The Workforce Assistant is an integral member of the Workforce Development & Planning Team. Reporting to the unit Manager, the Assistant ensures all team processes and systems run smoothly, manages all team administration and data tracking, as well as triages general inquiries.  The Assistant would also directly support Transportation Services workforce related events.

 

Working closely with a team of experienced Human Resources professionals, the Assistant will become immersed in end-to-end Human Resources operations in a complex, unionized City division.  This role provides an opportunity for the successful incumbent to further their human resource knowledge and application.

Major Responsibilities:

The primary functions associated with this position includes a variety of administrative and support functions, but are not limited to the following:

 

Administration

  • Provides administrative support and coordination in Human Resources related activities such as recruitment file maintenance and archiving, complement management maintenance, and training record and calendar maintenance.
  • Coordinates the unit’s budget activities pertaining to procurement such as conferences, memberships, tuition reimbursements and subscriptions.
  • Supports the unit’s inventory of computer equipment, including the procurement of new equipment and technology needs.
  • Maintains strict confidentiality of information and records.
  • Develops unit administrative procedures and systems.

 

Program and Project Support

  • Supports unit’s educational activities such as student placements, attendance management and program logistics.
  • Provides onboarding activities/orientation to new unit staff as appropriate.
  • Supports unit projects, programs, and events.
  • Participates and completes assigned project work independently within tight timeframes.
  • Supports policy and procedure development as assigned.
  • Supports divisional training activities.

 

Communication and Reporting

  • Composes detailed correspondence in matters relevant to the scope of responsibilities.
  • Compiles, maintains, tracks and trends statistical data for use in forecasting; participates in analysis.
  • Prepares visual presentations, briefing materials, and other documentation.
  • Assists in preparing and maintaining unit web and intranet content.
  • Represents the unit in communications with internal and external stakeholders, in matters relevant to the scope of responsibilities.
  • Responds to detailed inquiries from divisional and City staff and the public in a diplomatic and efficient manner.

 

Key Qualifications:

  1. Graduate from a relevant university or college program such as Human Resources, Psychology, Marketing, Communications or Business Management is an asset, or the equivalent combination of education and experience.
  2. Administrative experience supporting senior level employees.
  3. Experience with a variety of software packages including but not limited to (i.e. Microsoft Office, Slido, and/or Adobe). E-learning software administration experience is considered an asset.
  4. Experience in the preparation and drafting of standard correspondence and reports and handling of confidential information.
  5. Ability to identify and analyze problems and inefficiencies and suggest corrective actions and solutions.
  6. Excellent written and verbal communication skills with the ability to prepare detailed documentation requiring application of regulations, guidelines, policies, and procedures.
  7. Ability to establish productive working relationships with all levels of staff, union officials and the public with well developed conflict resolution skills.
  8. Ability to effectively establish timelines and handle a varied workload, with impeccable organizational skills.
  9. Ability to work independently in a dynamic, complex environment, as well as part of a team.
  10. Willingness to learn, expand skill sets as part of an evolving team to help move the corporate and divisional workforce initiatives forward.

JOB SUMMARY

Transit Operations provides safe, reliable and courteous transit services and excellence in customer service delivery to 100 million transit customers per year, by means of conventional bus, para transit and rail operations. The Transit Special Constable Unit manages the Special Constable and Fare Enforcement Programs, Transit revenue loss and fare enforcement programs, property protection and law enforcement programs, the transit emergency response and preparedness programs, communications equipment/systems, processes and sectional records activities.
 

You are responsible for security and law enforcement duties involving passengers, employees, Transit Services facilities/vehicles/assets and the general public.
 

You execute the duties of a Sworn Special Constable/Peace Officer, agent and occupier of City of Ottawa Transit Services*, in accordance with:

  • Federal/Provincial/Municipal laws
  • Special Constable contract with the Ottawa Police Services Board
  • Rules and regulations governing a Special Constable appointment (as amended from time to time)
  • Corporate/Branch/Division policies and standards
  • Corporate/Branch Code of Ethics, Core Values and Mission Statement, that is consistent and compatible with Ottawa Police Service policies and standards

 

*The Police Services Board grants an Officer’s Special Constable status for Ottawa, with an approval from the Minister of Community Safety and Correctional Services, in accordance with the Police Services Act, R.S.O. 1990. Special Constables are Peace Officers as defined in the Criminal Code of Canada.

EDUCATION AND EXPERIENCE


Completion of community college Police Foundations or Law and Security Certificate.
 

Minimum of 2 years of security experience in a transit environment.
 

Related experience in dealing with people and enforcement procedures may be considered as alternate relevant experience.

CERTIFICATIONS AND LICENCES

Must obtain and maintain Special Constable designation

WHAT YOU NEED TO KNOW

  • Police Record Check: The successful candidate will be required to complete a Vulnerable Sector Check with the Police Services detachment in their jurisdiction to the City of Ottawa’s satisfaction. Police record checks completed by a third-party company will not be accepted.  
  • Driver’s License Requirement:  A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated  
  • Meet eligibility requirements for appointment as a Special Constable, which are:
    • Canadian Citizen or permanent resident of Canada
    • Lawfully eligible to work in Canada
    • At least 18 years of age
    • Not been convicted of a criminal offence or been convicted of an offence for which a pardon has been granted.
    • Proof of valid Standard First Aid Certificate and valid CPR-Level C
    • Must learn, meet and maintain Transit Special Constable Services standard in the use of oleoresin capsicum (OC) spray, baton and the use of force continuum
    • Candidates will be required to undergo physical fitness testing with the Transit Special Constable Recruiters. Candidates will be required to successfully complete the Ontario Police Fitness PIN test.

  • Supply Management including APQP, Launch, PSA’s and crisis management.
  • Maintain effective communication with internal and external customers to ensure program requirements are met.
  • Interpret regulatory quality documents in order to apply them to manufacturing and quality systems.
  • Be actively involved in quality planning of the supply base (Control Plans, APQP, FMEA, PPAP, MSA).
  • Identify gauging methods required for the supplier to ensure quality requirements are met,
  • Participate & lead in APQP meetings.
  • Initiate and participate in 8D Problem solving meetings with suppliers.
  • Review accuracy of process documentation and update as required.
  • Supplier development activities (Prototype running, pre-production process analysis, run at rate on site, early containment evaluation, process production release)
  • Part Readiness follow up and support.
  • Safe launch assurance and /or red launch follow up and solution.
  • Follow up on lessons learned matrix and read across, ensure added to engineering feasibilities by commodity/component.
  • Willingness to travel as needed.

 

Qualifications

  • A bachelor's degree in engineering or related engineering experience is required.
  • Five to seven years of related experience.
  • Experience with risk analysis and problem failure modes and effects analysis (FMEA) for automotive products
  • Experience in writing and executing engineering test protocols. Write quality assurance reports that describe manufacturing problems, corrective actions taken and preventative measures needed. Proposals are usually written for non-technical audiences such as clients and management.
  • Ability to make presentations to senior management during annual meetings to provide an overview of areas such as product costing, maintenance and equipment failures which need to be considered when planning for the coming year.
  • Read operating and quality assurance reports to understand technical and operational information about facilities, processes and equipment.
  • Experience in drawing interpretations and geometric dimensional tolerancing. Knowledge and experience in gauging methods, calibration, and gauge R and R’s. Ability to take precise measurements using specialized equipment and techniques.
  • Lead and co-ordinate project teams which include other engineers, technologists, clients and contractors when designing, developing and building products or facilities.
  • Proficient with MS Office and CAD applications. Familiar with material processes and IATF/TS16949 standards. Experience with the use of statistical analysis software and computer-assisted design, manufacturing and machining.
  • Attend formal professional development seminars and conferences as needed. Conduct self directed studies by reading journals and trade publications. Must be aware of new technologies and advances in the engineering field.
