The HR Coordinator will provide administrative assistance to the Director, People and Culture. This includes assistance in coordinating documentation for Short Term Disability (STD) cases; tracking open positions and recruitment activities coast-to-coast, follow-up on third party reference checking and running Personality Profiles.  This position is also responsible for running a variety of reports on a monthly basis; research and assistance relating to job fairs, diversity recruitment opportunities, etc.

KEY DUTIES & RESPONSIBILITIES

  • Administer the reference checking process 
  • Conduct research relating to job fairs and other recruitment opportunities, which are cost effective; establish contact with agencies which provide assistance in diversity hires
  • Prepare drafts of correspondence for the Director Employee Relations relating to terminations, disciplinary letters, general info, etc.; prepare reports, correspondence for other members of HR team from time to time
  • Develop relationships with internal / external clients to ensure smooth day-to-day operations; correspond to internal/external inquires stemming from “ASK HR” 
  • Ensure Internet and Intranet postings are up-to-date and consistent in content and title; assist in writing new postings and coordinate with Ad agency

KNOWLEDGE & SKILLS

Desired education and skills

 

  • You will have a minimum of one (3) years related experience related to Human Resources, and/or supporting an HRIS system, preferably SAP.
  • Completion of a post-secondary level education in Human Resources, Business, or a related field.
  • You will have previous experience providing employee support for pay related inquiries and benefits/pension administration.
  • Previous experience working within a unionized environment will be considered an asset.

Position purpose:

The HR Generalist provides advisory services to corporate or strategic HR Managers within a designated faculty or service on matters involving recruitment and selection, classification, performance and development management, labour relations, training and development, benefits, health and safety and other HR functions. This position provides input to integrate HR related policies and processes with the faculty/service’s strategic direction and initiatives. In this role, your responsibilities will include:

  • Integration of HR Processes: Responsible for the integration of human resources management processes and systems in the designated faculty/service planning or management framework. Develop and maintain an in depth understanding of both legislated and University of Ottawa human resources policies, procedures and practices and their impact on faculty/service’s operations. Participates in the development of local HR processes and practices and ensures their contribution to the achievement of faculty objectives.
  • Advisory Services: Provide consulting services and support to Directors, Managers and Supervisors on complex issues related to all areas of human resources management. Identify human resources management problems/issues/implications associated with operational plans and recommend solutions that meet the faculty/service’s needs.
  • Recruitment and Selection: Coordinate all aspects pertaining to the posting and selection process in accordance with relevant human resources policy and procedures and collective agreements.
  • Labour Relations: Provide advice and support to HR management on all areas of employee relations, including matters involving discipline, performance, attendance, and other conflict situations. May conduct investigations to recommend appropriate actions including disciplinary/administrative measures and probation extensions. In support to the management team, may participate in grievance resolution processes at stage one (1). In collaboration with the management team and central Labour Relations, address and resolve issues related to accommodation, disability management, harassment and other health and safety issues. May participate in collective bargaining and in negotiation committees.
  • Orientation and On-boarding: Promote understanding and acceptance of University HR policies, programs, processes and practices by providing information during new employee orientation sessions and by providing information to staff on the need and reasons for specific policies/procedures and how they can contribute to the achievement of faculty/service objectives.
  • Training and Development: Support managers in their evaluation of employees’ needs in relation to training and professional development and monitor training activities. Collaborate with managers to develop training plans to address shortfalls, review the adequacy of selected delivery mechanisms and recommend adjustments to training schedules, priorities and mechanisms. Prepares reports on training activities within the faculty.
  • Classification and Job Evaluation: Provide advice to management on organizational structure and job design. Provide advice and support to management on job description writing and job evaluation process.
  • HR and Succession Planning: In collaboration with central HR, provide human resources planning advice to the management by researching and developing demographic data, developing plans outlining anticipated turnover, developing succession plans and integrating these into overall faculty/service plans. Analyze demographic and HR planning data to identify the root causes of particular problem areas (e.g. excessive turnover) and make recommendations on possible interventions to address underlying problems and issues.
  • Performance Management: Provide advice and support to management and staff on matters related to the University’s performance appraisal program. Recommend actions which may enhance individual employee performance, commitment and personal growth. Act as primary contact person for questions related to the Performance Management program and software.

 

What you will bring:

 

  • Knowledge of human resources (recruitment and staffing, classification, job evaluation, compensation and performance evaluation) normally acquired through postsecondary education or equivalent experience

  • Administers the processing of time and attendance records to ensure accurate and timely data for payroll processing.  
  • Ensures the appropriate application of specific articles of the pertinent collective agreements.

  • Reviews sick and vacation balances and performs accrual or usage adjustments.

Qualifications

EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS:
•    Successful completion of a one-year post-secondary business-related program (i.e., Human Resources, Accounting, Business Administration).
•    Three years related experience in time and attendance processing, scheduling, or other payroll related activities.
•    Experience working with large scale ERP systems. Experience with SAP S4/HANA, SuccessFactors, and WorkForce would be considered an asset.

 

KNOWLEDGE, ABILITIES AND SKILLS:
•    Demonstrated knowledge of applicable legislation pertaining to both hourly and salaried staff in a unionized and non-unionized environment.

This position is responsible for delivering high quality, strategic, and responsive recruitment and talent acquisition services to all hiring managers and for both non-unionized and unionized positions. Responsibilities will include:

 

  • Provides strategic, research based, consultation to departments in order to complete all aspects of the employment process, including advertising vacancies, evaluating applicants, interviewing candidates and making employment offers for a wide range of occupational groups.
  • Verifies qualifications and seniority, interprets collective agreements and labour legislation, and provides information/recommendations to departmental representatives and employees on related issues, including the placement of employees affected by reversion and position abolishment.
  • Collaborates with various stakeholders to develop a corporate advertising and branding strategy that promotes consistency, accessibility and prominently features the City as a preferred employer within the local, national and global community.
  • Works collaboratively with the Human Resources Business Partners, Labour Relations, and Total Rewards to continuously improve quality of hire, reduce turnover, and enhance processes, tools, and practices. Works with the divisions on strategic workforce planning and to understand short and long term talent needs of the divisions and departments.   

What we are looking for:

Typically to be successful in this role, a person will have:

 

•    Degree in Human Resources, Commerce or related discipline combined with a minimum of four years' related Human Resource experience with an emphasis on Talent Acquisition/Recruitment.   An equivalent combination of education and experience may be considered.
•    Experience recruiting unionized positions is required.  Preferably in a multi collective bargaining agreement environment.
•    Chartered Professional in Human Resources (CPHR) would be considered an asset. 
•    Experience using an Applicant Tracking System will be considered an asset.
•    Considerable knowledge of a wide variety of occupations, organization structures, labour legislation, collective agreements, Human Rights Code etc. combined with the ability to interpret complex collective agreement and statue language.
•    Demonstrated attention to detail with the understanding of the impact of errors in the context of talent acquisition and recruitment administration.

About the Opportunity

• Administers HRIS and Workforce Systems throughout the employee life cycle including system initiation, resignations, terminations, and status changes according to established procedures
