Your application must describe your qualifications as they relate to:

  1. Qualification as an Engineer, as defined by Professional Engineers Ontario (PEO)

  3. Knowledge of civil, mechanical, biological, or chemical engineering principles and practices as they relate to solid waste management.
  4. Knowledge of municipal, provincial, and federal legislation and regulations governing solid waste management, including knowledge of the Environmental Assessment Act, the Environmental Protection Act, the Ministry of Environment Act, Occupational Health & Safety Act and regulations made thereunder.
  5. Proficiency in the use of computerized systems, such as Microsoft Office

Main Purpose and Function
The Project Engineer will lead and support a variety of complex projects for shared micromobility, street use, and public space-related infrastructure within the Street Use Management Branch.  

 

The primary responsibilities of this position are related to the implementation, coordination, and management of the shared e-scooter pilot program, and to use engineering judgement to guide the implementation of the shared e-scooter system in accordance with industry leading practices. The Project Engineer builds and maintains relationships with key internal and external stakeholders to support implementation and operations of the shared e-scooter system, and facilitates the review process for use of space in street right-of-way and private property for station siting. They assist with conducting performance reviews for the junior staff, as well as the hiring processes. 

 

The shared e-scooter pilot program and other micromobility initiatives advance key City objectives related to sustainability, equity and accessibility. The Project Engineer will continue to advance these initiatives while managing system assets, service levels and supporting local and regional growth of micromobility. The position reports to the Project Manager II and supervises junior staff. 


Specific Duties/Responsibilities

  • Manages projects to support various current and future aspects of the shared micromobility programs such as:
    • Understanding the technical and community challenges of station siting;
    • Administration including compliance of the shared micromobility service contracts; and
    • Strategic implementation and planning for shared micromobility systems.
  • Supervises technical staff (Engineering Assistants and Planning Assistants) and conducts performance reviews.
  • Provides overall support to the Project Manager II and Branch Manager.
  • Gathers expertise and knowledge of emerging policies, practices, and technologies related to the development of shared micromobility systems in North America.
  • Creates and manages the station siting internal review process.
  • Uses engineering judgement to assess the safety and operability of shared micromobility stations as they are integrated into the public realm and the transportation network.
  • Frequent interaction and coordination with other groups to understand and mitigate impacts to other work areas.
  • Acts as City liaison with external contractors and other City departments in order to coordinate shared micromobility station siting, permitting, and approvals.
  • Interacts with the public, business associations, and other stakeholders to help address questions and concerns in a timely and effective manner.
  • Manages the use of public and private space, understanding and mitigating the many trade-offs including the subtleties and sensitivities of competing needs and priorities.
  • Reports out to internal and external stakeholders, including the Senior Leadership Team.
  • Represent the City of Vancouver at external events and conferences.
  • Reviews and provides direction for shared micromobility requirements as part of rezoning and development applications and related processes.
  • Understands the impacts and trade-offs in the accommodation of shared micromobility stations on private development sites.
  • Other duties/responsibilities as assigned.

 

Qualifications:
Education and Experience:

  • Bachelor’s degree in Civil Engineering with a professional engineer designation, and minimum four years of related experience in project management including planning, detailed design, construction, and contract management of engineering projects, or an equivalent combination of education, training and experience.
  • Registration or eligibility to register as a Professional Engineer in British Columbia. 
  • A current and valid BC Driver’s License.

Solid Waste Management Services Division is responsible for collecting, transporting, processing, composting and disposing of municipal and some private sector solid waste, including garbage, recyclables, organics, yard waste, electronics and household hazardous waste.

 

The Asset Management Unit (AMU) under the Infrastructure & Resource Management (I&RM) Section is responsible for the Division's physical assets throughout their complete life cycle, from initial design and construction; to commissioning and start-up; to meeting major maintenance and rehabilitation requirements during the life of the asset.

 

The Transfer Stations & Landfill Operations Section is responsible for managing the performance and maintenance of the City's network of seven transfer stations, six household hazardous waste depots, haulage logistics and roll-off services, the Green Lane Landfill, and approximately 160 closed landfill sites. The section is also responsible for the upkeep and repairs of three Collections and Litter Operations yards and a maintenance yard. Reporting to the Manager of Operations Coordination, the technical trainee will support ensuring that sites are compliance with Ministry of Environment, Conservation & Parks and Ministry of Labour requirements. The role will require travel to various solid waste sites.

 

Major Responsibilities:

  • Assists with work associated with site environmental compliance approvals.
  • Travels to various site locations as required to assist in site inspection reviews, takes photos, reports on conditions and records data.
  • Assists in developing annual compliance reports.
  • Assists with collecting, organizing and presenting information. (notes/sketches/reports from field investigations and site visits).
  • Researches on engineering and project management topic and collects and presents information.

Active Traffic Management (One Temporary and One Permanent Position)

 

This unit is responsible for the Transportation Operations Centre (TOC - a.k.a RESCU), which manages both highway and arterial roadways to minimize the impacts of road incidents and unexpected congestion. The TOC implements traffic management and traffic control strategies that improve operational efficiency and manage traffic flow to enhance safety and capacity in real time. The TOC utilises and manages intelligent transportation systems and other sources to detect traffic incidents, notify emergency responders, and provide up-to-date traveller information to the public.

 

Traffic Systems Planning, Design and Capital Coordination (One Temporary Position)

 

This unit is responsible for all design related activities for traffic signals and Intelligent Transportation Systems (ITS). This unit also provides project management, technical expertise and engineering input while overseeing traffic signal and systems design and construction activities undertaken by third parties such as Metrolinx, MTO, developers and TTC.


Traffic Operations (One Permanent Position)


This unit is responsible for providing project management, technical expertise and engineering input into addressing complex traffic operations issues. These issues include congestion management, neighbourhood infiltration, Complete Streets implementation strategies, transit network, operational studies and Vision Zero initiatives for all road users.
 

MAJOR RESPONSIBILITIES
 

Your primary responsibilities as a Transportation Engineer, reporting to the Manager of the applicable above-noted unit, will be varied, but you’ll be expected to:

  • Develop leading-edge Intelligent Transportation System (ITS) initiatives and find pragmatic solutions to transportation problems which satisfy the City's economic, environmental, and social responsibilities.
  • Carry out and/or direct design and construction projects related to the modification, expansion or upgrading of traffic signal infrastructure (including bike signals, pedestrian crossovers, electronic controller equipment, detection, etc.), and the demonstration, expansion or upgrading of projects such as transit signal priority and emergency vehicle pre-emption, adaptive signalling, communications, variable message signs (VMS), CCTV cameras, traveller information systems, vehicle detection, etc.
  • Review technical reports to provide input, comments and guidance.
  • Prepare and review a variety of documents, such as contracts, policies, procedures, procurements, specifications and agreements.
  • Prepare terms of reference for consultant/contractor assignments.
  • Direct the work performance of external service providers with respect to quality, timeliness, cost, and completion of required tasks.
  • Prepare technical and other necessary reports and submissions for the information of, and as required by, the Division and City of Toronto Council.
  • Supervise project team members and support staff, including work term students.
  • Develop standard operational procedures for traffic management, traffic operations and ITS functions.
  • Develop standards and specifications related to traffic signal and ITS infrastructure and equipment, and update operation manuals to reflect operational practices due to technological changes.
  • Monitor system networks, ITS equipment and network usage and performance.
  • Liaise with the public, Councillors, the media, consultants, contractors and other transportation agencies on matters relating to the delivery of assigned capital projects.
  • Work with various internal stakeholders including Technology Services and the Office of the Chief Information Security Officer, among others.
  • Prepare and make presentations to senior divisional managers and other internal stakeholders.
  • Establish, maintain and foster linkages to other units throughout the City and colleagues in other municipal, provincial, and federal governments to ensure effective partnerships.
  • Maintain an awareness of developments and advancements in relevant fields to retain technical competency and provide state-of-the-art advice.
  • Review drawings, engineering studies, specifications, plans and cost estimates prepared by consultants as they pertain to construction or modification of ITS and traffic signal facilities.
  • Respond to enquiries from the public, City staff, members of Council, interest groups, and government agencies regarding traffic management issues.
  • Provide work direction and training to unionized and non-unionized staff.
  • Undertake random checks and monitor work performance by contracted staff.
  • Prepare training course materials and conduct training and demonstrations for users of the traffic management systems.
  • Assist the Manager and Senior Engineer in developing budgets and estimates, including the Unit’s annual operating and capital budgets.
  • Monitor expenditures for assigned projects and activities, and provide regular reports to the Senior Engineer and Manager.
  • Secure all engineering permits and approvals as may be required from external agencies.
  • Perform and/or review research on new technical developments and practices related to traffic management systems and operations.
  • Program, operate and maintain a variety of electronic, mechanical, digital, analog, wireless, and computerized equipment that is part of the existing Traffic Management infrastructure.
  • Perform other related duties, as assigned, to support the needs of the Traffic Management Section.


KEY QUALIFICATIONS
 

  1. Registration as a Professional Engineer (P.Eng.), and membership in good standing with Professional Engineers Ontario.
  2. A university degree in Civil Engineering with a focus on transportation systems, Electrical Engineering or a discipline pertinent to the job function, or an equivalent combination of education, training and experience. Education in multiple disciplines would be an asset.
  3. Extensive experience in the planning, design, and construction of projects related to Street Lighting, Intelligent Transportation Systems (ITS), traffic signal operations, traffic signals and systems, advanced traveller information systems (ATIS), advanced traffic management systems (ATMS), and communication systems.
  4. Considerable experience in project management, leading and coordinating multi-disciplinary teams for medium-large ITS and traffic signal deployment.  
  5. A valid Ontario Class “G” driver’s licence and access to a reliable personal vehicle for use on City business.
  6. Experience on Communication Network Architecture and related hardware will be considered an asset.
  7. Advanced knowledge of the operation and maintenance of electrical, electronics and communications equipment for traffic control systems.
  8. Excellent communication, customer service and interpersonal skills to communicate with stakeholders, project participants and partners, special interest groups, the media, the general public, elected officials, internal and external clients and consultants.
  9. The ability to work in a team, take initiative, self-manage, and be accountable, flexible, and adaptable.
  10. Prioritization, organization and leadership skills to multi-task, track and manage budgets, and schedule and manage the work of consultants, vendors, contractors and multi-disciplinary teams.
  11. The ability to work outside of regular business hours, when required.
  12. Highly developed analytical and diagnostic skills to organize records and data, and prepare specialized technical reports, with the ability to perform effectively in a system operations environment.
  13. Knowledge of relevant standards, Acts, By-laws, and Regulations, including Occupational Health and Safety Act, Ontario Highway Traffic Act, Manual of Uniform Traffic Control Device, National Transportation Communications for Intelligent Transportation System Protocol (NTCIP), International Municipal Signal Association standards, National Electrical Manufacturers Association standards, Ontario Traffic Manual, Ontario Provincial Standards, City of Toronto road system, and City of Toronto Uniform Traffic By-laws.
  14. Knowledge in the principles of traffic engineering technologies, theories and practices, and safe work practices as they relate to working with high-speed and heavy-traffic roadways.

PURPOSE OF THE POSITION:

To maintain the track and surrounding areas using moderate physical labour and technology (automated machinery). We use technology as much as possible to eliminate physical stress on the body. Duties can include replacing and repairing various track components including rails, railway ties, fences and adjusting the alignment and the surface of the track as well as responding to emergencies and track outages.

 

This is a travelling position where your typical schedule with be 8 on/6 off. While travelling, you will receive a rate premium, mileage, hotel accommodations, meal expenses, etc.  You will receive 2 weeks paid training to set you up for success as a Railroader.

 

POSITION ACCOUNTABILITIES:

Moderate to heavy physical labour on an assigned area of track. This work involves:

  • Pulling track spikes
  • Applying rail anchor
  • Shoveling crushed rock
  • Bending & lifting up to 50 lbs on a regular basis
  • Repetitive tasks
  • An emphasis on safety is critical for all employees. This can be a high-risk environment as you will be working around heavy moving equipment
  • Employees must remain focused at all times and be willing to work in a team environment
  • The work location is outdoors and, therefore, you will be working in all weather conditions (rain, direct sunlight, snow etc)
  • The typical schedule is 8 ON/ 6 OFF, but can be subject to change based on operational needs
  • Will be required to be away from home (accommodations and meal allowance provided)
  • Work can be seasonal and employees may be laid off at the end of the work season
  • Employees will be called back as needed (and in seniority order) for the next work season

 

 POSITION REQUIREMENTS:

Specific Duties and Responsibilities

Responsibilities for this role include, but may not be limited, to the following:

  • Serve as Engineer of Record on internal electrical design projects
  • Electrical engineering design work (power distribution, street lighting etc.)

Qualifications

Education and Experience:

  • Bachelor’s degree in Electrical Engineering
  • Registration or eligibility for registration as a Professional Engineer in British Columbia
  • A minimum of 3 years of related engineering experience
  • Accredited project management training (e.g. PMP certification,  tertiary qualification) and/or construction management experience would be an asset

 

Knowledge, Skills and Abilities:

  • Working knowledge of electrical engineering principles, standards, and specifications, as they relate to the municipal environment (IES RP-8, CEC etc)
  • Working knowledge of quality management systems, ideally EGBC’s PGA
  • Demonstrated ability to work collaboratively with diverse internal and external stakeholders
  • Demonstrated organizational and time management skills in a high volume and high stress environment
  • Demonstrated commitment to customer service
  • Excellent written and oral communication skills
  • Demonstrated ability to work and think strategically, including experience with business case composition and evaluation

What you 'll do:
