Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto divisions, Agencies, Boards and Commissions, and external clients such as the development industry, utility companies and other public agencies.
 

Case management accountabilities:

  • Act as a case manager in the review of development applications made under the Planning Act (e.g. secondary plans, subdivisions, re-zonings, land divisions, site plans and condominium proposals)
  • Coordinate City infrastructure related comments and correspondence to various divisions, including City Planning, Legal & Finance
  • Review engineering studies and plans (including servicing, stormwater management and geotechnical reports) submitted in support of development applications.
  • Determine the scope and cost of all new City infrastructure required to support proposed developments, as well as discuss, negotiate and review development agreements to ensure that all infrastructure-related matters are properly addressed.
  • Oversee the construction of the development-related municipal infrastructure, including providing engineering support and guidance to inspection staff to ensure compliance with the accepted design, City policies and by-laws, and the management of associated financial securities

 

Technical Expertise:

  • Conduct research ensuring that it takes into account developments within the field, corporate policies, legislations and initiatives by other levels of government
  • Provide technical advice, reviews and expertise; utilizing standard engineering principles and practices
  • Review engineering analyses, evaluate and recommend new systems, work procedures and technologies to increase efficiencies and divisional performance

Managing Stakeholders:

  • Work collaboratively with a multi-disciplinary team of contractors, colleagues, elected officials, consultants, developers, and other internal and external clients and stakeholders.
  • Represent the City on committees, including providing input at meetings,
  • Liaise with the media, public, developers, consultants, councillors, City Divisions and government agencies about projects, programs and developments.

 
What do you need to succeed?

  1. Post-secondary education in a civil engineering discipline or an equivalent combination of education and/or experience.
  2. Registration as a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO), preferably in the discipline of Civil Engineering.
  3. Experience in the development engineering field and in applying the principles of engineering in the design and/or review of engineering submissions.
  4. Experience in preparing and/or reviewing servicing and stormwater management reports, as well as engineering studies and drawings submitted in support of development projects or applications.
  5. Project management experience related to municipal servicing and stormwater management, preferably in the management of land development projects and/or applications.
  6. A valid Province of Ontario Class "G" Driver's Licence and access to a reliable vehicle.
  7. Ability to understand, interpret and apply relevant federal, provincial and engineering legislation, regulations, standards, codes and by-laws.
  8. Knowledge of the Safe Water Drinking Act, The Accessibility for Ontarians with Disabilities Act (AODA), The Planning Act  and the Occupational Health & Safety Act.
  9. Ability to plan, organize and coordinate projects within tight timelines.
  10. Highly developed technical, problem-solving and analytical skills.
  11. Strong interpersonal and communication skills, both verbally and in writing, with the ability to communicate at all organizational levels.
  12. Proficiency using MS Office and other computer software.

Toronto Water is the City of Toronto division responsible for all aspects of drinking water treatment and supply, wastewater collection and treatment, and stormwater management. The Division’s six business sections manage facilities and assets across the city, including treatment plants, pumping stations, water and sewer mains, laboratories, and yards.

 

Water Infrastructure Management (WIM) is responsible for the long-term management of Toronto's water, wastewater, and stormwater management assets to optimize infrastructure investment, level of service, and performance. WIM provides engineering analysis, asset management, infrastructure planning and policy development and coordination across Toronto Water to serve 3.6 million residents in Toronto and surrounding regions daily, manage over $83 billion in assets, and plan a 10-year capital budget of approximately $16.2 billion.

The successful candidate for this position will be a member of the Strategic Initiatives Planning team in the Water Infrastructure Management section. The team is responsible for leading strategic infrastructure planning studies concerning growth servicing, service level enhancement, and other demands on the division's infrastructure. Strategic Initiatives Planning works with other Toronto Water sections, City Divisions and agencies to collaborate on city-building initiatives and oversees the planning and implementation of Toronto Water infrastructure.

 

 

MAJOR RESPONSIBILITIES:

Your primary responsibilities as an Engineer will vary, depending on assigned duties, but you will be expected to:

 

  • Work with internal staff and consultants to complete studies, projects and programs related to water infrastructure management including sewer and water capacity, water quality, and master planning.
  • Review and comment on engineering design reports and drawings, policies, guidelines, procedures, bylaws, and legislation.
  • Provide technical review and advanced engineering input to other sections and divisions on matters related to water infrastructure and municipal engineering.

KEY QUALIFICATIONS

Your application for the role of Engineer must describe your qualifications as they relate to:

The Engineering Assistant IV oversees the green infrastructure capital construction projects and assists in the planning, design, construction and maintenance of the City’s green infrastructure. The position reports to the Senior Project Manager and receives technical direction and supervision from Landscape Architects and Civil Engineers. 

 

Specific Duties and Responsibilities

  • Completes and coordinates technical design reviews and ensures prepared designs meet City design standards that are sustainable and maintainable for City Operations
  • Interprets engineering drawings and work packages; verifies technical information and documents field observations
  • Coordinates/leads pre-construction and construction planning activities including developing/compiling construction packages across various branches. This includes, but is not limited to: the preparation of construction sequencing; scheduling/staging plans; preparation of cost estimates; identification and preparation of site-specific reports; and initiation/ execution of project notifications
  • Collects, coordinates, integrates and controls the project lifecycle scope, cost and schedule on select projects in the planning and implementation of capital construction projects related to green infrastructure on City streets
  • Assists in the inspection and the reporting of construction work and materials
  • Liaises with City Operations and City Inspection staff to ensure efficient and effective implementation of construction methods as per defined City standards (whether constructed in-house or by an external contractor)
  • Assists in the development and maintenance of project documentation: Project Charter, Project Execution Plan, risk register, stakeholder plans, schedule, cost tracking and reports
  • Liaises with consultants, contractors, engineers, other professionals, stakeholders and regulatory agency representatives for the purpose of coordinating the design and construction phases
  • Provides regular status report updates to the Senior Green Infrastructure Engineer and Project Managers and Project Stakeholders by monitoring progress throughout the design and construction phases of the project
  • Responsible for overall cost management on projects and oversees project account details, Change Order requests, invoicing and other cash flow processes as required
  • Leads and oversees procurement activities with Supply Chain Management where required (including preparing RFPs/ITTs, reviewing proposals and assisting in submission evaluation)
  • Leads project closeout procedures including deficiency walkthroughs, document archiving, account closures and completion/warranty notifications
  • Leads regular project meetings and responsible for documenting and filing minutes

Qualifications

Education and Experience:

  • Diploma or Certificate in Civil Engineering, Landscape Architecture, Construction Management, Transportation/Utility coordination (green infrastructure-focused) supplemented by advanced technical courses and considerable related practical experience in municipal engineering, landscape architecture, design, and/or construction, or an equivalent combination of education, training and experience 

 

Knowledge, Skills and Abilities:

  • Sound knowledge of green infrastructure design principles and methods, including green infrastructure design typical standards, guidelines, and best practices
  • Understanding of developing and compiling construction packages and of construction methods – particularly in green infrastructure construction within streets in an urban environment
  • Considerable knowledge of civil and landscape construction methods and materials related to green infrastructure as well as other associated construction activities/relocations (eg. drainage, water services, electrical, duct banks etc.)
  • Thorough understanding of the City’s Streets Restoration Manual and MMCD standards
  • Knowledge of Project Management and Organizational Quality Management processes and the City’s Project Management Framework
  • Knowledge of procurement procedures and contract administration; experience working with external consultants/contractors
