Reporting to the Administrator, the Support Services Manager manages the housekeeping, laundry and maintenance departments to achieve high standards of cleanliness and sanitation, to provide quality linen service, and to maintain a safe, well-functioning physical plant, all within ECI’s policies and procedures, and all applicable standards, legislation and regulations.

 

RESPONSIBILITIES

  • Maintain all aspects of hiring and performance management of departmental staff; scheduling; staff development, including identification and delivery of department-specific orientation and training.
  • Supervision of contractors’ work to ensure fulfilment of contractual obligations.
  • Preparation and management of departmental budgets; inventory management and control, including purchase of departmental supplies and equipment.
  • Maintenance of departmental policy and procedure manuals; full participation in leadership team activities and responsibilities, including participation on teams and committees, and reporting.
  • Contract tendering in consultation with ECI consultants, and with approval of Administrator.
  • All aspects of management of quality and quantity of services and products provided/ produced by departmental staff.
  • All aspects of departmental safety program management, including preventative maintenance, and repair of equipment.
  • Maintenance of records, statistics, and reports in accordance with ECI and home policies, and all applicable legislation and standards.

 

QUALIFICATIONS

  • Post-secondary degree or diploma required
  • Knowledge of evidence-based practices and/or, if there are none, prevailing practices relating to housekeeping, laundry and maintenance, as applicable
  • Minimum of two (2) years experience in a managerial or supervisory capacity
  • Environmental services certificate in a recognized program
  • Experience in management of human and financial resources an asset
  • Experience in a long-term care setting, an asset
  • Formal training in building maintenance or Operator B Certificate, an asset.
  • Health and safety certification, an asset.
  • Ability to communicate effectively, both verbally and in writing.

  • Enhance Indigenous cultural safety (ICS) and actions that address Indigenous-specific racism by promoting ICS learning opportunities for OPH employees, leadership, and members of the Board of Health, and by working with internal and external partners to support health system transformation.  
  • Serve as a liaison with First Nations, Inuit and Métis service providers and community members to ensure that Indigenous rights, experience, and perspective are central when planning and delivering OPH programs and services.  
  • Share wise practices related to Indigenous engagement and knowledge exchange with colleagues to help cultivate and maintain relationships between OPH teams/programs, local Indigenous service organizations, and the Host Nation.  
  • Support Indigenous partners in their efforts to address community-identified priorities. 
  • Initiate and inform the development and strategic review of OPH policies and practices to ensure the integration of Two-Eyed Seeing. 

 
This opportunity will require the successful candidate to have knowledge and lived experience related to Indigenous health, and an awareness and respect for the diversity of First Nations, Inuit, Métis and urban Indigenous peoples in Ottawa, including the unique histories, traditions, cultural practices, local strengths, health and wellness needs. As part of OPH’s mandate and Strategy, they will work alongside Indigenous and non-Indigenous partners, to advocate for systemic changes that improve health services and address the determinants of Indigenous health; raise awareness about Indigenous rights as outlined in United Nations Declaration on the Rights of Indigenous Peoples  (UNDRIP); and support collective action to meaningfully address the TRC Calls to Action and the Missing and Murdered Indigenous Women and Girls Calls for Justice.

EDUCATION AND EXPERIENCE

Completion of a 4-year degree in a relevant discipline including, Indigenous Studies, Social Work, Public Policy, Health Administration, Public Health, Organizational Development, Adult Education or related field

A minimum of 3 years of related experience working with Indigenous organizations and communities. Must have knowledge and lived experience related to Indigenous health. 

KNOWLEDGE

  • Strong understanding of Indigenous perspectives, cultures, and local Indigenous and community groups and agencies.
  • In-depth understanding of current issues affecting Indigenous communities, particularly related to health and public health.
  • Understanding of and experience working with anti-racist, anti-oppressive and culturally safe approaches, and in creating safe and inclusive environments. 
  • Knowledge of and sensitivity to current and emerging issues related to health and wellness of Indigenous peoples (preferably through lived experience) as they pertain to Ottawa Public Health’s mandate. 
  • Knowledge of Indigenous pedagogy and Indigenous worldviews is strongly preferred. 
  • Understanding of Indigenous history, colonization, racism, Truth and Reconciliation Commission Calls to Action, and OCAP® Principles (ownership, control, access and possession). 
  • Knowledge of techniques and methodologies for establishing relationships with Indigenous organizations 
  • Knowledge of a variety of change management theories and methodologies. 
  • Knowledge of consultation and engagement principles and practices related to building relationships with Indigenous organizations and communities. 
  • Knowledge of the Ontario’s public health sector and broader health system, and of provincial and/or First Nations, Inuit and Métis government processes. 
  • Knowledge of project management techniques and methodologies 
  • Proficiency in MS Office (Word, Excel, PowerPoint and Visio) and familiarity with SharePoint.objectives.
  • Knowledge of Ottawa organizations and services that serve diverse populations, and in particular, communities that face barriers.  
  • Knowledge of Indigenous languages would be an asset

Job Details

Responsible for the physical loading, unloading and/or sorting of packages by hand, including lifting, pushing, pulling, carrying and placing, in a safe and efficient manner. Package Handlers (PHs) may be assigned to or rotate through various areas and positions such as Loader, Unloader, Palletizer, Scan Weigh and Key (SWAK), Quality Assurance (QA), Facer, Switcher, etc.

 

In addition to the above general responsibilities and the other duties as assigned by management, the following PH assignments require specialized training and/or responsibilities:

  • Package Handler Trainer: Trains other PHs on loading, unloading, palletizing, and scanning techniques in order to ensure efficient and safe movement of packages through the operation.
  • Package Handler – Air: Responsible for a multi-step package inspection process to ensure packages that are “Air Restricted” are not loaded into an air container.

 

Essential Functions

  • Utilizes “hand-to-surface” methods for all package handling.
  • Loads and unloads packages onto or from delivery vehicles, trailers, pallets, conveyor system carts and load gratings.
  • Lifts, carries, pushes and pulls packages on a continuous and repetitive basis for approximate shift of 3-5 hours, with potential of working one or more shifts each day
  • Determines the appropriate conveyor system by scanning packages, reading labels and charts, verifying numbers and memorizing information and sorts packages accordingly.
  • Performs other duties as assigned
  • In addition to the above essential functions, the following PH assignments have additional essential functions as follows:

 

Additional Package Handler Trainer essential functions:

  • Trains new PHs in effective unloading, loading, palletizing, carrying, smalls handling, SWAK, and non-conveyable package handling techniques.
  • Provides training to other PHs who are in need of additional instruction on unloading, carrying, loading, palletizing, smalls handling, SWAK, or non-conveyable package handling techniques, as determined by management.
  • Provides feedback on proper package handling techniques, as needed.
  • Reinforces among peer PHs all dock safety standards.
  • Understands and demonstrates by example all necessary processes and procedures.
  • Updates managers on conditions during the sort so operation efficiency decisions can be made.
  • Assists in the implementation of new package handling procedures and techniques.
  • Regularly loads/unloads, palletizes, lifts, carries, pushes and pulls packages while training other PHs.
  • Additional Package Handler – Air essential functions:
  • Scans each package in the airlift consolidation area; inspects for Hazardous Materials or ORM-D designation.
  • Loads packages into unit load device as appropriate.
  • Completes “Notification of Restricted Packages Return to Shipper” in SCMS for air-restricted packages.
  • Regularly loads/unloads, lifts, carries, pushes and pulls packages.

The following specialized assignments have required/preferred PH experience with Federal Express Corporation (FEC) :

  • PH Trainer: Six (6) months of experience as a PH with Federal Express Corporation (FEC)  preferred.
  • PH - Air: Six (6) months of experience as a PH with Federal Express Corporation (FEC)  preferred.
  • Knowledge, Skills and Abilities
  • Ability to understand and follow instruction regarding work duties and safety methods.
  • Ability to discern numbers and information in order to sort packages correctly.
  • Ability to use basic tools and equipment such as skate wheel rollers, dock carts, hand-held scanners, chutes and unloading devices.
  • Strong communication and interpersonal skills; ability to work well in a fast-paced team environment.
  • PHs operating switching equipment must have a valid driver’s license and maintain a Department of Transportation (DOT) file.
  • PH Trainer: Ability to train multiple peer PHs simultaneously.
  • PH - Air: Must satisfactorily complete and maintain Federal Express Corporation (FEC) ’s Airlift Consolidation Gateway Training as well as government-regulated and required Indirect Air Carrier (IAC) training. Yearly training recertification is required.
