Reporting to the Deputy Chief Technology Officer, Technology Standardization Delivery, the Senior Enterprise Solutions Technical Lead will provide technical leadership to the City of Toronto (COT)_ Integrated Business Management System (IBMS) program. This role is critical to driving technical, strategic direction for the implementation of the application while providing leadership to the technical team that will support the project. The Senior Enterprise Solutions Technical Lead is also responsible for planning and coordinating the sustainment change impacts and specialized work packages for the IBMS project, working closely with the Program Director, Project Managers, Platform Owner, team members and other divisional stakeholders. This individual will focus on strong partnerships and apply proven communication and problem-solving skills to guide and assist the project on work packages related to technical leadership on the platform and foundation technologies, change management, user access and technology administration.



Responsibilities in this role will vary; specifically, you will:



Major Responsibilities:
 

  • Develops and implements detailed plans and recommends policies regarding program-specific requirements.
  • Manages, motivates, and trains the unit's staff, ensuring effective teamwork, high work quality and organizational performance, continuous learning and encouraging innovation in others.
  • Supervises the day-to-day operation of all assigned staff, including the scheduling, setting and reviewing work.
  • Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, and recommends disciplinary action when necessary.
  • Develops, recommends, and administers the annual budget for the unit and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
  • Leads the definition, design, and implementation of foundational enterprise solutions, providing technical leadership and subject matter expertise in areas including platform and basis technologies, enterprise change management, User Access administration, and Tech Admin (NetWeaver/Basis).
  • Develops and delivers long-term strategic goals for enterprise solution implementation and standards with business users, divisional managers, clients, and other key stakeholders.
  • Develops and implements critical components of enterprise solutions and information. Ensures continuous research and updates of the enterprise solutions based on the needs of the City.
  • Ensures solutions, data strategies, and architectures comply with regulatory requirements.
  • Oversees the technical design and implementation for corporate City of Toronto enterprise solution environments.
  • Oversees design of enterprise solution architecture to fulfill current and future organizational needs.
  • Assesses current technical architecture and develops future enterprise solution design.
  • Creates short-term tactical solutions to achieve long-term objectives and the overall roadmap.
  • Develops and promotes enterprise solution methodologies and standards.
  • Addresses solution-related problems concerning integration, compatibility, and multiple­ platform integration.
  • Identifies and develops opportunities for solution reuse, migration, and retirement.
  • Assesses and determines governance, stewardship, and framework for managing data across the organization.
  • Establishes mechanisms for monitoring and compliance with technology and information governance policies and practices.
  • Enforces technology and information governance standards and policies, including change and user access management.
  • Ensures solutions and data quality management practices and standards are adhered to.
  • Establishes methods and procedures for measuring solution and data quality and tracking improvements.
  • Establishes processes for governing, identification, collection, and use of corporate metadata and takes steps to assure metadata accuracy and validity.
  • Oversees mapping of data sources, data movement, interfaces, and analytics while ensuring data quality.
  • Conducts solution and data capacity planning, life cycle, retention, usage requirements, feasibility studies, and other related tasks.
  • Creates strategies and plans for enterprise solution administration, backup, disaster recovery, business continuity, and archiving.
  • Coordinates the definition of backup, archival and disaster recovery strategy for enterprise solutions.
  • Ensures integrity of the enterprise solution environment by working with business and technical partners.
  • Selects and implements the appropriate tools, software, applications, and systems to support relevant solution goals.
  • Defines standardized methods and techniques for enterprise solution projects.
  • Collaborates with project managers and business unit leaders for enterprise solutions projects.
  • Ensures the success of enterprise solution rollouts.
  • Directs and supports technical project teams providing continuity and consistency across projects.
  • Liaises with vendors and service providers to select products or services that best meet organizational goals.




Key Qualifications:

  1. Extensive years of relevant, progressive supervisory work experience in all stages of complex IT solution development and sustainment programs with a proven track record of delivering results
  2. Previous experience and knowledge of all or most of the elements of the role 
  3. Demonstrated commitment to teamwork and collaboration in a multidisciplinary team setting, facilitation, communications, conflict resolution, and problem solving

  7. Considerable experience in system documentation preparation, reviews, and management, including options analysis, architecture, requirements, design, technical specifications, testing and service support specifications.
  8. Excellent interpersonal skills with the ability to work independently and collaboratively in a multi-divisional diverse environment

This unit is responsible for the Transportation Operations Centre (TOC - a.k.a RESCU), which manages both highway and arterial roadways to minimize the impacts of road incidents and unexpected congestion. The TOC implements traffic management and traffic control strategies that improve operational efficiency and manage traffic flow to enhance safety and capacity in real time. The TOC utilises and manages intelligent transportation systems and other sources to detect traffic incidents, notify emergency responders, and provide up-to-date traveller information to the public.

 

Traffic Systems Planning, Design and Capital Coordination (One Temporary Position)

 

This unit is responsible for all design related activities for traffic signals and Intelligent Transportation Systems (ITS). This unit also provides project management, technical expertise and engineering input while overseeing traffic signal and systems design and construction activities undertaken by third parties such as Metrolinx, MTO, developers and TTC.


Traffic Operations (One Permanent Position)


This unit is responsible for providing project management, technical expertise and engineering input into addressing complex traffic operations issues. These issues include congestion management, neighbourhood infiltration, Complete Streets implementation strategies, transit network, operational studies and Vision Zero initiatives for all road users.
 

MAJOR RESPONSIBILITIES
 

Your primary responsibilities as a Transportation Engineer, reporting to the Manager of the applicable above-noted unit, will be varied, but you’ll be expected to:

  • Develop leading-edge Intelligent Transportation System (ITS) initiatives and find pragmatic solutions to transportation problems which satisfy the City's economic, environmental, and social responsibilities.
  • Carry out and/or direct design and construction projects related to the modification, expansion or upgrading of traffic signal infrastructure (including bike signals, pedestrian crossovers, electronic controller equipment, detection, etc.), and the demonstration, expansion or upgrading of projects such as transit signal priority and emergency vehicle pre-emption, adaptive signalling, communications, variable message signs (VMS), CCTV cameras, traveller information systems, vehicle detection, etc.
  • Review technical reports to provide input, comments and guidance.
  • Prepare and review a variety of documents, such as contracts, policies, procedures, procurements, specifications and agreements.
  • Prepare terms of reference for consultant/contractor assignments.
  • Direct the work performance of external service providers with respect to quality, timeliness, cost, and completion of required tasks.
  • Prepare technical and other necessary reports and submissions for the information of, and as required by, the Division and City of Toronto Council.
  • Supervise project team members and support staff, including work term students.
  • Develop standard operational procedures for traffic management, traffic operations and ITS functions.
  • Develop standards and specifications related to traffic signal and ITS infrastructure and equipment, and update operation manuals to reflect operational practices due to technological changes.
  • Monitor system networks, ITS equipment and network usage and performance.
  • Liaise with the public, Councillors, the media, consultants, contractors and other transportation agencies on matters relating to the delivery of assigned capital projects.
  • Work with various internal stakeholders including Technology Services and the Office of the Chief Information Security Officer, among others.
  • Prepare and make presentations to senior divisional managers and other internal stakeholders.
  • Establish, maintain and foster linkages to other units throughout the City and colleagues in other municipal, provincial, and federal governments to ensure effective partnerships.
  • Maintain an awareness of developments and advancements in relevant fields to retain technical competency and provide state-of-the-art advice.
  • Review drawings, engineering studies, specifications, plans and cost estimates prepared by consultants as they pertain to construction or modification of ITS and traffic signal facilities.
  • Respond to enquiries from the public, City staff, members of Council, interest groups, and government agencies regarding traffic management issues.
  • Provide work direction and training to unionized and non-unionized staff.
  • Undertake random checks and monitor work performance by contracted staff.
  • Prepare training course materials and conduct training and demonstrations for users of the traffic management systems.
  • Assist the Manager and Senior Engineer in developing budgets and estimates, including the Unit’s annual operating and capital budgets.
  • Monitor expenditures for assigned projects and activities, and provide regular reports to the Senior Engineer and Manager.
  • Secure all engineering permits and approvals as may be required from external agencies.
  • Perform and/or review research on new technical developments and practices related to traffic management systems and operations.
  • Program, operate and maintain a variety of electronic, mechanical, digital, analog, wireless, and computerized equipment that is part of the existing Traffic Management infrastructure.
  • Perform other related duties, as assigned, to support the needs of the Traffic Management Section.


KEY QUALIFICATIONS
 

  1. Registration as a Professional Engineer (P.Eng.), and membership in good standing with Professional Engineers Ontario.
  2. A university degree in Civil Engineering with a focus on transportation systems, Electrical Engineering or a discipline pertinent to the job function, or an equivalent combination of education, training and experience. Education in multiple disciplines would be an asset.
  3. Extensive experience in the planning, design, and construction of projects related to Street Lighting, Intelligent Transportation Systems (ITS), traffic signal operations, traffic signals and systems, advanced traveller information systems (ATIS), advanced traffic management systems (ATMS), and communication systems.
  4. Considerable experience in project management, leading and coordinating multi-disciplinary teams for medium-large ITS and traffic signal deployment.  
  5. A valid Ontario Class “G” driver’s licence and access to a reliable personal vehicle for use on City business.
  6. Experience on Communication Network Architecture and related hardware will be considered an asset.
  7. Advanced knowledge of the operation and maintenance of electrical, electronics and communications equipment for traffic control systems.
  8. Excellent communication, customer service and interpersonal skills to communicate with stakeholders, project participants and partners, special interest groups, the media, the general public, elected officials, internal and external clients and consultants.
  9. The ability to work in a team, take initiative, self-manage, and be accountable, flexible, and adaptable.
  10. Prioritization, organization and leadership skills to multi-task, track and manage budgets, and schedule and manage the work of consultants, vendors, contractors and multi-disciplinary teams.
  11. The ability to work outside of regular business hours, when required.
  12. Highly developed analytical and diagnostic skills to organize records and data, and prepare specialized technical reports, with the ability to perform effectively in a system operations environment.
  13. Knowledge of relevant standards, Acts, By-laws, and Regulations, including Occupational Health and Safety Act, Ontario Highway Traffic Act, Manual of Uniform Traffic Control Device, National Transportation Communications for Intelligent Transportation System Protocol (NTCIP), International Municipal Signal Association standards, National Electrical Manufacturers Association standards, Ontario Traffic Manual, Ontario Provincial Standards, City of Toronto road system, and City of Toronto Uniform Traffic By-laws.
  14. Knowledge in the principles of traffic engineering technologies, theories and practices, and safe work practices as they relate to working with high-speed and heavy-traffic roadways.

Must have:

  • Undergraduate degree in Computer Science, Business, Information Security or related field, and 2+ year experience in investigations, intelligence, risk management, or similar roles.
  • Exemplary analytical skills – strong attention to details, ability to analyze information from established and new sources, and identify patterns in data to derive a compelling conclusion.
  • Ability to manage, prioritize, and execute with minimal direction or oversight in a high-pressure environment.
  • Experienced with all aspects of the intelligence cycle and proven knowledge of typical adversary and intrusion set tactics, techniques, and procedures (TTPs).

 

Nice to have:

  • Experienced in Deep and Dark Web investigations.

  • Leads the oversight of Metrolinx’s real estate assets by developing and utilizing best in class KPIs to monitor performance of assets and recommend on-going and preventative maintenance, the acceptance of engineering services such as design, maintenance, condition assessments, and use of asset management standards and assuring compliance to standards throughout the asset lifecycle, utilizing the Real Estate Property Management Team.
  • Leads real estate asset management reporting through the preparation and consolidation of integrated reporting; provides regular updates to Senior Management, internal and external stakeholders, the Board, and other interested parties; provides interpretation and actionable recommendations on both current delivery options and future strategic direction to decision-makers on real estate asset management; makes visible significant impacts.
  • Leads in the identification of innovative best practices for operational excellence; determine which options are feasible; initiates business case process for change and leads recommended change management of identified structures or operating practices upon approvals.
  • Builds relationships with Metrolinx Business units, other government agencies and provincial ministries, municipalities, and rail partners (CN, CP, VIA) to foster collaboration and ensure the implementation of Metrolinx’s goals and objectives.
  • Cultivates and actively manages critical relationships with senior leadership across external stakeholder groups and government organizations to enhance the reputation of Metrolinx.

  • Assists in the prepares and delivery of timely reporting of financial, performance and risk results related to the Real Estate Management team, including the annual report.
  • Directly supervises direct reports, hiring temporary additional staff in accordance with project needs.
  • Manages and provides overall direction to project teams, including defining team member roles, responsibilities and expectations; ensures timely feedback to develop and maintain a cohesive operational unit and the optimum use of team skills.

What Skills and Qualifications Do I Need?
  • Completion of a degree in real estate, business, law, planning or a related discipline – or a combination of education, training, and experience deemed equivalent.
  • Minimum eight (8) years’ progressive experience leading real estate asset and property management programs, ideally for an owner/public sector agency within a multi-billion-dollar (>$1B) infrastructure/transit project environment. Strong knowledge and experience interpreting and applying relevant legislation and excellent understanding of various land use/realty contracts and agreements. Extensive experience leading, prioritizing, and managing numerous transactions in a collaborative, fast-paced environment.
  • Knowledge and understanding of data visualization and reporting platforms such as Power BI or equivalent.
  • Knowledge of/expertise in a variety of real estate transactions including leases, licenses, easements, and dispositions with a variety of key players including ministries and government agencies, municipalities, utilities and telecommunication providers.
  • Leadership/senior level management oversight of a high performing team.
  • Financial oversight experience to ensure teams are meeting objectives within budget and cost effectively
