Job Details

Main Purpose and Function
The primary purpose of this position is to investigate IT and business requirements; design, develop, document and support solutions; and apply knowledge of the best-of-breed processes and procedures in business applications to recommend changes to business processes.  This position is to be a leader of software development projects through the preliminary investigation, analysis of requirements, business case and feasibility study, design, implementation, quality control, documentation, and post-implemenation review phases.  This position provides ongoing application support and responsibilities may include performing changes to business application configuration and programs.  This position also performs hands-on programming when required. The position has access to confidential information and makes critical recommendations for changes in methods, processes and procedures that may impact on financial and operational areas as well as staffing work loads, working conditions, changes in positions or staffing levels.

 

Specific Duties and Responsibilities

  • Performs hands-on programming when required to support projects and technology pilots
  • Researches, evaluates and recommends new tools and methodologies for development of business applications
  • Identifies opportunities to improve operational effectiveness through the use of technology and makes recommendations where appropriate (make changes to use of system, business process and/or add additional functionality)
  • Recommends changes in technology platforms and processes that may impact on financial and operational areas as well as staffing work loads, working conditions, changes in positions or staffing levels
  • Consults with customers to understand business processes and requirements, and applies critical thinking and analysis skills to deliver end-to-end solutions
  • Manages projects through all phases from planning, design, development, implementation and hand-over to operational support
  • Prepares documentation including project charters, business cases, statements of work, user stories, estimates, matrices of responsibility, training materials, system configuration documentation, etc.
  • Develops systems alternatives including work procedure changes, and recommends the most suitable alternative to assist customers in meeting their operational requirements
  • Develops technical specifications including diagrams and charts to provide the blueprints for developers to write or code programs
  • Reviews or develops test scripts and scenarios to ensure adequate testing of system configuration and integration
  • Performs testing, configuration changes, enhancements and new functionality in order to ensure system integrity and proper integration across various applications 
  • Remains current with developments in applications and related technologies, including releases and enhancements/new functionality
  • Delivers presentations to customers (users, departments) and technical staff on systems solutions and specific technologies
  • Provides problem resolution for calls referred by Help Desk
  • Investigates and follows up on application system errors/problems, and liaises with IT staff or vendors as required to resolve these issues
  • Provides technical assistance to business applications upgrades and implementation of other modules, including integration to other applications
  • Provides support to corporate and departmental reporting, assists in the use of existing reports, and develops/documents additional reports, as required
  • Monitors applications performance, trouble shoots problems with technical specialists
  • Participates in demos to customers and provides on-going support and guidance
  • Participates in the development of new standards, and leads technical committees
  • Has access to highly sensitive and business critical data from all City departments (e.g. taxes and utilities owing, parking tickets outstanding, and vendor pricing)
  • Other duties/responsibilities as assigned

 

Qualifications

Education and Experience:

  • Related post-secondary degree, with preference for graduate degree in Computer Science or Business Administration or an equivalent combination of education, training and experience
  • 5+ years of experience with:
    • C# and .NET (.NET Core preferred)
    • SQL/database design
    • Systems analysis and application reporting tools
    • Server technology and software
    • System integration between business applications and across technical platforms
    • API Management and Integration Platforms (API design, gateways, analytics)

 

Knowledge, Skills, and Abilities:

  • Thorough knowledge of programming technologies: SQL, .NET Core, React, JavaScript, integration tools, low code platforms
  • Thorough knowledge of current trends, standards, and products in Information Technology,  (i.e. .NET and Object-Oriented Methodology, Mobile Computing, Cloud, Business Intelligence, Agile Methodology)
  • Demonstrated ability to gather and interpret requirements, constraints, and risks from various business units to inform system design and architecture.
  • Demonstrated operational and project management skills: results focused, team oriented
  • Proven skills in developing detailed technical implementation plans, with a clear understanding of scope, budget, and schedule management for IT projects and initiatives.
  • Broad knowledge across multiple aspects of the business (i.e. organizational structure, key players, current business processes and supporting systems and services, etc.)
  • Thorough knowledge of configuration of applications
  • Strong analytical and problem solving skills
  • Combination of strong technical and business skills
  • Demonstrated ability to work both independently and as a member of a team

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

 

The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. Specific Duties & Responsibilities
Receiving Inbound Material

  • Unloads and inspects material for quality and quantity
  • Compares purchase order to packing slip, report and document any discrepancies
  • Records the receipt of all inbound materials in SAP

 

Storing Material

  • Labels material by SKU number, barcode, material description, and / or bin number
  • Arranges and stocks material on racks, shelves, or bins according to predetermined sequence, and restock shelves as required
  • Stores, distributes and / or disposes of returned material
  • Maintains accurate records of all in-stock material in SAP

 

Picking and Processing Orders

  • Accepts and reviews accuracy of outbound customer orders, work orders, shipping orders, and requisition forms
  • Picks ordered materials from warehouse stock, assemble and prepares ordered materials for shipping
  • Loads and/or delivers orders when required
  • Records outbound material movement in SAP

 

Inventory Management

  • Conducts scheduled inventory cycle counts, record count totals, and report any discrepancies between count and SAP record
  • Maintains accurate record of inventory movement in SAP

 

Customer Services

  • Reviews, corrects, and completes orders request and document in SAP
  • Resolves routine customer inquiries at the counter and over the telephone

Qualifications
Education and Experience:

  • Completion of grade 12 or equivalency

  • Forklift Operator Certificate is required, with preference given to candidates with at least 2 years experience operating a forklift
  • Current and valid Driver’s License for the Province of British Columbia is required

Working Hours:

SUMMARY

The Technician IV - HVAC/Refrigeration- Roving has a minimum 5 years’ experience and holds a valid Certificate of Qualification issued by the province in which the work is performed. The incumbent is responsible for operating facility systems, performing preventative and corrective maintenance, routine services on facility mechanical and other systems for the assigned facility within the limits of company policy and trade certification. The Technician IV – HVAC/Refrigeration is also responsible for performing work in accordance with established processes and practices and for complying with internal and external requirements including but not limited to environmental, health and safety, security and fire protection.

KEY DUTIES & RESPONSIBILITIES

Installation & Troubleshooting

  • Installs air conditioning, heating, and related equipment and components.
  • Overhauls and services air conditioning, heating units and systems.
  • Repairs, replaces and adjusts worn or broken parts HVAC equipment.
  • Repairs and adjusts valves, piping connections, fittings, and couplings.
  • Diagnoses and troubleshoots problems with heating and air conditioning units and systems.
  • Installs motors, thermostats, and humidistats.

Maintenance

  • Performs work in accordance to established processes and practices.
  • Complies with all internal and external requirements including but not limited to environmental, health and safety, fire protection.
  • Responds to routine and on-demand service requests and performs preventative and corrective maintenance activities at assigned facility.
  • Performs regular monitoring, inspection, preventative and corrective maintenance to ensure facility uptime and safety objectives are met, uninterrupted client operation and asset integrity of assigned facility is maintained.
  • Monitors assigned facility by conducting facility walkthroughs, mechanical and electrical equipment and systems monitoring.
  • Assists in the implementation of preventative maintenance (PM) program. Ensures that deficiencies are identified, recorded and escalated, and that related documentations are maintained.
  • Maintains accurate inventory of all assigned tools/equipment and arranges for repair and replacement where required.

Client Relations

  • Provides observations about facility, facility mechanical conditions and deficiencies and provides recommendations for enhancement and repair.
  • Participates in and assists with facility-related projects.

Administration

  • Participates in and assists with facility-related projects.
  • Ensures the manner in which work is performed is in compliance with corporate and legislated policies, procedures, practices and guidelines related to environmental, health and safety, fire protection and any other applicable requirements.
  • Maintains all assigned tools and arranges for repair and replacement where required
  • Submits all expenditures on a timely basis.

KNOWLEDGE & SKILLS

  • College Diploma/Certification required
  • Minimum of 5 years’ experience required as a licensed HVAC/Refrigeration Technician
  • Strong ability to adhere and to properly execute processes and practices relating to facility operations and maintenance
  • Ability to maintain building mechanical and other system troubleshooting and resolution skills
  • Current knowledge of fire, life, safety and building codes and standards and ability to research and apply related codes and standards
  • Possesses a strong environmental, health and safety mindset. Ability to perform work in a safe manner
  • Strong client-service orientation along with a high sense of urgency
  • Effective communication skills for the purpose of data relay, exchange, feedback, and clarification
  • Mentoring skills required to support lower level technicians development
  • Must be able and willing to work shifts, be available for on-call/standby and emergency call-outs as they arise
  • Must be willing to wear Personal Protective Equipment
  • Must meet enhanced security clearance requirements
  • Valid drivers’ license

Licenses and/or Professional Accreditation

  • Must hold a valid HVAC Certificate of Qualification issued by the province in which the work is performed. (e.g. 313A in Ontario)
  • Gasfitter B, in addition to refrigeration license, is required
  • Working towards Building Environment Systems (BES) Operation Class 1 an asset
  • Facilities Technician Certification through an accredited institution, considered an asset
  • Systems Maintenance Technician (SMT) considered an asset

Lead role responsibilities (30%)

  • Communicate with Western Canada Leadership/Management team, messaging down to Admin team.

  • Document production including typing, formatting, and revisions of reports and general correspondence based on preset templates and styles. Working in Microsoft Word, Excel, PowerPoint and Adobe.
  • Coordinate office Health, Safety & Environment requirements in partnership with the HSE team 
  • Manage Office Reception, maintain office and kitchen supplies and organization, oversee Janitorial and other office vendors
  • Coordinate incoming and outgoing mail, deliveries, and courier items
  • Manage workloads for a team of administrative professionals and delegate tasks to team members
  • Assist senior staff with management of travel and expenses

What you will bring to the team:

  • Proven experience in administration and a confident team leader able to supervise staff working across the Region
  • Confidence to identify areas for development and training of the Administrative team.
  • Knowledgeable with all applications of Microsoft 365 Familiarity with Salesforce and SAP Concur would be an asset. 
  • Document control experience is an asset, ensuring proper version control, naming of documents, and filing procedures
  • Independently driven with the ability to make empowered decisions
