Main Purpose & Function
This is skilled shop and fieldwork at the Journeyperson level, performing variety of welding, brazing, burning, drilling and tapping tasks relative to the Fabricating Trade and specialized related tasks involving maintenance, repair and alterations at major recreational facilities, buildings, structures and marinas, etc. This position must be able to effectively direct subordinates and work with minimal supervision on a variety of tasks including, but not limited to fabricating tasks both in the shop and at all parks facilities, fabricating and welding in the construction of backstops, fences, gates and alterations, repair and maintenance of buildings, rinks, pools, marinas and park structures.
Specific Duties & Responsibilities
The Journeyperson Metal Fabrication performs duties using innovative techniques, best practices and materials to improve quality, reduce costs, and improve productivity. Must have ability to read and work from blueprints and sketches. Provides estimates of work and performs related work, as required.
Qualifications
Education and Experience:
- Completion of grade 10 supplemented by technical courses related to the work with considerable Journeyperson experience.
- Trades Qualifications recognized in British Columbia with an Interprovincial Seal in the Metal Fabricating Trade.
- Recognized ITA Welding Ticket required
Knowledge, Skills and Abilities:
- Thorough knowledge of the standard practices, methods, tools, materials and equipment used in the metal fabricator trade.
- Thorough knowledge of the use and care of tools and equipment in forging, finishing and fitting a variety of metal parts and objects in the maintenance, overhaul and repair of construction and maintenance equipment.
- Considerable knowledge of the hazards and proper safety precautions of the trade.
- Ability to weld cast iron.
- Ability to work from sketches, blueprints and oral and written instructions.
- Ability to lay-out and make patterns.
- Ability to effectively supervise one or more subordinates engaged in less complex metal fabricating work.
- Ability to fit and repair body panels.
- Advanced skill in the use and care of the tools, materials and equipment used in forging, welding, cutting, hardening, tempering, shaping, bending and otherwise working metals.
- Ability to operate vehicles and heavy duty equipment.
- Ability to perform heavy manual labour.
Drivers License and Record Checks
A current and valid Class 5 BC Driver’s License or higher and a Satisfactory National Safety Code driving record required
- 5 years accumulation of no more than 9 points, not in excess of 3 points per single year
- 3 years accumulation of no more than 1 preventable work related driving or equipment operating accident in any single year

The Senior Drinking Water Engineer is responsible for managing programs that support the renewal and replacement of aging water infrastructure. Key Contacts and Reporting Relationships

Specific Duties/Responsibilities
Leadership and Resource Planning
- Manages of a team of Engineers, Engineering Assistants, and Surveyors responsible for capital project design submissions and project management documents
- Recruits, selects, coaches and mentors team staff
- Assigns responsibilities/tasks and completes performance plans/reviews and training plans
Planning, Design & Construction
- Manages and oversees the quality control of water and multi-disciplinary (i.e., water, sewer, streets) capital projects, in accordance with the City’s Project Management Framework
- Responsible, as the Engineer of Record, for all capital design submissions generated by the team, including Direct Supervision requirements of subordinates
- Ensure all team members and design submissions adhere to the Quality Management System (QMS) and Professional Governance Act (PGA) requirements
- Oversees constructability planning during design submissions for cost effective construction implementation
- Coordinates and liaises with Waterworks Asset Management, Planning, and Development groups during capital project planning and detailed design
- Liaises with other City departments to coordinate the design, planning, and construction of Waterworks projects
- Develops and maintains construction schedule and budget; oversees progression and budgetary expenditures of capital projects.
- Completes post construction evaluation of project closing tasks
- Oversees the scoping, procurement and management of professional design service contracts, as required, for the replacement or rehabilitation of linear Waterworks assets

- Communicates with the public, consultants, and staff across the city departments

Qualifications
Education and Experience:
- Bachelor’s degree in Civil Engineering with a Professional Engineer designation and minimum of eight years related experience in the design and construction of water infrastructure, or an equivalent combination of education, training and experience
- Experience in developing and managing budgets for infrastructure capital works
- Registration or eligibility for registration as a Professional Engineer in British Columbia
Knowledge, Skills and Abilities:

Qualifications
Education and Experience:
- Completion of the twelfth school grade supplemented by either completion of electrical apprenticeship or recognized electrical technician courses/program.
- Considerable experience as an electrical designer or electrical technologist, electrician or any equivalent combination of training and experience.
- Experience in street lighting design and traffic signal design will be considered an asset.
- Knowledge of AutoCAD, AGI32, Word, Excel and ETAP is considered an asset.
Knowledge, Skills and Abilities:
- Knowledge of the Canadian Electrical Code (CEC), City of Vancouver Design Guidelines and Construction Standards, Master Municipal Construction Documents (MMCD), the International Municipal Signal Association (IMSA) specifications and the Uniform Traffic Control Device (UTCD) standards, and the Illuminating Engineering Society (IES) of North America standards and lighting simulation.

- Develops training materials and manuals on a wide variety of specific safety training subjects; delivers or provides others with training on the delivery of same; develops and maintains related records to capture information required for safety training regulatory audits.
- Liaises with a wide variety of internal and external contacts; attends Branch joint health and safety committee meetings and provides advice related to the work.
- Maintains training and procedures manuals, reports, records, and statistics according to standards required by BC’s OHS Regulation, responds to questions and provides audit related information to regulators.
- Assists branches with investigating accidents, prevention, and promoting safety.
- Oversees the Occupational First Aid program, selects in-house staff for Occupational First Aid Attendant training and certification; and orders and ensures adequate first aid supplies at all required Engineering sites.
- Administers first aid as required
- Provides direction to temporary staff engaged in a variety of safety related matters such as Respirator Fit testing, as required.
- Maintains a work place incident database and related records; prepares correspondence and a variety of reports.
- Other duties/responsibilities as required.
Qualifications
Education and Experience:
- Completion of a recognized two-year diploma program in Occupational Health and Safety or an equivalent combination of education and experience.
- Working towards Canadian Registered Safety Professional (CRSP) Designation (or eligible to apply) an asset.
- Occupational First Aid Level II or III Certification required.
- Experience in safety program development, implementation and monitoring in the field of engineering operations.
- Municipal safety experience is preferred.
Knowledge, Skills and Abilities:
- Thorough and current knowledge of BC’s Workers’ Compensation Act & Occupational Health and Safety Regulation, other applicable regulations and industry best practices.
- Knowledge of confined space entry, fall protection, asbestos, emergency management, lockout protection, excavation safety, fit testing, provision of first aid and occupational hygiene.
- Thorough knowledge of the principles, practices and procedures used in occupational health and safety risk assessments, and incident investigations.
- Considerable knowledge of occupational health and safety and auditing requirements and standards.
- Excellent organizational skills and attention to detail.
- Strong analytical and problem solving skills.
- Excellent customer service skills and the ability to deal tactfully and effectively with the public and staff.
- Strong interpersonal, written and oral communication skills.
- Ability to write comprehensive reports and prepare and maintain accurate records, statistics and correspondence.

Key Concierge Activities

- Offer assistance for any special needs.

Qualifications
Technical:
- Knowledge and experience as Customer Experience Specialist - Airport would be considered an asset.

- Strong knowledge of local city attractions, events, hotels, restaurants and services.
- Ticketing experience would be considered an asset.
- Microsoft office (word, Excel, PowerPoint, and Outlook).
