Main Purpose & Function
The Electrical Technician I will perform detailed technical work including designing, estimating, inspecting, providing technical reviews, ordering materials, developing project scope and coordinating projects related to City's electrical and communication infrastructure and within responsibilities of Traffic, Electrical Operations and Design – Electrical Design department.
The regular work hours for this position are 7:00 AM to 3:00 PM, Monday to Friday. This position is based in National Works Yard, 701 National Avenue. The successful candidate may be required to adjust shifts and change locations as per operational needs.
Specific Duties & Responsibilities
- Develop design solutions (street lighting, traffic signals, power distribution, communication systems etc.) that meet all applicable codes, standards and regulations.
- Conduct site surveys, inspections or technical investigations to collect data for engineering projects.
- Liaison with internal and external customers, other City divisions/departments, electricians, superintendents, civil crews, project coordinators/managers, consultants, various Business Improvement Associations and general public.
- Provide estimates for construction (labor and material) using in-house software.
- Perform development reviews (for off-site scope) and utilities reviews
- Perform night inspections and attend public meetings as required.
- Provide support for Organizational Quality Management (OQM) program compliance activities such as document control, quality control, process improvement and field reviews.
- Review work of draftspersons and other technicians.
- Perform other administrative and technical functions in support of engineering activities as required.
Qualifications
Education and Experience:
- Completion of the twelfth school grade supplemented by either completion of electrical apprenticeship or recognized electrical technician courses/program.
- Considerable experience as an electrical designer or electrical technologist, electrician or any equivalent combination of training and experience.
- Experience in street lighting design and traffic signal design will be considered an asset.
- Knowledge of AutoCAD, AGI32, Word, Excel and ETAP is considered an asset.
Knowledge, Skills and Abilities:
- Knowledge of the Canadian Electrical Code (CEC), City of Vancouver Design Guidelines and Construction Standards, Master Municipal Construction Documents (MMCD), the International Municipal Signal Association (IMSA) specifications and the Uniform Traffic Control Device (UTCD) standards, and the Illuminating Engineering Society (IES) of North America standards and lighting simulation.
- Considerable knowledge of the principles and theory of electricity and electronics and their practical applications.
- Ability to multitask and prioritize work efficiently.
- Ability to estimate labour/material costs for complex projects.
- Ability to prepare, read, and interpret engineering drawings and specifications.
- Ability to direct and supervise the work of subordinates engaged in technical field and office duties.
- Ability to perform research tasks and compile statistical and narrative reports as required.
- Ability to establish and maintain cooperative working relationships with all internal/external stakeholders and the public.
- Ability to enforce rules and regulations with tact.
Driver’s License and Record Checks:
- A current and valid Class 5 BC Driver’s License or higher.

- Reporting and Analytics:

- Assists client departments in identifying opportunities for HR metrics for Workforce Planning, JEDI (justice, equity, decolonization and inclusion) and other key HR related processes and priorities.

- Performs Seniority calculations and other union related reporting
- Creates and updates Privacy Impact Assessments related to new data initiatives
- Systems support and maintenance:
- Reviews and responds to Help Calls related to HR systems, including in-house applications and SAP SuccessFactors.

Qualifications
Education and Experience:
- Bachelor’s degree in Human Resources, Statistics, Business Analytics, Information Technology or a related discipline and 5 years of data analysis and visualization or an equivalent combination of education, training, and experience
- Experience supporting and administering HR Management Systems such as SAP SuccessFactors
- Experience supporting and facilitating multi-stakeholder initiatives and engagements at all levels

This position is primarily responsible for the efficient operation of the landfill gas control system at the Vancouver Landfill in Delta. More specifically, the position is to maximize gas collection and utilization while at the same time minimizing the risk of landfill fire, emission of greenhouse gases/odours and ensuring the safety of the staff/public. This position will be based out the Vancouver Landfill in Delta, BC. Regular hours of work are between 7:00am to 3:00pm, Monday through Friday, however there is an after-hours standby and response component to the position that could include working weekends and holidays. This duty is shared between other Engineering Assistants in the Branch. Work location and days/hours may be subject to change in accordance with the Collective Agreement and operational requirements.
Specific Duties & Responsibilities
- Conducting Landfill gas well field monitoring including data logging for the well field, manifolds, and flaring station.
- Routine maintenance, troubleshooting and calibration of instruments used for monitoring including: Landtec Gem 5000, Draeger Gas Monitors, Trimble devices etc.
- Installation, operation and maintenance of the landfill gas pneumatic pumping system.
- Routine field monitoring including liquid levels, temperature probes (permanent and down well), pipeline inspection camera operation and data interpretation, and equipment inspections.
- Routine and reactive maintenance on all field equipment related to the landfill gas system.
- Analysing, interpreting, and presenting data to other Engineering Assistants and landfill management staff, including identification of trends or anomalies and recommendations for follow on work
- Liaising with contractors or other City forces and consultants who provide contracting and professional services with respect to the operation of the system.
- Landfill gas data management and analysis, using specialized data management software.
- Reading, reviewing and updating safe operating procedures related to landfill gas tasks.
- Conducting presentations and tours of the Landfill and/or Landfill Gas system as needed for staff and members of the public.
- Backfilling for GPS survey technician for minimal periods.
- Backfilling for other landfill gas technicians during vacation or absence.
- Participating in the roster for after-hours call out for monitoring the onsite flare station.
- The incumbent will be responsible to carry out their assignned tasks, determining their own task schedule based on the deadlines.

Qualifications
Education and Experience:
- Completion of a program in Environmental Protection Technology, Environmental Engineering Technology, Mechanical Engineering Technology, and some experience as an Engineering Assistant I or an equivalent combination of education and experience.
- Canada Safety Council UTV/ATV Operators Certificate or equivalent is an asset.
- Experience using handheld measurement equipment is an asset. Examples of equipment include: Landtec GEM or other landfill gas analyzer with data logging capability, personal gas monitor, and GPS equipment (Trimble or similar).

The Equipment Operator III is responsible for the operation and maintenance of equipment involved with stump grinding. Stump grinding operations is an important and necessary role that supports the continuation of the Urban Forest. Position will report directly to the Superintendent of Urban Forestry and may involve the supervision of two or more subordinates.
Specific Duties and Responsibilities
- Operates and services a large stump grinder. Two units are towable, and the other one is a mounted tow behind.
- Stump grinding will occur in parks and on streets, citywide.
- Operator is required to interpret and understand the Call-One packages of information. All work with machinery impacting underground requires a Call-One and an information package identifying underground utilities.
- Operator will be responsible for completion of VanTree work orders.
- Position is a physical job, and one that requires shoveling debris from truck, or trailer and/or shovel soil and debris from ground into a truck or trailer.
- Operator will be required to remove wood debris from sites as part of completion of the stump removal.
- Operator will be required to operate a chainsaw or reciprocating saw to sever large roots or cut stumps below grade

Qualifications
Education and Experience:
- Completion of grade 8 supplemented by experience in the operation of equipment such as heavy road rollers and related equipment is desirable

The Project Manager will work collaboratively with multidisciplinary civil consultants, interdepartmentally within Engineering Services, and with other CoV departments such as Law, Planning, Parks, Facilities, Real Estate, Supply Chain Management and Development Services to identify stakeholder and partner requirements and ensure successful planning and implementation of projects. The Project Manager will help shape and advance project and quality management standards across the Department and be responsible for their practical and consistent application in which the role operates.
The Project Manager I will work in a matrix environment supporting client business units leading cross functional project teams, which will include Engineers, Engineers-In-Training, Superintendents, Engineering Assistants, and other technical and support roles. They will also work closely with staff third party consultants and/or contractors, key business stakeholders and user representatives to ensure their requirements are well understood and addressed.
It is anticipated that the successful applicant will support project management and coordination of several high profile, complex and high-risk civil infrastructure projects ranging between $1M to $50 M. These projects involve numerous internal and external stakeholders, expedited construction timelines, and challenging urban site conditions.
Specific Duties and Responsibilities
- Supports the Senior Project Manager in cross discipline design and construction projects.
- Plans out the projects in detail, clearly identifying project scope, budget and schedule as well as project risks, project organization and project management approach. Documents the plans in a Project Charter document.
- Engages with subject matter experts to prepare terms of reference for technical consulting services related to civil engineering design and construction; and complete the tendering and selection process, or work with internal operational forces to deliver the design packages.
- Coordinates and manages inter-departmental review processes for project design drawings and standards, escalating any identified conflicts as necessary to senior staff for resolution.
- Executes projects according to the approved Project Charters.
- Ensures all relevant City Departments are consulted in the process and progress of the project.
- Assists with management of multiple consultants and contractors.
- Assists with all relevant local, provincial and federal permit applications.
- Monitors, forecasts, and reports on project status (cash flows and scheduling).
- Procures project resources (e.g., design, construction and contract administration services).
- Project reporting, cost estimating, scheduling and measuring project performance.
- Applies and contributes to all Engineering Project and EGBC’s Organizational Quality Management principles and requirements, as defined by the Engineering Project Management Office.
- Develops and implements various project management plans.
- Assists the project team with presentations, public engagement and meetings with various members of the public, stakeholder community groups, and partners. Facilitates stakeholder inputs to arrive at optimum solutions.

Qualifications
Education and Experience:
- Bachelor or Master Degree in Architecture, Planning, Construction Management, or Engineering from a recognized post-secondary institution or an equivalent combination of education and experience.

- Experience in delivering design and construction of civil engineering infrastructure an asset.
