Main Purpose & Function

Reporting to the Senior Fleet Engineer, the Business Analyst is responsible for senior analytical and business/systems consulting work, as well as managing technology projects for Fleet and Manufacturing Services. Support will include developing business cases as well as detailed cost/benefit and enterprise risk analyses. The Business Analyst will manage all phases of the projects including planning, execution, control and closeout, and is responsible for a timely delivery of the projects within budget and to a high level of quality.

 

Specific Duties & Responsibilities

Senior level Business Analyst:

  • Leading strategic planning of technology needs, future direction and deployment for Fleet and Manufacturing Services. This may include working with departmental business groups to identify business requirements, and with IT groups to identify technology requirements; participating in or conducting meetings as required. 
  • Conducting business process analysis (using Lean/ Six Sigma or similar methodologies) to conduct value stream mapping, analyze business requirements, identify relevant KPIs, complete current state analysis, develop future state recommendations and build an implementation plan.
  • Creating and presenting project and business level reports or topics to project team members, project stakeholders and senior executives, including creating and distributing communications materials.

 

Project Management:

  • Responsibility will cover all aspects of project delivery from planning out the projects in detail, clearly identifying project scope, budget and schedule as well as project risks, project organization and the project management approach.
  • Participating in confidential planning that may have City-wide operational and financial implications, developing and making recommendations that may result in the re-assignment of responsibilities between staff or organizational units within the City, and in the reduction of or increase to staff complement.

 

Operational Data and Informatics Analyst:

  • Supporting end users in developing dashboards and metrics reports using various tools.
  • Assisting the business in tracking, reporting and producing status dashboards on key performance indicators (KPIs)-metrics.
  • Other duties/responsibilities as assigned.

 

Qualifications

Education and Experience:

  • Bachelors’ degree in Computer Science, Engineering or Business Administration.
  • A minimum of five years of experience as a Business Analyst or Systems Analyst II in IT Systems and implementing business applications, with a preference for municipal experience.
  • A minimum of 3 years of proven experience in leading, supporting and implementing business improvement, project management, process reviews and successfully managing change.

 

 Knowledge, Skills and Abilities:

  • Thorough knowledge of statistical analysis, database design design and management.
  • Advanced knowledge of application reporting and BI tools; SQL and SQL Reporting; complex data sets, statistical analysis.
  • Demonstrated knowledge of Project Management methodologies, processes, standards and policies.
  • Good understanding of Organizational Change Management principles, methods and processes.
  • High level of proficiency with IT applications; advanced usage of Excel, pivot tables, power BI required.
  • Demonstrated ability to apply Project Management methodologies to projects for successful completion.
  • Excellent verbal and written communications skills; ability to write effectively, organize and maintain project documentation, status reports, effective presentations and summaries.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

    • Updates and maintains branch safety, standard operating and employee orientation materials;
    • Development and ongoing management of the internal Solid Waste Programs branch Sharepoint site to ensure information shown are up to date;
    • Supports other branches in the Solid Waste Management & Green Operations Division with development of their internal Sharepoint sites;

 

  • Outreach Programs Duties:
    • Drafts periodic newsletter to promote and sustain interest of NCP; coordinates review of draft content by other staff; tracks and reports social media metrics related to the newsletter;
    • Drafts social media content and graphics related to various solid waste programs, coordinates with Corporate Communications to publish content on the City’s social media accounts, maintains an annual schedule to keep track of posts and campaigns to be published on the City’s social media accounts ;
    • Reviews existing content on the City’s Solid Waste public webpages, drafts new content as required, coordinates review of content by other staff, and submits finalized contents to be published on the public webpages;
    • Assists in implementing new outreach programs led by other staff such as the zero waste ambassador program;
    • Attends in person outreach events to provide education to the public on waste reduction initiatives, including but not limited to recycling & reuse drop-off events, hosting tables at special events, etc;
    • Assists in identifying short and long term strategies/initiatives to reduce street litter, such as disposable masks and cigarette butts;
    • Acts as facilitator to assists other staff during online meetings and presentations
    • Participates in the Engineering Diversity and Inclusion (D&I) Program to assist in advancing diversity and inclusion in the Engineering Department; explores and seeks opportunities to increase diversity, inclusivity and equality in solid waste programs outreach and engagement with both internal and external stakeholders and the general public

Qualifications

Education and Experience:

  • Completion of grade twelve supplemented by courses in accounting, MS Office, records management, or an equivalent combination of training and experience.

  • Receives, tracks, monitors and reports status of maintenance and repair work within service maintenance management database. Initiates documents to obtain formal approval of work required.
  • Assists in the implementation of preventative maintenance (PM) program. Ensures that deficiencies are identified, recorded and escalated, and that related documentations are maintained.
  • Participates in and assists with facility-related projects.
  • Ensures the manner in which work is performed is in compliance with corporate and legislated policies, procedures, practices and guidelines related to environmental, health and safety, fire protection and any other applicable requirements.
  • Maintains all assigned tools and arranges for repair and replacement where required.
  • Submits all expenditures on a timely basis
  • Assists in enhancing tenant and customer satisfaction and maintaining positive relations through manner in which work is performed and services delivered.
  • Other duties as assigned.

Work Requirements

  • Must be able and willing to work shifts, be available for on-call/standby and emergency call-outs as they arise.
  • Must be willing to wear personal protective equipment

KNOWLEDGE & SKILLS

  • More than 3 years up to 5 years of facility operations and maintenance work experience
  • High school diploma plus trades training, certification or licensing
  • Strong ability to adhere and to properly execute processes and practices relating to facility operations and maintenance
  • Ability to maintain, troubleshoot and repair mechanical and electrical building systems and equipment
  • Strong building mechanical and electrical equipment and system troubleshooting and resolution skills
  • Current knowledge of fire, life, safety and building codes and standards and ability to research and apply related codes and standards
  • Possesses a strong environmental, health and safety mindset. Strong ability to perform work in a safe manner
  • Strong client-service orientation along with a high sense of urgency
  • Effective communication skills for the purpose of data relay, exchange, feedback, and clarification

Licenses and/or Professional Accreditation

  • Valid Class 5 driver’s license, and clean driver’s abstract.

This is a regular, full-time position with a salary range of $31.88 - $37.50 per hour. The starting salary will be based on the successful candidate’s competencies, including but not limited to experience, education and performance related to this role.

Main Purpose and Function

Specific Duties and Responsibilities

We are hiring auxiliary staff for two teams within the Park Board, our Community Centres and our Mobile Parks Teams.

 

Building Worker - Community Centres
The Building Worker is responsible for the enhancement of civic buildings by completing janitorial duties and minor maintenance. A key part of the role requires knowledge of standard cleaning methods and the ability to learn new and effective methods to ensure the cleanliness of the facilities. The Building Worker is responsible for performing a variety of heavy cleaning tasks including stripping and waxing floors, cleaning windows, cleaning washrooms, showers and change rooms, carpet cleaning, emptying garbage, minor maintenance repairs and other related duties as required.

 

Building Worker - Mobile Parks

The Mobile Parks Building Worker will provide janitorial services for the citywide inventory of public bathrooms and change rooms in parks. The Building Worker must also be able to operate a vehicle on a daily basis in a safe and efficient manner. Duties include, but are not limited to: opening, stocking, spot and deep cleaning, and locking facilities.

 

The successful candidate must be able to work a variety of shifts including mornings, afternoons, evenings, overnights and on weekends. 

 

Qualifications
Education and Experience:

  • Completion of a recognized certification program in building services work and some related experience.
  • Experience performing a variety of routine manual tasks in care, cleaning and general maintenance of buildings.
  • Experience operating and using janitorial tools, equipment and supplies.
  • WHMIS is preferred.

 

Knowledge, Skills and Abilities:

  • Working knowledge of materials, methods, safety practices and simple equipment used in janitorial and maintenance work.
  • Ability to arrange an effective work schedule under minimum direct instruction.
  • Good health and strength sufficient to perform a variety of routine manual tasks in care, cleaning and general maintenance of buildings.
  • Skill in the use of heavy cleaning equipment.

 

Driver License and Record Checks: 

  • A current and valid class 5 BC Driver’s License and a satisfactory driving record is required for the Mobile Parks Team, but not for the Community Centres Team
