Key Contacts and Reporting Relationships

Specific Duties/Responsibilities

  • Acts as a resource, and provides assistance and support to other Training Officers
  • Assists with the planning and onboarding of training new Recruits, including coordinating access and supporting logistics.
  • Arranges for production, printing and collation of course materials.
  • Edits, formats and proofreads training materials and internal correspondences.
  • Assists with validating training materials, updating and adding new material to the Learning Management System.
  • Maintains and audits records management system (RMS).
  • Monitor and track training progress.

Minimum Qualification Requirements
Education and Experience:

  • Completion of Grade 12, preferably supplemented by additional education and training in business, communications, project management support, adult education, or other related fields

Knowledge, Skills and Abilities:

The Engineering Assistant IV oversees the green infrastructure capital construction projects and assists in the planning, design, construction and maintenance of the City’s green infrastructure. The position will focus primarily on overseeing and coordinating construction projects associated with the delivery of green infrastructure capital programs integrated in to streets and public spaces. 


The position reports to the Senior Project Manager and receives technical direction and supervision from Landscape Architects and Civil Engineers. 

 

Specific Duties and Responsibilities

  • Completes and coordinates technical design reviews and ensures prepared designs meet City design standards that are sustainable and maintainable for City Operations
  • Interprets engineering drawings and work packages; verifies technical information and documents field observations
  • Coordinates/leads pre-construction and construction planning activities including developing/compiling construction packages across various branches. This includes, but is not limited to: the preparation of construction sequencing; scheduling/staging plans; preparation of cost estimates; identification and preparation of site-specific reports; and initiation/ execution of project notifications
  • Collects, coordinates, integrates and controls the project lifecycle scope, cost and schedule on select projects in the planning and implementation of capital construction projects related to green infrastructure on City streets
  • Assists in the inspection and the reporting of construction work and materials
  • Liaises with City Operations and City Inspection staff to ensure efficient and effective implementation of construction methods as per defined City standards (whether constructed in-house or by an external contractor)
  • Assists in the development and maintenance of project documentation: Project Charter, Project Execution Plan, risk register, stakeholder plans, schedule, cost tracking and reports
  • Liaises with consultants, contractors, engineers, other professionals, stakeholders and regulatory agency representatives for the purpose of coordinating the design and construction phases
  • Provides regular status report updates to the Senior Green Infrastructure Engineer and Project Managers and Project Stakeholders by monitoring progress throughout the design and construction phases of the project
  • Responsible for overall cost management on projects and oversees project account details, Change Order requests, invoicing and other cash flow processes as required
  • Leads and oversees procurement activities with Supply Chain Management where required (including preparing RFPs/ITTs, reviewing proposals and assisting in submission evaluation)
  • Leads project closeout procedures including deficiency walkthroughs, document archiving, account closures and completion/warranty notifications
  • Leads regular project meetings and responsible for documenting and filing minutes
  • Other duties/responsibilities as assigned

 

Qualifications

Education and Experience:

  • Diploma or Certificate in Civil Engineering, Landscape Architecture, Construction Management, Transportation/Utility coordination (green infrastructure-focused) supplemented by advanced technical courses and considerable related practical experience in municipal engineering, landscape architecture, design, and/or construction, or an equivalent combination of education, training and experience 

 

Knowledge, Skills and Abilities:

  • Sound knowledge of green infrastructure design principles and methods, including green infrastructure design typical standards, guidelines, and best practices
  • Understanding of developing and compiling construction packages and of construction methods – particularly in green infrastructure construction within streets in an urban environment
  • Considerable knowledge of civil and landscape construction methods and materials related to green infrastructure as well as other associated construction activities/relocations (eg. drainage, water services, electrical, duct banks etc.)
  • Thorough understanding of the City’s Streets Restoration Manual and MMCD standards
  • Knowledge of Project Management and Organizational Quality Management processes and the City’s Project Management Framework
  • Knowledge of procurement procedures and contract administration; experience working with external consultants/contractors
  • Ability to read and interpret engineering drawings/specifications and problem solve with accuracy in a technical environment
  • Ability to prioritize and organize work; ability to work independently in a fast-paced, multiple and competing deadline environment
  • Excellent interpersonal skills; excellent written and verbal communication and conflict resolution skills
  • Ability to assign, schedule, and review work, manage workloads, and foster a team environment.
  • Ability to supervise the work of contractors or other subordinate staff engaged in technical field or office tasks

Qualifications

Required Qualifications:
 
  • Bachelor's Degree in Computer Science or related technical field AND 2+ years technical engineering experience with coding in languages including, but not limited to, C, C++, C#, Java, JavaScript, or Python
    • OR equivalent experience.
  • 2+ years of experience delivering commercial-quality software products for consumers or enterprises.

Software Engineering IC3 - The typical base pay range for this role across Canada is CAD $83,600 - CAD $159,600 per year.

Job Details

Main Purpose and Function
Performs routine to skilled maintenance and cleaning of ice rinks, dressing rooms, refrigeration plants and surrounding facilities, assists in janitorial and preventative maintenance duties, performs related duties required or assigned.  Is actively responsible for a variety of functions and activities related to the preventive maintenance and repairs of ice rink surface using the ice resurfacing machine and performs routine janitorial job functions.  Work is performed as assigned or on a rotating shift basis.

 

Specific Duties/Responsibilities

  • Operates services and maintains ice rink surfaces and refrigeration plants and related equipment
  • Scrapes, floods and paints lines, maintains ice surface in proper and safe conditions using the ice resurface, edging equipment and hosing methods
  • Changes and adjusts blade on ice resurfacing machine, inspection checks and records operating hours, machine and battery conditions 
  • Cleans, inspects and makes minor repairs on the rink board system
  • Inspects and assists in rink glass replacement process
  • Maintains rink dressing room cleanliness, inspects condition and records/reports to supervisor
  • Keeps ice rink and facility areas, walkways and equipment clean, serviced and safe
  • Maintains  daily records pertaining to the ice rink refrigeration operation and overall building
  • Performs and assists the Maintenance Technician in completing general maintenance and shut down and/or start up by following safety operating procedure on the refrigeration plant system
  • Connects, assists access for trades and contractors in completing building maintenance and service  
  • Reviews and monitors refrigeration plant maintenance activities to ensure compliance with BCSA – BC Safety Authority and Regulations 
  • Assists in reporting and preventing facility vandalism
  • Performs basic preventive maintenance and lubrication on pumps, motors and related equipment
  • Secures facilities and grounds for the purpose of minimizing property damage, loss and liability and ensuring safety at work site
  • Maintains a cooperative working relationship with those contacted in the course of work
  • Performs routine janitorial job functions and responsibilities
  • Cleans changing rooms and washrooms
  • Ensures proper labeling, dilution and use of all chemicals
  • Wears proper personal protective equipment at all times
  • Cleans grounds and parking lots of litter, glass or other debris
  • Removes snow from sidewalks, driveways and parking areas, using snowplows, snow blowers and snow shovels and spreading ice melt/salt in areas
  • Monitors building security and safety be performing such tasks as locking doors after operating hours and opening doors for regular operating hours, checking to ensure that hazards are not created or prevented
  • Plays an active role in reporting and investigating emergency situations 
  • Makes rounds of the building and grounds at regular intervals at night inspecting doors, windows, and locks to see that they are properly and securely fastened
  • Observes appearances and conditions of premises and equipment, reports needed repairs, service, safety hazards or conditions requiring attention to the supervisor
  • Replaces light bulbs and fluorescent tubes and tags accordantly if ballast failure
  • Coordinates the work of janitorial team by assigning, scheduling and assessing the competition of work and tasks
  • Ensures quality control and best practices by inspecting work in progress and upon competition
  • May assist in completing monthly workplace inspections as required
  • May work independently with little or no supervision
  • Completes other duties/responsibilities as assigned

 

Minimum Position Requirements

Required Training, Certifications and Experience:

  • Completion of Grade 10; preferable supplemented by technical training related to the work plus some related experience; completion of a recognized program in building service work OR an equivalent combination of training and experience.  
  • Ice Facility Operator or Refrigeration Operator (5th class refrigeration) Certificate from the BC Safety Authority.
  • Valid driver’s license required – Drivers abstract

Preferences:

  • High School Diploma or GED
  • At least two (2) years of related experience or an equivalent combination of education and experience related to the job description


Knowledge, Skills and Abilities:

  • Knowledge of operations, maintenance and requirements of an ice rink and refrigeration plant and overall recreation facility
  • Knowledge of basic preventative maintenance of pumps, motors, safety equipment and other items related to an ice rink and refrigeration plant
  • Knowledge of operating and maintaining a variety of ice rink facilities and equipment
  • Basic knowledge of janitorial and grounds maintenance practices
  • Knowledge of safety procedures and equipment related to the work
  • Ability to maintain accurate records and files
  • Ability to interpret, apply and explain policies, procedures and guidelines
  • Ability to understand and following oral and written directions
  • Knowledge and understanding of the Emergency Evacuation Procedures and knowing your key responsibility
  • Ability to perform a variety of routine manual tasks in care, cleaning and general maintenance of building  
  • Good communication and interpersonal skills
