Human Resources Advisor Full-time Job

The Edmonton Police Service (EPS) is seeking a dynamic and experienced Human Resources Advisor to support the HR and labour relations functions. This dynamic, fast paced role involves supporting business areas with their HR and labour relations needs as well as providing expertise in developing and supporting strategic programs across various facets of human resources. Reporting to the Senior Labour Relations Advisor, the Human Resources Advisor provides consultative expertise and service to foster and promote a positive employee experience within the EPS. Utilizing an interest-based, problem-solving approach the Advisor will work with a team of HR Advisors and other HR professionals; supervisors and leaders from within the EPS; sworn and civilian members and our five (5) unions/associations to identify and resolve workplace issues, concerns and disputes. Responsibilities of the role will include:
- Provide advice and guidance to supervisors on the interpretation and application of relevant policies, collective agreements, legislation and other terms and conditions of employment.
- Provide advice, guidance and recommendations to supervisors and managers on a variety of HR matters including attendance management, performance management, conflict resolution and team building.
- Represent the EPS during the internal dispute resolution (grievance) process and work with inhouse legal counsel on matters that have been advanced for hearing (ex. arbitration, human rights)
- Conduct workplace investigations and workplace assessments, as well as recommend and facilitate appropriate resolutions.
- Facilitate training for supervisors on best practices in areas of performance management, discipline, grievance handling, and other employee and labour relations matters.
- Conduct classification reviews and make recommendations for EPS positions while working closely with the City of Edmonton Classification team.
- Facilitate training as needed including planning and delivering sessions for managers and employees.
- Partner with Disability Management to develop recommendations and solutions for complex return to work and duty to accommodate situations.
- Establish and maintain effective working relationships with internal client groups, including employees, managers, and senior leaders, along with our HR colleague and the various unions and associations.
- Participate on HR projects and project teams to develop new and existing initiatives, programs and resources focused on improving organizational and employee effectiveness.
- Other related duties as required.
Qualifications
- Diploma or degree in business administration/commerce with a major in human resources management or other related discipline.
- CPHR Designation would be considered an asset.
- Minimum of five (5) years of progressive HR experience, of which at least three (3) years has been in a unionized environment.
- Demonstrated knowledge of grievance processes, progressive discipline, attendance management, performance management, labour law, and organizational effectiveness tools and practices.
- Ability to communicate effectively with others, both verbally and in writing, to build open and respectful dialogue, establishing understanding and commitment to initiatives.
- Demonstrated ability to make effective decisions using critical thinking, experience and organizational values. Ensures a consistent decision-making approach across groups and a focus on future implications of decisions.
- Demonstrated commitment to continually learn, embrace challenges and support the learning and development of others.
- Ability to establish strong collaborative working relationships with supervisors, co-workers, and external stakeholders.

- As part of your pre-hire screening, you will be required to complete an Enhanced Security Clearance. Should you accept employment with the Edmonton Police Service you acknowledge and agree to participate in future Enhanced Security Re-Clearances at scheduled intervals or in any other circumstances, exigent or otherwise, as required by Human Resources Division.
Hours of Work:
36.9 hours per week, Monday – Friday. Hours of work may be subject to the terms and conditions of variable hours of work program.
Salary Range:
95M, Salary Grade: PT2, $74,428.00 - $117,310.14 (annually).

- Conducts regular inspections of facilities to mitigate any Environmental regulatory issues and/or Health and Safety Concerns before an incident or service call is received.
- Maintains business continuity and emergency management plans and procedures
- Participates in field inspections, job observations, health, safety and environment audits and other types of reviews for the purpose of monitoring compliance to environmental and health regulations and identifying risks. Provides findings about risks and suggestions for improvement.
Incident Investigation, Resolution & Reduction
- Assists in the investigation and resolution of incidents including root-cause analysis and providing probable causes of incidents and recommendations for resolution
- Coordinates the implementation of corrective and preventative measures
- Assists in the identification and analysis of trends. Communicates observations and provides suggestions for incident reduction measures
Audit Compliance, Data Maintenance & Reporting
- Maintains all environmental, health and safety data including but not limited to incident data, and regulatory and process compliance data within applicable databases and all other types of information storage systems
- Assists in the audit of compliance records and all other environmental, health and safety data
- Prepares and distributes various environmental, health and safety related reports including but not limited to incident reports
- Experience with database development, programing and maintenance considered an asset
- Other duties as assigned
KNOWLEDGE & SKILLS
- Strong background in environmental management system development and administration, with knowledge of environmental regulations and environmental compliance auditing an asset.
- Certification in one or more of the following – Certificate in Occupational Health & Safety; Certificate in Environmental Management through a Community College; University degree in Industrial Hygiene, Environmental Engineering, Environmental Sciences, Environmental Studies
- 1 to 3 years of environmental, health and safety work experience
- Understanding of environmental, health and safety regulatory requirements
- Understanding of emergency management requirements
- Strong organizational and coordination skills along with ability to coordinate multiple requirements (i.e. processes, activities, projects, emergency response procedures, etc.) simultaneously
- Strong communication skills along with some ability to influence stakeholders

- Knowledge of building maintenance procedures, construction methods, and regulatory codes in the Plumbing/Gasfitting trades
- Knowledge of occupational hazards and safety precautions of the trade and ability to work safely with a variety of power tools
- Knowledge and ability to read/interpret blueprints, layout, quantity take offs for ordering of the required materials
- Experience in the maintenance and service of plumbing, heating, boiler and pool related systems is an asset

What will you be doing?
