About this opportunity:
Reporting to the Superintendent of Maintenance & Reliability at the Foster Creek SAGD facility. The Administrative Assistant will provide support to the Maintenance Superintendent and aid in assisting all areas with-in the process/non-process maintenance teams, including reporting, correspondence, and document control. Working in close partnership with the Foster Creek Operations administrative assistant to provide support and coverage to site administration when required.
While this vacancy is currently at Foster Creek, this posting could be used to fill vacancies at any of the three Oil Sands Operations sites (Christina Lake, Foster Creek, or Sunrise, based on business need).

This is a full-time employee position working a shift of 11 hours and 25 minutes per day; 7 days on, 7 days off (Wednesday to Tuesday)

This position is a shared role which will require effective collaboration and communication with their cross-shift, working closely to ensure seamless support for business continuity

Depending on your place of residence and your shift rotation, bus and/or air transportation to/from site is offered from designated departure points in select locations

Foster Creek is serviced by flight Hubs in Calgary and Edmonton as well as bus transportation to site from La Corey, AB.
What you’ll do:

Provide direct professional administrative support to the Foster Creek Maintenance team and onsite Enabling Functions

Review Administrative workflows for efficiency and make recommendations for change
-
Ensure all priority matters and inquiries are communicated promptly and passed on appropriately, and effectively communicate the correct procedure to have the item completed or connect staff to the appropriate group for assistance

Act as the Foster Creek Pool Vehicle liaison, responsible for coordinating Pool Vehicle fleet and processing all usage requests through the appropriate Outlook calendars
-
Ensure accurate communication is maintained with the Calgary Fleet team, advancing all requests requiring their input or direction.

Maintain and manage the group's resource/staffing document, ensuring camp forecasts are promptly projected onto the INNfinity system. Perform audits and trouble-shooting analysis of the daily camp reports as required, confirming accuracy and details of staff.

Plan and coordinate meetings/events, including agenda preparation, itineraries, logistics such as video and teleconferencing set up, catering, etc. for ad-hoc, executive, special events and/or reoccurring meetings.

Position Summary
In an environment that supports continuous improvement, this position performs complex and sensitive analytical work related to accounting and financial management. This position provides expert advice and decision support to operational areas related to variance analysis, forecasting, payroll, HR, costing, short- and long-term implications of new initiatives, and legislative and policy compliance. This position is required to develop and implement procedures in support of accounting and financial management. Developing and maintaining effective internal and external stakeholder relationships is critical for succeeding in this role. This position reports to the Financial Business Partner.
Key Duties & Responsibilities
- Participates in the development of the annual City budget.
- Required to understand cost models and their impact on operations; support the analysis and identify where updates may be required to models. Support appropriate costing of services.
- Conduct reviews and analysis of financial implications in reports to Council and Council Committees.
- Utilize knowledge of operating areas through forecast or review of Council and Committee reports to make recommendations and support operational areas in identifying the need for business cases required for budget development. Furthermore, understand and identify the impact of business cases on reserves.
- Ensure the integrity and accuracy of accounting and financial information provided to assigned departments.
- Maintains a current understanding of financial, policy, and program issues in the assigned area of responsibility; maintains awareness of the impact of such issues on a citywide basis. Ensures appropriate accounting treatment is applied as required.
- Analyze and develops process, procedure, work simplification, computer applications and methods of achieving intended outcomes.

- Provides expert advice to operational areas supporting the review of financial reports, development of effective and accurate variance analysis and forecasts. Key Qualifications
- Typically, the knowledge, skills and abilities for this position are obtained through a University Degree in Administration or Commerce and a recognized accounting designation (CPA), combined with four (4) to six (6) years’ experience in a computerized accounting environment
- Knowledge of accounting, budgeting and forecasting principles, particularly those applicable to municipal government.

Forestry
Job Duties: The City of Regina Forestry team is assigned to maintain the overall health of Regina’s Urban Forest which includes trees and shrubs in boulevards, residential street trees and trees in parks and other open space. This position consists of general tree maintenance. The typical duties in Forestry include tree pruning, tree removals, chipping and stumping. In most cases, shop and equipment maintenance tasks will also be assigned.
Education & Experience:
- Experience using chainsaws and pruning saws
- Aerial truck operations and brush chipper experience
- Valid 1A or 3A license and ISA Certification is considered an asset but not a requirement

Horticulture
Job Duties: This position involves a variety of general labour tasks, including planting and maintaining flower beds, as well as planting, watering, and maintaining trees and shrubs but could also include litter-picking, string trimming, irrigation system operation, painting, turf management, tree and shrub planting and maintenance, rototilling, weeding and cleaning maintenance shops.
Education & Experience:
- Experience planting flowers and knowledge of plant species is preferred
- Completion of some horticultural courses are an asset but not a requirement

- $18.02 per hour, with opportunities to advance to $25.32 per hour, depending on operational needs
Integrated Pest Management
Job Duties: This position consists of general labour maintenance involving insect, weed and animal control. There are several pest programs that include: mosquito control, tree spraying, gopher control and herbicide application.
Education & Experience:
- Experience with insects, weed, animal control is preferred.
- Valid Pesticide Applicators License is an asset but not a requirement.

- $18.02 per hour, with opportunities to advance to $25.32 per hour, once obtaining a valid Pesticide License
Open Space Services Lab
Job Duties: The OSS Lab assists Forestry and Integrated Pest Management with insect and disease monitoring for urban forest and related human health. This includes monitoring for issues such as Dutch Elm Disease, Cankerworm monitoring and Mosquito populations.

- Experience with insects and diseases related to urban forestry and human health.

The typical duties include litter-picking, string trimming, irrigation system operation, graffiti removal, painting, turf management, tree and shrub maintenance, rototilling, garbage handling, flower planting, shoveling soil or other material, weeding, cleaning depots and other general labour duties in the open space and depots.

Job Duties: Under the supervision of the Irrigation Worker II or III, this position performs a variety of preventative, emergency and restoration maintenance to various components, which make up the City of Regina’s irrigation systems located at parks, boulevards, medians, athletic fields, golf courses and cemeteries. Typical duties include extensive shoveling soil or other material, repairs or replacement to irrigation lines, valves, sprinkler and fitting, operate and maintain City vehicles, specialized equipment and tools related to irrigation, and assist in overhauling specialized irrigation components including pumping equipment, control equipment, meters and sprinklers.
Education & Experience:
- Experience or exposure to commercial irrigation equipment and experience using hand or power tools

Position Summary
Are you a strategic thinker with a passion for facility and property management? The City of Regina is seeking a dynamic and experienced professional to lead the operations of our major sport and recreation facilities, along with other City-owned buildings. In this role, you will provide leadership to supervisory staff, manage facility issues, and assist in overseeing the City’s real estate portfolio.
Reporting to the Manager of Facilities Operations, this position plays a key role in ensuring our facilities are safe, functional, and serve the community effectively.
Key Duties & Responsibilities
- Lead the operation and development of a diverse portfolio of sport and recreation facilities.
- Provide strategic direction and project oversight for facility management initiatives.
- Assist in coordinating property management activities, including tenant relations, contractor management, and space evaluation.
- Develop and implement policies, procedures, and business processes related to facility operations.
- Assist in preparing and managing capital budgets.
- Assist in overseeing facility security programs to safeguard buildings, assets, and personnel.
- Oversee client service contracts for all City facilities.
- Develop and maintain emergency response and life safety plans for civic buildings.
- Inspect City facilities and manage maintenance, repairs, and renovation documentation.
- Support staff supervision through coaching, performance management, and development.

Key Qualifications
- Typically, the knowledge, skills and abilities required for this position are obtained through successful completion of a university degree in Engineering or Business Administration with coursework in recreation and facility management coupled with 3–5 years of experience in facility/property design, operations, and maintenance.
- Minimum 2 years of supervisory experience.
- Designation as a Facility Management Administrator (FMA) or Certified Facility Manager (CFM) is an asset.
- Strong understanding of sport and recreation facility standards and operations.
- In-depth knowledge of property/facility/project management best practices.
- Familiarity with municipal and provincial regulations, codes, and public tendering processes.
- Proficient in interpreting construction plans and specifications.
- Demonstrated ability to lead teams, manage complex projects, and build stakeholder relationships.
- Strong communication, organizational, conflict resolution, and decision-making skills.
