Job Description
Major Responsibilities:
Reporting to the Manager, Operations Coordination, Transfer Stations & Landfill Operations , the incumbent:
- Liaises with Ministry of the Environment, Conservation and Parks (MECP) for all Environmental Compliance Approvals (ECA) applications, amendments, and other relevant regulatory requirements. Also, liaise with Ministry of Labour, Immigration, Training and Skills Development of Ontario (MLITSD) if required.
- Ensures that appropriate approvals for the division are in place in accordance with provincial legislation and regulations.
- Provides technical support to the Operational units of the Solid Waste Management Services Division (SWMS).
- Liaises with municipal and provincial officials and with industry on matters related to operational planning and facility approvals.
- Assist, review and submit the Annual ECA compliance reports, other relevant reports including but not limited to Methane reporting, Stormwater reporting, National Pollutant Release Inventory (NPRI), ChemTRAC, Greenhouse reporting as required by Provincial and Federal regulations.
- Assists in preparing engineering analyses, and evaluates and recommends new systems, work procedures and technologies with the potential to improve performance.
- Prepares technical and other reports, including staff reports for Committee and Council on matters related to the operations.
- Compiles and analyzes data from Solid Waste Management programs.
- Consults with appropriate management staff of various City divisions and with other levels of government, both regional and provincial, and representatives of industry, in conjunction with the ongoing operation of Solid Waste Management Services Operations
- Assists in the development of appropriate health & safety policies and safe operating procedures
- Represents the City of Toronto in Solid Waste Management discussions with industry, government, and environmental stakeholders.
- Participates in the review and formulation of policies, performance standards and procedures in accordance with the Environment Management System and Occupational Health & Safety Management System.
- Liaises with Infrastructure Development and Asset Management staff in the preparation of Requests for Proposals, and assists in valuating responses
- Maintains up-to-date knowledge of technological developments in the field of solid waste management.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Qualification as an Engineer, as defined by Professional Engineers Ontario (PEO)
- Experience with Environmental Compliance Approvals (ECA) applications and working Ministry of the Environment, Conservation and Parks.
- Knowledge of civil, mechanical, biological, or chemical engineering principles and practices as they relate to solid waste management.
- Knowledge of municipal, provincial, and federal legislation and regulations governing solid waste management, including knowledge of the Environmental Assessment Act, the Environmental Protection Act, the Ministry of Environment Act, Occupational Health & Safety Act and regulations made thereunder.
- Proficiency in the use of computerized systems, such as Microsoft Office
- Ability to read, interpret, and report on design drawings, specifications, technical reports and correspondence is necessary. Well-developed technical skills, including problem-solving and analytical skills, are expected.
- Well developed verbal and written communication and human relations skills, including the ability to prepare concise, accurate technical reports and correspondence, and develop solid internal and external relationships with an ability to work well in a team environment
- Sound judgement in personnel and public relations, with the ability to represent the Division in a variety of situations
- Knowledge of the City of Toronto government structure and procedures.
- A valid Ontario Class G driver's licence and the ability to pass a test to be qualified to receive a City operator's licence is required.
- Possession of a Canadian Registered Safety Professional (CRSP) certification.
