Main Purpose and Function
The Fleet & Manufacturing Services supports the City of Vancouver in being a service provider in all aspects of Fleet Management. The expertise and knowledge provided to internal and sometimes external clients by the Fleet& Manufacturing Services Branch includes: Engineering, Vehicle Procurement, heavy-duty/Commercial/Automotive Maintenance and Repair, Quick Service Repairs, Machining, Mill Work, Fabrication,Vehicle Outfitting, Carpentry, Body Shop Vehicle Repair and Painting, Product Inventory/Ordering, and Small Equipment Repair. The vehicle fleet includes but is not limited to: Police, Fire, City of Vancouver issued vehicles, Garbage and Recycling trucks. As an Automotive Service Technician, you will be responsible for the maintenanceand repair of this extensive fleet of vehicles and equipment which has a replacement value of $175 million dollars.

This position currently works on a 9-day fortnight schedule. Successful candidates will work on the afternoon shift, from 3:10 pm to 12:34 am, Monday to Friday. Employees may be assigned to work alternative shifts and locations based on operational requirements.

Specific Duties and Responsibilities
Fleet servicing occurs primarily at the fully equipped Garage at Manitoba Yard which houses an employee base of approximately 150 employees from various Trades but also at several satellite facilities. As an Automotive Service Technician, you will work with members of the Fleet & Manufacturing Service team to ensure that quality andtimely work is performed to support and service our clients. A major part of this position will be to support the outfitting/up-fitting of new vehicles, including completing approved modification requests. Preference will be given to candidates who have knowledge and experience in; the installation of components, reading and creating electrical schematics, ability to build, design and troubleshoot electrical systems, and any practical experience in building fleet vehicles to meet customer’s needs. The challenge this busy environment offers is in the variety of work, from small and heavy equipment to automobiles and light to heavy trucks, as well as Plant and Facilities maintenance, Manufacturing and Building maintenance.

Qualifications
Education and Experience:

• Automotive Service Technician Certificate of Qualifications (T.Q.), Inter-Provincial Red Seal Endorsement.
• Red Seal certification is preferred.
• Completion of Grade 10, supplemented by technical courses related to the work.

Knowledge, Skills, and Abilities:

• Thorough knowledge of the standard practices, methods, materials, tools and equipment used in the automotive and mechanical trade.
• Thorough knowledge of braking systems.
• Considerable knowledge of the hazards and proper safety precautions of the trade.
• Ability to perform a variety of complex skilled electrical and mechanical tasks in the overhaul, repair, maintenance and adjustment of motorcycles, automotive and marine electrical systems.
• Ability to understand and effectively carry out oral and written instructions which may be accompanied by sketches and diagrams.
• Ability to interpret manufacturers' instructions and diagrams pertaining to equipment.
• Ability to requisition parts and materials.

Driver’s License and Record Checks:

• A current and valid Class 5 BC Driver’s License or higher and a Satisfactory National Safety Code driving record.

This position maintains a diverse range of equipment including delivery vehicles, heavy duty machinery, on road tractors, and trailers from a variety of manufacturers. This position troubleshoots and maintains/repairs various systems including hydraulic brakes, air brakes, electronics, and engines. This position performs other tasks as requested.

The General Repair Technician II is a mid-entry level position, responsible for assisting other technicians, performing maintenance and repair, routine services on non-technical facility components (i.e. walls, floors, etc.). The Technician II is also responsible for performing work in accordance with established processes and practices and for complying with internal and external requirements including but not limited to environmental, health and safety, fire protection.

KEY DUTIES & RESPONSIBILITIES

Troubleshooting

• Provides observations about facility, facility mechanical and electrical equipment and systems conditions and deficiencies and provides suggestions for enhancement and repair.

Maintenance

• Performs work in accordance to established processes and practices.
• Complies with all internal and external requirements including but not limited to environmental, health and safety, fire protection.
• Performs regular facility technical and non-technical component monitoring and inspection.
• Responds to routine service requests and performs preventative and corrective maintenance.
• Operates facility mechanical, electrical and other systems
• Manages work order life cycle progressing the work form dispatched through to completion and records resolution data within service maintenance management database. Ensures work completed meets quality, contract response and all other requirements
• Assists in the implementation of preventative maintenance (PM) program. Ensures that deficiencies are identified, recorded and escalated, and that related documents are maintained.

Client Relations

• Assists in enhancing tenant and customer satisfaction and maintaining positive relations through manner in which work is performed and services delivered.

Administration

• Records resolution data within service maintenance management database. Ensures work completed meets quality, contract response and all other requirements.
• Receives, tracks, monitors and reports status of maintenance and repair work within service maintenance management database.  Initiates documents to obtain formal approval of work required
• Participates in and assists with facility-related projects.
• Ensures the manner in which work is performed is in compliance with corporate and legislated policies, procedures, practices and guidelines related to environmental, health and safety, fire protection and any other applicable requirements.
• Maintains all assigned tools and arranges for repair and replacement where required
• Submits all expenditures on a timely basis.

KNOWLEDGE & SKILLS

• High school diploma or equivalent
• Minimum 3 years of facility operations and maintenance work experience
• Knowledge of processes and practices relating to facility operations and maintenance
• Ability to maintain, troubleshoot and repair non-technical facility components

The Gauge Technician position, under general supervision, is responsible for calibrating, testing, setting up, and repairing various controls, instruments, and gauges measuring all types of variables (these may include dimensional, magnetism, NDT, mechanical properties, metallurgical, or weight). In addition, may disassemble instruments and examine various components for problems and repair gauges or send for applicable repairs.

Performance Expectations

Clean, repair, and set up gauges for shop floor (micrometers, vernier, dial indicators, digital indicators), etc.

Calibrate company and employee gauges, inspection equipment.

Maintain computerized system of gauge inventory, calibration dates, calibration history and gauge location, gauge R and R dates and history.

Arrange for the calibration and repair of all gauging and inspection equipment not maintained internally.

Order gauges and equipment as needed and work with Quality Engineers to develop Gauge Plan on new programs.

Maintain inventory of archived/quarantined gauges no longer in current use.

Maintain and update a gauge calibration laboratory scope.

Maintain relations with gauge suppliers.

Write PO for inspection equipment.

Drawing interpretations, including GDT.

Update inspection documentation due to engineering changes, including Gauge Instructions.

Maintain effective communication with managers, supervisors, engineering and production employees.

 Assist in the training of employees of proper use of gauges and inspection equipment.

Coordinate Measurement Systems Analysis (MSA) including Gauge Repeatability and Reproducibility (GR&R) studies.

Review quality control data and statistical data in order to examine trends.

Ability to assess severity of deviations of machined parts from specifications to determine approved inspection.

Credentials

High School Diploma or equivalent general education.

Minimum two years of previous related experience.

Metrology, SPC, Q.C. courses.

Possess Gauge Metrology certificate.

Trained on GAGE Calibration software.

Use computer-assisted design, manufacturing and machining software

Ability to interpret scale drawings at various points throughout machining processes.

Able to operate Zeiss CMM Contrua for calibrating masters in house. 

Knowledge of Statistical Analysis as it relates to gauging systems and inspection equipment.

Knowledge and experience with Measurement Systems Analysis (MSA – AIAG).

Reporting to the Maintenance Manager, the Maintenance Supervisor supervises and coaches the Maintenance team to ensure safe, efficient execution of the maintenance work and optimal operational effectiveness in line with corporate and site objectives.

The Maintenance Supervisor is an experienced Maintenance leader with at least 5 years of experience in a Maintenance supervisory or leadership role applying proven Maintenance best practices in a fast pace industrial environment.  A technical diploma/ticket is required. The Supervisor is familiar with using a CMMS system and with applying Standard Operating Procedures in his/her work. The Supervisor follows company policies, standards and guidelines as they apply to all activities.

Snapshot of a Day-in-the-Life:

• Provide inputs into Preventive Maintenance (PM) reviews and PM development activities.
• Responsible for assigned activities related to the site's asset performance improvement objectives and guidelines.
• Oversee the internal equipment rebuilds and review external rebuilds.
• Provide input to the work prioritization process and manage emergency and break-in work.
• Provide inputs at the daily work request review meeting.

• Review completed WO's to ensure that the Trades people record actual time worked on the WO. Compare to time planned and addressed significant variances.
• Conduct a pre-check of tools, equipment, kitted and staged parts, and materials on all planned and scheduled jobs
• Ensure that parts and machine assemblies removed from service are promptly sent for repair/rebuild if required.
• Ensure constant use of housekeeping practices, satisfying all safety requirements, to clean up the work site as part of every job. Workplace safety assessments are used regularly.
• Schedule overtime or contract work as needed and manage contractors, while respecting budgetary limits.
• Verify/ensure accuracy and completeness of WO documentation before sending to Planner and list issues to address.
• Provide technical assistance in analyzing planned and completed WO to improve current and future job plans.
• Identify and address knowledge gaps from completed WOs,
• Responsible for the application of the site's documented Root Cause Failure Analysis (RCFA) process and results for major sporadic and chronic failures.
• Review Trades skills annually and develop a training plan to resolve gaps.
• Responsible for applying defined roles and responsibilities for Trades.
• Responsible for the Maintenance Supervisor cross shift hand-over process.
• Cooperatively create equipment handover and release schedules with Operations including pre and post job communication.
• Oversee the return of spares to the warehouse.
• Participate in the Maintenance department's continuous improvement and knowledge collection efforts.
• Manage the mentor/apprentice program for specific Trades roles.
• Collect, track, and improve Maintenance execution KPIs.
