Job Summary
Under the supervision of the Senior Financial Business Partner, this position performs professional accounting duties.
Duties & Responsibilities
- Prepares, or assists with the preparation of financial reports, reconciliations and analysis.
- Acts as a technical resource for the project managers and accounting staff, as required.
- Provides direction, as necessary, to ensure proper accounting processes are completed within the required time-lines.
- Assists with the maintenance of records and reports in the accounting system; analyses actual costs and revenue; reconciles actual costs to estimates, and submits reports, as required.
- Assists with reporting and preparing claims for projects which are cost-shared with senior governments and/or their agencies.
- Reviews, compiles and maintains accounting documentation for the management and approval of contractual commitments.
- Assists with annual audits by preparing supporting documentation packages and answering inquiries from auditors for government funding.
- Assists with the preparation of capital and operating budgets, provides analysis of actual results in comparison to budget and provides annual comparative cost information as required.
- Participates in systems design and implementation and business process reviews, ensuring adequate internal controls are present.
- Establishes and maintains liaison, as directed, with the government funding partners for ad-hoc inquiries, periodic meetings and to solve and rectify problems.
- Assists with the investment reconciliations and reporting.
- Performs other related duties as assigned.
Qualifications
- Degree in Business Administration or equivalent discipline
- Three years' related experience in analysis, reconciliation and completing claims for government funding and other contractual items.
- Thorough knowledge of cost accounting and budget procedures.
- Demonstrated ability to prepare and present accounting and financial reports.
- Ability to analyse business and technical requirements, processes and data, identify gaps and provide creative solutions.
- Ability to establish and maintain effective working relationships with staff.
- Ability to direct and support staff to achieve results.
- Ability to negotiate "win-win" agreements by involving stake-holders, dialogue, resolving problems and building consensus.

• Resolves recurring problems contributing to violations and conflict with the driving public, merchants and homeowners by analyzing complaints and the results of court cases, reviewing procedures and signage accordingly and making recommendations for signage and bylaw changes.
• Administers bylaws and regulations relating to the section, as well as ensuring staff are kept informed of any pertinent changes.
• Ensures the provision of service using current Parking Enforcement policies, systems and technology including use of an electronic pay parking system and complementary web-based ticketing system.
• Prepares, administers, and audits the annual enforcement operating budget, statistics and reports.
• Oversees the use of technologically advanced equipment and vehicles in the provision of parking enforcement services, including procurement, maintenance of equipment, troubleshooting, managing contracts with 3rd party vendors, arranging for repair and maintenance including warranty work, and providing staff training and mentoring in the use of equipment.
• Monitors and manages the parking enforcement contract and directs work of these contract staff through the contract Supervisors, to ensure enforcement and document delivery service requirements are met.
• Serves as the City representative in court on a weekly basis to testify as to enforcement practices in the issuance of tickets and verify equipment/stations were working when tickets were issued. This work involves, preparation of evidence packages, research, compiling documentation, and reviewing the enforcement process and evidence (photos etc.) specific to the situation to confirm validity of tickets.
• Prepares disclosure packages in a timely manner at the request of the Solicitors office.
• Provides coverage for other parking staff positions as required including the Customer Service Coordinator, Parking Operations Manager and Policy and Permitting Manager. Acts for the Parking Services Manager on occasion, in their absence.
• Provides advice, technical and training support to staff in other Divisions responsible for managing parking enforcement contracts for civic initiatives such as street sweeping or clearing,
• Oversees all requests for ticket reviews (RTR’s) in conjunction with tickets issued in conjunction parking infractions, including providing training and management support for other staff involved in this review process.
• Represent Parking Services on internal committees and provides expertise on potential parking related matters in consideration of a special events, maintenance projects or other internal initiatives which may impact or draw on parking considerations and identifies appropriate processes and mitigating strategies.

Qualifications
Education, Training and Experience Requirements
- Graduation from a recognized, two-year, post-secondary program in business, management, engineering, or related discipline.
- One to three years’ progressively responsible related experience.
- Possession of a valid Class 5 Saskatchewan Driver’s Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.
Knowledge, Abilities and Skills

- Assists with evaluating solutions for improvements in the Department’s Records and Information Management procedures and processes.
- Assists with establishing goals and priorities, setting standards, and evaluating effectiveness of the operation to achieve greater efficacy of services to ensure the achievement of operational, administrative and legislative requirements.
- Analyzes and identifies Department records to determine appropriate classification and retention.
- Assists with administrative tasks related to requests for information under The Local Authority Freedom of Information and Protection of Privacy Act, including the management of confidential information and records pertaining to the requests.
- Assists staff with training and use of the electronic records and information management software and other day to day records and information related matters.
- Scans, edits and indexes all documentation. Maintains proper filing system of documents according to the corporate filing policy.
- Types, formats and processes a variety of Department correspondence, manuals and reports, from written copy and electronic sources.
- Participates in continuing records management education, e.g., Association of Records Managers and Administrators seminars.
- Performs other related duties as assigned.
Qualifications
Education, Training and Experience Requirements:
- Grade 12 education.
- Graduation from a business college.
- Typing speed of 55 w.p.m.
- Three years' diversified and progressively responsible office experience.
Knowledge, Abilities and Skills:
- Considerable knowledge of business English and arithmetic.
- Considerable knowledge of modern office practices and procedures.
- Knowledge of the terminology used in building design and construction.
- Ability to establish and maintain effective working relationships.
- Ability to prioritize duties and responsibilities.
- Ability to make decisions in accordance with established policies and procedures.
- Skill in the operation of a computer with word-processing, spreadsheet and database software.
Weekly Hours: 36.67
Salary Range: $51,508.08 to $56,787.36 CAD per annum (2023 rates)
