Job Summary
Under supervision of the designated Department staff, this position performs administrative, plan review and building inspection duties to ensure compliance with applicable codes, bylaws, acts and standards.
Duties & Responsibilities
- Schedules, prioritizes, and inspects all buildings and other structures and installations during all phases of construction to ensure compliance with approved plans and applicable codes, bylaws, acts and standards.
- Receives permit applications, conducts a preliminary plan review to ensure all documentation is attached, requests missing information and enters all required information into the computer database.
- Reviews and approves residential and non-complex commercial plans.
- Communicates with contractors, property owners and other concerned parties to explain building code regulations, residential zoning requirements and resolve problems to ensure public health, fire safety and structural sufficiency.
- Patrols assigned areas to ensure that building permits are obtained for all construction activity.
- Maintains physical and electronic records and issues reports of inspections, including action taken and recommendations; conducts subsequent inspections to determine if infractions have been rectified. Issues correction notices, orders to remedy a contravention and stop-work orders when necessary.
- Performs special inspections related to building information abstracts, complaints, fire damaged buildings, building relocations, as well as pre-approval inspections for such things as fireplaces, personal care homes and day care centres.
- Circulates plans for review and approval by all divisions and other civic departments and subsequently reviews approved plans for completeness; prepares plans for permit issuance; notifies the applicant that the permit is ready and issues the building permit.
- Provides brochures and technical assistance related to the National Building Code, the Swimming Pool Bylaw, The Construction Codes Act and regulations under the Act.
- Consults with other civic departments to identify and resolve issues related to missing plan information.
- Assists with the occupancy permit and encroachment agreement processes by gathering related information and coordinating joint inspections with other civic departments as required.
- Assists with the civic addressing process for structures and structure units.
- Performs other related duties as assigned.
Qualifications
- Grade 12 education.
- Graduation from a recognized, two-year, post-secondary architectural, mechanical, civil or other related engineering technology program, plus five years’ progressive related building construction experience
OR
- Possession of a Saskatchewan Journeyman Carpenter Certificate, including completion of a recognized apprenticeship program plus five years' progressive related journeyman trade experience
- Possession of a valid Level I Saskatchewan Building Official Licence.
- Possession of, or ability to obtain within two years after date of hire, Level II and III Saskatchewan Building Officials Licences.
- Possession of a valid Saskatchewan Class 5 Driver's Licence, and a vehicle suitable for use in the performance of duties.
- Current driver’s abstract from SGI demonstrating a safe driving record.
- Thorough knowledge of Part 9 of the National Building Code, the Swimming Pool Bylaw, The Construction Codes Act and regulations under the Act.
- Knowledge of the National Building Code, particularly Part 3 and Part 8.
- Knowledge of all pertinent standards, regulations, policies, procedures and bylaws.
- Ability to interpret, and make decisions in accordance with, established policies and procedures.
- Ability to work with minimal supervision.
- Ability to read and interpret construction drawings.
- Ability to express ideas effectively, orally and in writing.
- Ability to deal with people in a tactful, courteous and authoritative manner.
- Ability to maintain current knowledge of technical advancements and changes in the construction industry.
- Ability to work proficiently with Microsoft office applications (e.g. Word, Excel) and workflow software.

Qualifications
- Completion of Grade 12

Qualifications

- Completion of the following courses from NAIT or equivalent training from an accredited institution would be an asset: Soil Mechanics, Effective Communications I, and Pavement Materials Testing
- Knowledge of all types of asphalt and concrete repair and restoration methods utilized by the city and how they relate to the City’s Design and Construction Standards
- Analytical and conceptual skills including routing and scheduling of work orders to maximize repair efficiency and minimize impact to the public
- Proficiency in SAP is required for all stages of the notification process map (from receipt to closing notification as work completed)

- Coordinate regional updates to the bridge strategy / mastersheet database to facilitate annual data entry for bridge replacement and rehabilitation work activities
- Develop information required for the 4 year Capital Budget & associated Supplemental Capital Budget Adjustments and 10 year Capital Investment Outlook. (e.g. developing and maintaining guidelines for bridge and tunnel data components of RIMS)
- Assist Engineering Program Manager in leading strategy (renewal) and developing project scopes for the rehabilitation of bridges and auxiliary structures with respect to condition and life cycle costing as well reviewing assessment/inspections reports
- Assist with the prioritization and reprioritization of projects and renewal project scopes based on changing conditions and emergent issues (e.g. emergency situations, budget constraints, etc.)
- Authenticate professional work products such as, but not limited to, renewal technical memos, components of asset management plans, lifecycle estimates (e.g. remaining useful life of assets) and technical project scope statements
- Manage lower complexity Level 2 Assessments contracts and rehabilitation strategies for bridges, tunnels and auxiliary structures, including:
- Develop scopes of work for review and approval
- Coordinate and prepare required procurement documentation and processes to enable the engagement of consultants, including Standing Arrangements
- Perform project management administrative functions, as required by PMRG, to facilitate the completion of the Level 2 Assessment projects and/or rehabilitation strategies. Including preparation of project management (scope, cost, schedule, risk, etc.), financial documents, contracts, etc. for review and approval
- Monitor and report on Level 2 Assessment and rehabilitation strategy projects to enable the projects are completed on-budget, on-schedule, and within the defined scope and quality
- Prepare Project Scope Statements (PSS), support checkpoint 1 readiness activities, support project charter (PC) development and review of project change requests (PCRs) as needed
- Support project workshops and assessments
- Provide assistance on procurement (as needed) to other stakeholders (IPD, PARS, BGN and LRT)
Qualifications
- Bachelor’s Degree in Civil Engineering. A Master’s Degree in bridge engineering or infrastructure asset management would be an asset
- Must be a Professional Engineer (P.Eng) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment
- A minimum of four (4) years of experience in bridge planning or design and/or inspection and maintenance or combination of engineering and project management experienceIn-depth knowledge and application of Alberta Bridge Inspection and Maintenance practices would be an asset
- Familiarity with other engineering disciplines related to bridge engineering, such as structural design, materials and construction would be an asset.
- Coursework/training in project management; financial management; or other leadership training and as a Level A BIM Inspector by Alberta Transportation is an asset
- Training/experience with SAP financial tracking software and eBMS software used by the City is an asset
- Strong technical skills in bridge asset management processes related to architectural, civil, structural, mechanical, electrical, and/or landscaping disciplines
- Strong project management skills including an understanding of project management methods and techniques (PMBOK best practices)
- Demonstrated experience leading multi-disciplinary teams in the delivery of projects
- Experience developing and implementing public engagement processes
- Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues
- Working knowledge of CHBDC codes and Alberta Transportation Bridge Manual and Specifications, legislation, regulations,policies and procedures (OH&S, Environmental, Builders Lien Act, etc.)
- Excellent communication, verbal, written, interpersonal, customer service, organized, time management, prioritization skills
