SUMMARY

The Health, Safety, and Environment Coordinator coordinates environmental and health program processes and activities to assist the team in maintaining compliance, mitigating and managing environmental, health and safety risks and improving related performance. This position is more required to manage environmental issues although some health and safety tasks can be assigned to the coordinator.

KEY DUTIES & RESPONSIBILITIES

Program Coordination 

  • Acts as the first point-of-contact for environmental and health inquiries and incidents.
  • Provides guidance to team members on environmental and health matters, and escalates inquiries, where appropriate
  • Coordinates the implementation of environmental, health and safety programs along with related processes, procedures and resources
  • Coordinates environmental, health and safety activities including but not limited to attending tenant OSH committee meetings, attending environmental committee meetings and activities, undertaking incident investigation and resolution, completing equipment and systems registration, developing emergency response procedures and business continuity planning activities, completing and delivering training, completing annual management system re-registration, managing data and generating reports, and conducting environmental compliance audits.
  • Researches environmental, health and safety matters; provides findings and recommendations.
  • Maintains and assists with the creation of environmental, health and safety documentation including but not limited to plans, processes, forms, logbooks, and procedures.
  • Create and maintain documentation including but not limited to instruction sheets, checklists, forms, and training materials.
  • Support construction activity teams (Projects and O&M) by creating, distributing, verifying and maintaining documentation such as work instructions, checklists, training materials
  • Conducts regular inspections of facilities to mitigate any Environmental regulatory issues and/or Health and Safety Concerns before an incident or service call is received.
  • Maintains business continuity and emergency management plans and procedures
  • Participates in field inspections, job observations, health, safety and environment audits and other types of reviews for the purpose of monitoring compliance to environmental and health regulations and identifying risks.  Provides findings about risks and suggestions for improvement.

Incident Investigation, Resolution & Reduction

  • Assists in the investigation and resolution of incidents including root-cause analysis and providing probable causes of incidents and recommendations for resolution
  • Coordinates the implementation of corrective and preventative measures
  • Assists in the identification and analysis of trends.  Communicates observations and provides suggestions for incident reduction measures

Audit Compliance, Data Maintenance & Reporting 

  • Maintains all environmental, health and safety data including but not limited to incident data, and regulatory and process compliance data within applicable databases and all other types of information storage systems
  • Assists in the audit of compliance records and all other environmental, health and safety data
  • Prepares and distributes various environmental, health and safety related reports including but not limited to incident reports
  • Experience with database development, programing and maintenance considered an asset
  • Other duties as assigned

KNOWLEDGE & SKILLS

  • Strong background in environmental management system development and administration, with knowledge of environmental regulations and environmental compliance auditing an asset.
  • Certification in one or more of the following – Certificate in Occupational Health & Safety; Certificate in Environmental Management through a Community College; University degree in Industrial Hygiene, Environmental Engineering, Environmental Sciences, Environmental Studies
  • 1 to 3 years of environmental, health and safety work experience
  • Understanding of environmental, health and safety regulatory requirements
  • Understanding of emergency management requirements
  • Strong organizational and coordination skills along with ability to coordinate multiple requirements (i.e. processes, activities, projects, emergency response procedures, etc.) simultaneously
  • Strong communication skills along with some ability to influence stakeholders
  • Strong administrative skills along with ability to maintain and report accurate data
  • Analytical and problem solving skills
  • Ability to exercise good judgment
  • Able to work independently but provide strong support to the team as and when requested
  • Frequent trips to be expected on the different sites

Reporting to the Manager, Dental and Oral Health Services, the Dentist will provide dental care to Toronto Public Health (TPH) eligible low income clients enrolled in various Provincial and Municipal sponsored programs through the TPH managed dental clinics located throughout the City, and to provide direction, and support for the daily operation of the dental clinic they are assigned to.

 

Major Responsibilities:

  • Provides input into the development of program policies and ensures implementation of policies and procedures in the dental clinic
  • Performs the duties of a team leader in a clinical setting, which includes ensuring effective teamwork and efficient flow of patients
  • Obtains complete medical history and verifies and applies medical history prior to treatment by consulting with family members and physicians when necessary. Refers clients for medical testing if warranted
  • Performs complete oral examinations, formulates comprehensive treatment plans, informs patients and families of treatment plans and obtains consent for treatment; completes documentation on Abeldent software
  • Performs a broad range of dental treatment, i.e. fillings, dentures, extractions, root canals, crowns including lab fabricated and stainless steel, acid etch procedures, prefabricated post and/or pin core build up. Responsible for the fabrication of dental prosthetic appliances, etc.
  • May perform dental services for patients with disabilities or behavioural problems
  • Performs emergency dental procedures
  • Prescribes antibiotics and administers local anaesthetic
  • Operates dental x-ray machine and interprets x-rays
  • Monitors and performs universal precaution procedures for infection control in the dental office as per IPAC and TPH guidelines
  • Educates the public on oral health and the Toronto Public Health dental program policies and guidelines
  • Resolves conflict with staff, clients and members of the public when necessary
  • Maintains a thorough knowledge of and provides treatment under correct programs, i.e. the Ontario Senior Dental Care Program (OSDCP), HSO (Healthy Smiles Ontario), OW (Ontario Works), HBP (Healthiest Babies Possible), the Interim Federal Health (IFH), Ontario Disability Services Program (ODSP), and the Toronto Public Health dental treatment programs (paediatric, geriatric, high school)
  • Refers patients or the general public to appropriate dental practices such as the University of Toronto Faculty of Dentistry, the Hospital for Sick Children, dental hygiene colleges, dental specialists and low cost dental clinics
  • Receives referrals from private dental and medical practitioners
  • Mentors dental students from universities and colleges
  • Ensures that the clinic is properly equipped and maintained, and meets safety requirements for staff and patients
  • Ensures medical emergency kits and oxygen are available and in a state of readiness, and that staff is prepared to implement lifesaving procedures as necessary (i.e. administer emergency medication, provide oxygen, perform CPR)
  • Ensures proper x-ray quality assurance and safety and the proper disposal of biohazardous waste
  • Provides liaison between the Public Health Dental Unit, school staff (principals and teachers) and parents of patients regarding policies and goals of treatment (i.e. letters from both the department and individual schools.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Graduate Degree in Dentistry from a recognized university and have, or be eligible for license from the Royal College of Dental Surgeons of Ontario.
  2. Considerable experience working as a Dentist in a dental office.
  3. Experience in the field of removable prosthetics and paediatric and geriatric dentistry.
  4. Strong interpersonal and communication skills and the ability to work cooperatively with staff and clients, including children and parents in a community clinic.
  5. Excellent customer service skills and commitment to the Toronto Public Service. 
  6. Post-graduate training or experience working in a Public Health environment would be an asset.

How You’ll Help

  • Investigate Health and safety concerns/incidents to help terminal/maintenance teams determine the root cause and the corrective actions.

Your Skills & Experience: 

  • Minimum of secondary education, with preference of post-secondary education.

JOB SUMMARY

The Health and Safety unit delivers a comprehensive health and safety program for the Public Works department by conducting safety inspections, audits and investigations, assessing and mitigating departmental health and safety risks/hazards, implementing management strategies including monitoring and promoting compliance to legislated and corporate requirements, developing or enhancing health and safety programs, and delivering health and safety training to staff.

As a member of the medical team, the incumbent must be able to work with considerable independence and without direct supervision. Some weekend and shift work will be required.

  • Mentoring and facilitating the training of new and existing personnel.

  • Collaborating with and ensuring that laboratory and examination processes adhere to internal and National Forensic Laboratory Services (NFLS) policies related to the operation of Integrated Ballistics Identification Systems (IBIS) and the Canadian Integrated Ballistics Identification Network.
  • Performing other related duties as required.

Qualifications

  • University degree with a major in physical, applied, or forensic science. 
  • Minimum of four (4) years professional experience involving firearm examination and research in a laboratory.
  • Minimum of two (2) years professional experience in IBIS acquisitions and correlations would be an asset. 
  • Must provide proof of completion and certification from a recognized Firearm and Toolmark Examiner program.
  • Must successfully pass a yearly proficiency examination. 
  • Knowledge of the design, construction and safe operation of firearms and the various types of ammunition.
  • Knowledge of modern laboratory methods, procedures and equipment related to firearm examination. Including but not limited to Serial Number restoration, drop testing, trigger Pull analysis. 
  • Ability to provide expert opinion testimony in court.
  • Experience producing comprehensive technical reports for investigators and courts.
  • Knowledge of Privately Manufactured Firearms would be an asset
  • Demonstrated history of providing excellent customer service and ability to deal with a high case load.  
  • Demonstrated ability as a strategic thinker.
  • Excellent interpersonal skills and the ability to work in a team environment. 
  • As part of your pre-hire screening, you will be required to complete an Enhanced Security Clearance. Hours of Work:

21B, Salary Grade: 035, $48.41 - $61.15 (Hourly), $3,873.30 - $4,892.20 (Bi-Weekly), $101,092.61 - $127,685.38 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.

EDUCATION AND EXPERIENCE

Completion of 3 year university degree in humanities, social sciences, sociology, human sciences, or a related field

Minimum of 1 year of experience in outreach work
