance and restoration programs. Assists with establishing preliminary programs for the construction, operation and maintenance of waste stream systems.
- Coordinates and monitors the testing of materials required to ensure compliance with specifications and operating permits. Reviews and summarizes the results of testing and provides recommendations as required.
- Identifies design, operation or construction problems and recommends and implements field designs or changes.
- Performs accurate preliminary, topographical, construction, benchmark, investigative and as-built surveys for waste stream operation, maintenance and construction programs.
- Performs all calculations related to the acquisition of survey data. Acquires survey data for integrated electronic drafting systems in accordance with established Departmental procedures and formats. Performs quality control checks, as required, to ensure that all data complies with specified accuracy requirements.
- Provides assistance with the development of waste system operations policies, procedures and safe work practices.
- Supervises and trains subordinate staff as required.
- Ensures that ail work complies with all occupational health and safety requirements prescribed by the City and Saskatchewan Labour. Inspects work sites for compliance with these requirements and issues verbal and written reports of such inspections.
- Communicates regularly with contractors, engineers, other government and regulatory agencies and the public as required to schedule and coordinate work.
- Performs other related duties as assigned.
Qualifications
Education, Experience and Training Requirements:
- Graduation from a two-year, post-secondary civil, mechanical, drafting or geomatics technology program.
- Certification, or eligibility for certification, as an Applied Science Technologist with the Saskatchewan
- Applied Science Technologists and Technicians.
- Two years' of experience in the waste stream industry
- Two years of directly related, progressively responsible survey or inspection experience.
- Possession of a valid Saskatchewan Class 5 Driver's Licence.
- Current driver's abstract from SGI demonstrating a safe driving record driving record.
Knowledge, Abilities and Skills
- Knowledge of waste systems and their operational best practices.

MAJOR RESPONSIBILITIES:
Your primary responsibilities as an Engineer will vary, depending on assigned duties, but you will be expected to:

The City of Toronto’s Fleet Services Division (FSD) provides a full range of Fleet Management Services for City Divisions and Agencies including the acquisition, maintenance and disposal of assets, along with City’s industry leading Sustainability Fleet Plan and energy management infrastructure. The City of Toronto has the largest municipal fleet in Canada and one of the most complex Fleets in North America.
The City has over 13,000 vehicles and equipment. Asset Management program includes the acquisition, specification identification, design review, site acceptance of new vehicles and equipment, along with disposal of assets based on lifecycle analysis. Fleet Services directly maintains and repairs over 5,300 assets. We have 11,000 operators with over 1,000 vehicles and equipment types, ranges from Class 1 to Class 8 e.g., from simple sedans and pickup trucks to hydraulic based front-end loaders, ambulances, snow melters and more complex equipment such as a hydro excavators, street sweepers, and garbage collection trucks.
Major Responsibilities:
- Develops and implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Ensures that the project expenditures are controlled and maintained within approved budget limitations.
- Assists and works under the direction of Senior Engineers and/or managers in planning, investigating and documenting engineering/operational challenges of basic to moderate complexity.
- Assists in the project management of the Division's projects to ensure proper and timely completion.
- Arrange and attend project meetings and develops minutes of meetings.
- Assists with developing procurement documents including specification, RFPs, RFQs and purchase requisitions for the issuing of Purchase Orders.
- Assists in projects, ensuring effective teamwork and communication, high standards of work quality and organization performance, continuous learning and maintenance of all relevant data to file for future use.
- Responsible for carrying out varied engineering assignments within a broad field of fleet asset management engineering.
- Assists with developing staff reports.
- Assists in conducting field work, site inspections, technical investigations and studies, preparing reports and making related recommendations.
- Assists in project tracking and status reporting for the Division's capital program.
- Assists in the preparation of budgets and in the cost/benefit analysis of divisional operations.
- Assists in the review of draft contract specifications and drawings for completeness and accuracy.
- Plans, investigates, analyzes, and prepare reports, utilizing statistics and performance-based evidence to make recommendations concerning vehicle design engineering problems of moderate complexity and/or assists in resolution of more complex problems
- Completes work assignments, seeks supervisory review of completed work and makes revisions as requested.
- Liaises with other internal staff within and other City of Toronto divisions, consultants and the public.
- Assists in responding to customer inquiries and providing operational assistance.
- Maintains an up-to-date knowledge of technological developments in the field of automotive engineering as it relates to municipal business focus.
- Assists in the resolution of non-compliance issues according to the Occupational Health & Safety Act
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Recent graduate from a University Engineering degree program in mechanical and/or automotive engineering or comparable and electrical engineering as recognized by the Ontario Ministry of Training, Colleges & Universities.
- Academic/working knowledge of applying engineering principles and calculations as related to vehicle design and specifications as well as associated processes and systems
- Experience using a variety of software products such as Microsoft Office Suite, Access, and/other related data software.
- Ability to communicate effectively both verbally and in writing, at all levels within / outside organization.

JOB SUMMARY
Facilities Maintenance & Support Branch delivers engineering programs and support services to the Infrastructure & Water Services Department, including developing the corporate Asset Management strategy for water and wastewater treatment plants, pumping stations, reservoirs and facilities, capital project management services (facility and network), lifecycle performance optimization, energy efficiency and energy management initiatives, and efficiency improvements for water, wastewater, stormwater and solid waste programs.
You are responsible for providing reliability engineering expertise in specific areas, such as Electrical/Instrumentation disciplines, relating to work involving either facilities or network assets. You identify and resolve asset reliability risks that could adversely affect plant, facility, linear systems or equipment operations, including condition assessment, failure elimination, risk management and life cycle asset management. You also contribute to the continuous improvement of asset/equipment reliability through sourcing condition assessment and maintenance best practices, providing training, and recommending preventive, predictive and basic equipment care practices.
Facilities may include:
- For drinking water and waste water: Treatment plants, pumping stations, tanks, structure and force mains assets
- For solid waste: Landfill site(s) or transfer station assets
- Programs focus on multidiscipline predictive, preventive and corrective maintenance support.
Networks may include:

EDUCATION AND EXPERIENCE
Completion of 4 year university degree in Engineering or Applied Science in Electrical, Mechanical, Civil or Municipal Engineering (as required for specific facility or network work location)
Minimum of 5 years of related, progressively responsible experience in a relevant municipal engineering environment applying the principles and practices of reliability engineering, including experience with Condition Based Monitoring programs, non-destructive testing and other predictive technologies, diagnosis/resolution of technically advanced problems and the management of external consultants

Specific Duties & Responsibilities
Asset Planning and Investigation

Qualifications
Education and Experience:
