The Administrative Assistant III works closely with two Directors of Planning, Urban Design & Sustainability (PDS) within the GM’s Office.  The position provides an extensive range of confidential and sensitive administrative support services at the executive level, such as managing Directors’ calendars, liaising with internal and external stakeholders, ensuring that matters requiring immediate action are brought to the attention of the Directors, preparing and/or locating background information on issues and sensitive topics; and using discretion and judgement to resolve issues.

 

Specific Duties and Responsibilities

  • Proactively creates and maintains effective workflow and communications to accomplish the work of the Directors through handling of a variety of projects and tasks simultaneously.
  • Manages the Director’s executive calendars and schedules.  Works with multiple, competing and changing priorities to organize appointments, proactively resolve conflicts, and to ensure optimal use of Director’s time.
  • Manages the flow of incoming and outgoing inquiries to Directors’ Office. Tracks and follows-up on items and inquiries and complaints as required, and ensures that Directors’ responses to requests are completed in a timely manner.  
  • Provides information and referrals based on a broad knowledge of the Director’s priorities, procedures and protocol. Responds to public and stakeholder inquiries and requests.
  • Makes decisions in the absence of the Directors such as determining if an issue needs to be forwarded to the GM or GM’s Executive Assistant, or may be dealt with by another senior leader.
  • Communicates directly by telephone and e-mail, on behalf of the Directors with key internal and external contacts including development industry members, senior staff, senior government officials, and politicians.   
  • Manages and directs media calls (in conjunction with Communications) by determining the subject, deadlines and necessary/ appropriate follow through.
  • Drafts, screens, reviews and edits sensitive and confidential correspondence of the Directors, and drafts, proofreads, and prepares communications, presentations, reports, on behalf of the Directors.
  • Maintains the image of the Directors offices by ensuring that all correspondence and documentation prepared for the office adheres to a consistent and professional standard.
  • Manages scheduling and logistics for Planning Department Trainings/All Staff Meetings; provides support to various committees which the Directors Chair.  
  • Sets, schedules, manages and prepares meeting logistics for the Directors divisional, senior management, all staff meetings/training including: agenda packages, arranges meeting dates/times/rooms, types and distributes minutes, follows up on action items and coordinates with the GM and the GM’s Executive Assistant on activities.
  • Develops, organizes and maintains a comprehensive filing system for the Directors’ offices in accordance with the City's record management system.  Monitors the Directors’ SharePoint site.  Maintains databases; entering, updating, reviewing, extracting and researching data.
  • Schedules and tracks annual performance reviews for the senior management and GM’s office.
  • Oversees and ensures expense reimbursement for Directors. 
  • Arranges travel and training for the Directors.
  • Holds Mastercard Card Holder authority for the Department.  Reconciles Mastercard expenditures by determining cost centres and account codes on a monthly basis before submitting to the Administrative Manager for approval.
  • Drafts and finalizes approvals for Professional Service Agreements for Consultants as directed by Directors. Assists with administration of consulting contract documentation and invoice payment as guided by Directors
  • Produces a variety of reports and gather business information and materials for the Directors. This includes downloading information from databases (such as SAP) and organizing information for presentation and /or consideration.  Photocopies and distributes reports, presentations, correspondence, spreadsheets, and statistics as required.
  • Ensures records management protocols are followed as the Departmental Record Coordinator (DRC) for the Directors and conducts annual disposition of records and transfers to archives.
  • Provides back up coverage for the GM’s Executive Assistant, and, under exceptional circumstances, provides back up coverage to the PDS Senior Management Team Administrative Assistant as requested by the Admin Manager via the Directors. Including job requisition processing and assisting with calendar management in their absence.
  • Coordinates the Planning Department’s Speakers Series.
  • Oversees and is the point of contact for Freedom of Information (FOI) inquiries for the Directors.
  • Conducts research and analyzes projects as requested by Directors.
  • Performs other duties as assigned by the Directors or GM.

 

Qualifications
Education and Experience:

  • A diploma in Business Administration or a related field with at least 5 years working at a senior management level in an administrative capacity, preferably as an Executive Assistant or Office Manager.
  • Requires excellent interpersonal and communication skills including an effective knowledge of correct punctuation, grammatical usage and a comprehensive vocabulary for preparation of business letters, reports and statements.
  • Superior clerical, mathematical, and statistical aptitude and accuracy; thorough knowledge of MS Office programs including (Word, Excel, Outlook, PowerPoint); ability with VanDocs, Sharepoint, OH&S database, Incident database, SAP; SuccessFactors, E-CAFs, E-SAFs, E-HAFs, etc.; research abilities; familiarity with standard office equipment (printers, voicemail, etc.)
     

Knowledge, Skills and Abilities:

  • Extensive knowledge of office practices and procedures.  
  • Considerable knowledge of and ability to explain and apply City programs, policies, procedures, and collective agreements.  
  • Ability to exercise discretion and deal with sensitive and confidential information.  
  • Ability to prioritize and organize work, handle multiple assignments and meet deadlines.
  • Ability to work in a high volume environment with frequent interruptions and changing priorities.
  • Ability to communicate effectively orally and in writing
  • Ability to work independently and solve problems.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

  1. Other support duties include (approx. 25% of time spent):
  2. WSIB claims are processed quickly and corporate/divisional procedures are followed throughout the division.  Communicates with Human Resources Corporate Division with work-related injuries, as needed, and submits copies of the WSIB paperwork, to Human Resources Corporate Division.
  3. Responsible for checking uniform orders from other sites, and ordering as needed, as well as working with supervisors and suppliers to correct any problems.  Responsible for setting up and maintaining voucher program through uniform vendor and checking/verifying invoices.
  4. Responsible for understanding the collective agreements and applying the appropriate sections as related to the job functions of the position.
  5. Responsible to remain up to date on payroll and collective agreement to remain as back-up to payroll administrators if they go off on leave.
  6. Work with General Manager to update procedures as needed, such as hiring procedure, Sick & Accident and WSIB procedures.
  7. Provide additional human resources services as required by the General Manager of the division.

 

QUALIFICATIONS:

 

  • Post-secondary diploma or degree in Business, related field required.
  • Minimum of 1 to 2 years of experience in payroll administration or benefits administration is an asset
  • Demonstrated proficiency in computer skills, Microsoft office (Word/Excel) 
  • Working knowledge of the Workplace Safety and Insurance Board (WSIB)
  • Must possess excellent communication (both oral and written) and people skills to work with internal and external clients.

  • Performs specialized and senior level administrative tasks; including preparation, investigation, research, review, and the overseeing of projects.
  • Communicates with various internal divisions in the coordination of projects and/or activities and liaises with external parties on administrative matters on behalf of the Directors.
  • Identifies, screens/prioritizes issues and initiates responses on behalf of the Directors.
  • Prepares and composes documents, summaries and reports.
  • Prepares draft agendas, attends meetings, takes/transcribes/distributes minutes and provides status report to Directors on followed-up action items. Coordinates special events, workshops; coordinates meetings and schedules, and adjusts work plan to meet unscheduled events; organizes/coordinates and attends quarterly Management Team Meetings and monthly Manager Meetings.
  • Provides work direction, training and guidance and acts as a resource to support/clerical staff.
  • Reviews correspondence and contract documents for accuracy and conformity to policies and procedures and signing authorities.
  • Locates/extracts and consolidates information required in reports and correspondence. Undertakes research/analysis and prepares reports on the various issues/findings.
  • Organizes and maintains Directors' filing system.
  • Prepares/processes documents and handles issues of a confidential/sensitive nature.
  • Acts as Divisional liaison when dealing with Councillors and Division Heads.
  • Handles enquiries regarding operational policies/practices, general public and stakeholder enquiries/concerns and deals with FOI requests in accordance with the City's FOI protocols.
  • Assists in the preparation of briefs, presentation/meeting materials.
  • Develops and maintains linkages and contacts with staff, Councillors, and other levels of Government, ABCDs, the public, and private institutions that have regular contact with Directors.
  • Maintains an awareness of corporate/cluster/divisional administrative systems, issues and initiatives.
  • Ensure that reports are finalized, and submitted to Council, Standing Committees and Community Councils adhering to closing deadlines.
  • Identifies items for the Directors that have potential impact on operations, compiles background information on agenda items to ensure information is readily available to Director. Monitors and reviews committee and council agendas, flagging items of divisional impact and identifies these issues and initiates responses.
  • Makes recommendation of new/modified administrative functions and their implementation.
  • Follows up on Decisions of Council to ensure recommendations are adhered to.
  • Provides follow-up to assignments given to management staff; provides status reports to the Directors.
  • Assist in Budget information compilation of data for forecasting and co-ordination between sections/units. Monitors/maintains and balances petty cash fund, purchasing records, invoices and items requiring Directors' signature.
  • Maintains records related to budget administration.
  • Arranges business travel including conference registration, accommodation and cash advances. Reviews accuracy of expense claims
  • Organizes and maintains policy and procedure manuals. Operates computers utilizing and manipulating a variety of software packages.
  • Reviews, prioritizes, distributes and/or responds to Directors mail, e-mails and enquiries as appropriate.
  • Manages the Directors' schedule; e.g. arranges business travel including conference registration, accommodations, schedules interviews, general meetings.
  • Maintains various staffing records, such as attendance register, establishment lists, requests for staff, EOCR's and individual employee files, on behalf of Directors.
  • Orders/maintains and oversees the purchase/lease regarding the inventory of office equipment/supplies and maintenance and liaises with computer/printer service contractors.

 

Key Qualifications:

Your application must describe your qualifications as they relate to:
 

  1. Considerable experience performing administrative duties for a senior manager and divisional teams.
  2. Considerable experience utilizing a variety of software programs including Microsoft Word, Excel, PowerPoint, Access, and Time and Attendance systems (such as SAP and E-time/Kronos, among others).
  3. Experience in preparing and formatting reports, correspondence and documents for Council, Committee and public hearings.
  4. Experience creating presentations, drafting letters and memos and ability to organize, anticipate issues, and perform work with little supervision.


You must also have:
 

  • Experience with filing systems and the management of large volumes of information both hard copy and electronic.
  • Independent judgement and discretion in dealing with confidential business proposals and information as well as staff matters such as performance reviews and salary increments.
  • Ability to utilize systems relevant to supporting the division such as E-time.
  • Ability to take minutes of committee proceedings, to reply to committee questions on the wording of motions and to prepare final minutes of a meeting.
  • Knowledge of City and Divisional policies and procedures, municipal government operations, council and committee proceedings.
  • Excellent interpersonal skills with the ability to communicate effectively, both orally and in writing, with politicians, business executives, senior managers and staff.
  • A broad understanding of the services provided by the Parks, Forestry and Recreation Division is an asset.
