Through deep knowledge of the clients business, people and organizational needs, the SR HR Business Partner (SRBP) effectively diagnoses issues, recommends solutions, and engages and brokers the appropriate resources to provide strategic HR services that support successful achievement of business objectives and goals across the organization. The SRBP will be accountable for providing strategic support to the multiple business lines within a highly complex organization. The SRBP will apply strong technical expertise, knowledge of the business and environment, and situation specific analysis to develop and implement new concepts, techniques, and standards to address organizational and people-related challenges across the City of Saskatoon. The SRBP is responsible for ensuring alignment between the business operations and HR practices and objectives. The incumbent has a keen understanding of the businesss strategy, providing dynamic solutions using experience, data analyses and organizational agility to guide decision making. This position will provide consulting and coaching to departmental leaders in order to support the Citys vision, mission and overall objectives. The Senior Business Partner acts as a trusted advisor for designated business groups across all aspects of HR. Reporting to the Manager, HR Business Partners, the SRBP works with leaders from the business as well as other HR areas to define needs, provide input to the development of people strategies, lead HR colleagues to achieve the strategy and translate the impact via measurable results.

Duties & Responsibilities

  • Understands business strategy, assesses needs and barriers in order to drive business performance through development and delivery of people strategy and solutions
  • Participates and represents HR in strategic business plan development and on-going business meetings / decisions with business line leaders. Identifies the right HR strategy and solutions to meet business objectives, provide strategic direction for the business.
  • Partners with leaders to establish department objective by developing short and longer term people strategies and annual goal setting process to ensure alignment to business groups and strategic priorities
  • Fosters and execute people related solutions aligned to enterprise priorities and plans
  • Provides ongoing HR consulting services to employees and leaders on HR programs, practices, policies, legislation and regulatory requirements including interpretation of policy, identification of risk, impact to the business and recommend solutions using considerable judgement
  • Provides coaching and counseling advice to managers and employees, and work to resolve employee relations issues quickly
  • Participates in project teams, coordinate and implement initiatives while simultaneously ensuring proper communication and collaboration within business departments and with business partners
  • Ensures alignment between people management strategies and the existing business policies and procedures
  • Partners with stakeholders and business partners to ensure that the best practices are being adopted, ensuring the delivery of projects and key deliverables are met within the specified timelines
  • Analyses and report on KPIs and trends related to human capital in the business and use the findings to develop strategies and solutions to issues that affect the business employee relations
  • Reviews leadership capability across departments within the business and develop and recommend action plans accordingly, analyses human resources program activity, conducts performance analyses of the programs , prepares reports and proposals from findings and presents them to senior management for consideration
  • Uses a data driven HR Business Partner strategy in making fact based decisions that have considerable impact to the business
  • Maintains awareness of emerging trends and best practices within the business group and in external environment to ensure alignment of business objectives to people strategy
  • Active in social, cultural and educational projects that reflect the values and beliefs of the business
  • Monitors and challenge existing labour policies and procedures in the business, constantly ensuring alignment with the business's values
  • Manages relationships with key third party providers to meet business challenges and identify business opportunities
  • Facilitates smooth and effective communication between all levels of HR as well as stakeholders, business partners and workers union

Qualifications

  • Degree in Human Resources, Commerce, Business Administration or related field from a recognized University. Educational and experience equivalences may be considered
  • HR accreditation such as CPHR (Chartered Professional in Human Resource)
  • 10+ years' progressively responsible experience in human resources related to a HR Business Partner
  • Seasoned HR professional who can demonstrate relationship management breadth and influence in leading, planning and executing complex/strategic initiatives
  • Solid foundational knowledge & demonstrated experience working across all disciplines of HR
  • Demonstrated ability to use sound judgement and decision making skills, with the ability to provide and support your recommendations.
  • Demonstrated success in supporting complex HR and LR issues with Senior Leadership.
  • Advanced capability in strategic human resources management, innovative and visionary planning and implementation, analysis and informed decision making, coaching and leadership and communications
  • Demonstrable evidence of HR expertise and thought leadership
  • Ability to effectively deal with day to day issues and move them forward while earning the right to be at the table early to provide expert counsel and consultation to business partners on their strategic plans

Payroll Specialist Full-time Job

Under supervision of the Corporate Payroll Manager, this position ensures the complete and accurate processing of the day-to-day payroll for the Corporation.

Duties & Responsibilities

  • Reviews, calculates, completes and processes special pay, adjustments, deductions and final pay cheques and produces records of employment.
  • Ensures that deductions taken properly reflect special situations, e.g. partial pay, termination, transfer etc.
  • Receives, reviews, corrects, enters and processes payroll data from all departments.
  • Prepares and reconciles all deductions withheld from employees and assigns them to the appropriate payees and prepares the payroll summary.
  • Initiates running of payroll earnings, deduction, and tax reports, extracting large volumes of data to excel for analysis, reconciliation, and balancing.
  • Responds to a variety of payroll-related enquiries from employees, administration and external agencies.
  • Calculates, enters, processes and records manual and requested off-cycle cheques.
  • Distributes payroll information to all departments and boards.
  • Performs designated duties of the Payroll Supervisor as required.
  • Performs other related duties as assigned.

Qualifications

 

EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS:
•    Grade 12 education.
•    Successful completion of a one-year post-secondary business or related program, plus successful completion of, and registered as, a certified Payroll Compliance Practitioner (PCP) from the National Payroll Institute.
•    Five years' progressively responsible related payroll experience.
•    Experience working with payroll in a large size ERP (SAP-S4) enabled organization.  Experience with SAP S4/HANA Payroll, SuccessFactors, and WorkForce would be considered an asset.
•    Possession of a valid Saskatchewan Class 5 Driver’s Licence.

 

KNOWLEDGE, ABILITIES AND SKILLS:
•    Considerable knowledge of business English.
•    Considerable knowledge of hourly and salaried payroll terminology and practices.
•    Considerable knowledge of federal and provincial laws, City regulations and union agreements applicable to payroll.

Duties & Responsibilities

  • Administers the processing of time and attendance records to ensure accurate and timely data for payroll processing.  
  • Ensures the appropriate application of specific articles of the pertinent collective agreements.
  • Researches and responds to a variety of time and attendance related enquiries from employees, management and outside agencies as well as providing reports and information as requested or required.
  • Reviews sick and vacation balances and performs accrual or usage adjustments.
  • Transfers time bank balances in the time and attendance system for employees with additional assignments or policy profile changes.
  • Verifies employee set-up and/or master data changes transfers into the time and attendance system correctly, and works with employees, managers, and HRIS to correct errors.
  • Processes time adjustments for in-scope staff relating to terminations, retirements, demotions, promotions, suspensions, disciplinary actions, arbitration awards, leaves of absences, retroactive pay and salary increments as needed.
  • Reviews and corrects all time related errors in the time and attendance system prior to timesheet export and works with payroll clerks to resolve any pay-related issues.
  • Coordinates additional timesheet exports required for off-cycle payroll batches.
  • Assists with the review, development, implementation of standards, controls, processes, procedures, and forms related to time and attendance.
  • Assists with testing time and attendance system software upgrades and enhancements as required. 
  • Performs other related duties as assigned.

Qualifications

Typically to be successful in this role, a person will have:

•    Experience recruiting unionized positions is required.  Preferably in a multi collective bargaining agreement environment.
•    Chartered Professional in Human Resources (CPHR) would be considered an asset. 
•    Experience using an Applicant Tracking System will be considered an asset.
•    Considerable knowledge of a wide variety of occupations, organization structures, labour legislation, collective agreements, Human Rights Code etc. combined with the ability to interpret complex collective agreement and statue language.

Duties & Responsibilities

1.    Co-ordinates and administers the processing of the corporate payroll.  Develops, implements, and documents procedures required to control payroll processing.
2.    Provides support to the payroll section in the form of training, problem solving and trouble shooting.
3.    Administers and reconciles exception pay such as WCB, sick bank, maternity leave, etc.
4.    Develops and reviews payroll processes and controls to ensure entries to the ERP system are accurate.  Provides technical information when required to ensure consistency of data, and coordinates with the City’s ERP Program to provide payroll system configuration requirements, resolve payroll system problems, and participates in software updates, ensuring all testing is complete and accurate.
5.    Assists with the review, development, implementation and revision of standards, controls, processes, procedures and forms related to the payroll system.  Involved with identifying and developing new system initiatives.
6.    Researches and responds to a variety of enquiries pertaining to payroll from staff, supervisors and managers in other departments, employees and outside agencies.
7.    Ensures all legislative requirements regarding tax withholding, remittance and income reporting have been met.  Prepares all CRA payments and monitors direct deposit amounts sent to the bank each payroll.
8.    Calculates, reviews and balances payroll.
9.    Ensures correct production, yearend balancing and distribution of T4 and T4A forms.
10.    Perform balance sheet reconciliations as required.
11.    Performs the duties of all payroll clerk positions if required.
12.    Performs other related duties as assigned. 

Qualifications

•    Successful completion of a recognized one year post-secondary business administration related program, plus possession of the Payroll Leadership Professional (PLP) designation from the National Payroll Institute’s Certificate Program.
•    Five years' progressively responsible related payroll and general ledger experience in an automated environment.
•    Proficient in the use of Microsoft Office Suite programs; including Word, Excel, PowerPoint, Outlook and SharePoint.
•     Experience working with payroll in a large size ERP (SAP-S4) enabled organization.  Experience with SAP S4/HANA Payroll, SuccessFactors, and WorkForce would be considered an asset.

  • Successful completion of a related two year post-secondary diploma program plus six years’ experience within the functional area and ERP implementation or large-scale software/process improvement with relevant business process and integrated systems design and configuration experience.
  • An equivalent combination of education and experience may be considered.
  • Experience implementing SAP S4/HANA, SuccessFactors, Workforce software, similar ERP, or large scale software solution is preferred .
