Specific Duties/Responsibilities
- Leads the Electrical Design staff in delivering on strategic objectives and the continuous improvement of services related to the City’s electrical infrastructure.
Asset Management:
- Assists in prioritization, administration and execution of the electrical infrastructure capital plan (approx. $4M annually), working in partnership with the Divisional Asset Manager/Engineer and Operations
- Ensures asset management strategies and plans are established for all electrical infrastructure
Operations Management / Financial:
- Assist in managing operating budget

- Oversees and directs the delivery of electrical capital projects including the design and construction phases, in accordance with the Engineering Project Management Framework
- Coordinates with internal and external customers to ensure that design services are provided in a timely and suitable manner, meeting project schedules
- Develops business cases and provides strategic analysis to new and emerging initiatives
- Ensures use and sustainment of corporate IT systems to manage information, including asset management, financial management
Technical work:
- Establishes and maintains the City’s electrical specifications and drafting standards
- Ensures all necessary regulatory requirements are met related to Electrical design
- Leads technical resource for electrical design related to street lighting, Traffic Signals and power-related design
- Manages the technical staff to ensure delivery in accordance with standards, regulations and specifications
- Ensures the delivery of electrical design aligns with the design and construction standards and requirements
- Seal (as a P.Eng.) electrical designs generated under direct supervision. Serves as Engineer of Record for electrical designs.
- Conducts internal Audits and lead and prepare the team for external Audits
Safety and Training:
- Ensure safety program and standards are in place and followed by staff
- Ensure Remote work Book is current and Requirements are met.
- Make sure check in, check out times and supervisory checks are performed
Continuous Improvement:
- Sets, tracks and analyzes operational performance goals and metrics, including costs and turnaround times as well as corporate green operations targets.

- Engages staff, management, clients and partner departments about how Electrical design can improve and better serve stakeholders
- Provides ongoing review and decision making with respect to staffing and employee engagement
City Representation:
- Participates and partners with other government, public and private organizations related to the City’s practices with electrical design

Minimum Qualification Requirements
Education and Experience:
- Bachelor’s degree in Electrical Engineering with a Professional Engineer designation and minimum 6 years related experience in design and construction project engineering work, or an equivalent combination of education, training and experience.
- Experience managing staff and HR issues in a union environment.
- Registration or eligibility for registration as a Professional Engineer in British Columbia.
- Project Management Credentials (PMP) or equivalent is preferred

Main Purpose and Function
The Engineering Assistant III will perform a variety of technical, supervisory, outreach, and administrative duties to support shared micromobility, street use, and public space-related infrastructure programs within the Street Use Management Branch. Responsibilities will be focused on the implementation and operations of shared micromobility systems (e.g. shared e-scooters, public bike share). This position may also support the various other programs managed within the Street Use Management Branch.
The shared e-scooter pilot program and other micromobility initiatives advance key City objectives related to sustainability, equity and accessibility. The Engineering Assistant III will help further these initiatives while assisting with asset management, service levels, and supporting local and regional growth of micromobility.
Specific Duties and Responsibilities
- Reviews and interprets engineering and architectural drawings, field observations, and studies related to permits, licensed uses, and development applications as they relate to programs within the Street Use Management Branch.
- Develops geometric and sign/paint designs of moderate or higher complexity using AutoCAD according to design standards and principles.
- Produces and maintains reports, statistics and accurate records related to projects and programs within Street Use Management.
- Coordinates preparation, installation and operational processes including tracking and issuing permits for Branch projects and programs.
- Undertakes research and analyzes data, and provides summary reports and recommendations including assisting in preparing Council reports, presentations and technical studies.
- Performs inspections and field work (taking accurate measurements, detailed notes and clear pictures) for site inspections and construction reviews.
- Develops and maintains relationships, and communicates verbally and in writing with the public, community groups, stakeholders, internal departments and senior staff.
- Assists and participates in project related public and stakeholder meetings and events; organizing and sometimes leading meetings with internal and external stakeholders.
- Creates maps, graphics, and presentations for public meetings, website content, and internal communication, including work with GIS software and graphic programs.
- Oversees the work of junior staff.
- Performs general administrative duties and other duties/responsibilities as assigned.
Qualifications
Education and Experience:
- Completion of Grade 12 supplemented with courses in Civil Engineering Technology or other equivalent area of study, plus sound related experience, or an equivalent combination of training and experience.
Knowledge, Skills and Abilities:
- Sound knowledge of current transportation engineering design principles and methods.
- Experience using AutoCAD for transportation drafting and design.
- Experience and ability to read and interpret engineering and architectural drawings.
- Proficient in the use of software applications and databases such as MS Office, AutoCAD and SAP.
- Working knowledge of the City's public space and transportation policies and regulations, community planning processes and land use policy would be an asset. Knowledge of strategic plans including Corporate Plan, Engineering Strategic Plan, Climate Emergency Action Plan, and Transportation 2040.
- Strong research and investigation skills; demonstrated ability to summarize data in an accurate written format; assist in the preparation of a variety of technical reports.
- Demonstrated organizational skills; ability to problem solve in a technical environment.
- Proven excellent written and verbal communication skills; the ability to provide accurate and thorough information to the public; and a proven ability to deal tactfully, patiently and effectively with the public.
- Proven strong interpersonal skills in establishing and maintaining cooperative and effective working relationships with staff and stakeholders.
- Ability to work with relevant design guidelines and regulations including international guides.
- Ability to work in a team environment with little or no supervision and meet tight timelines in a multitask environment.
- Ability to perform a variety of clerical tasks related to municipal engineering work.
- Ability to work outdoors in inclement weather.
- Ability to meet transportation requirements.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
