Main Purpose and Function

The HR Systems and Reporting Analyst works as a member of the HR Systems and Analystics team. Interfacing with key business leaders from client departments, this role enables the City to leverage HR data and metrics supporting strategic and operational decisions. The HR Systems and Reporting Analyst also supports HR transformation by driving accountability, improving transparency and increasing efficiency.

This role partners closely with other Corporate Support teams to foster a culture of data driven decision making across the city by working with client departments to increase HR data literacy, enable data exploration, and disseminate business intelligence tools and processes amongst end users.

The HR Systems and Reporting Analyst provides key labour relations support by providing reporting related to the operational impacts of collective agreements as well as creating ad hoc reports and financial models for collective bargaining.

This role also provides HR systems support and system administration as required.

Specific Duties and Responsibilities

• Reporting and Analytics:
  • Responsible for creating, distributing, analyzing, optimizing and automating reports on a scheduled basis or Ad hoc as needed
  • Designs, develops and maintains dashboards with a variety of data visualization tools using interaction design best practices
  • Assists client departments in identifying opportunities for HR metrics for Workforce Planning, JEDI (justice, equity, decolonization and inclusion) and other key HR related processes and priorities.
  • Leads business analysis for department specific and city-wide data visualization using UX Design principles including creating and maintaining end user personas and prototyping
  • Supports the bargaining process and Labour Relations requests through reporting and data analysis including financial modelling
  • Proposes and validates high value datasets and governance guidelines for enablement through the City’s Enterprise Data Enablement process, building and deploying automated dashboards and reporting processes using business intelligence tools while leading the associated projects.
  • Works with client departments to foster data literacy and user adoption of self-serve business intelligence tools and processes though co-ordinating testing and end user support and training.  
  • Works with client departments to uncover and remediate data quality issues.
  • Performs Seniority calculations and other union related reporting
  • Creates and updates Privacy Impact Assessments related to new data initiatives
• Systems support and maintenance:
  • Reviews and responds to Help Calls related to HR systems, including in-house applications and SAP SuccessFactors.
  • Supports HR Systems Administration as required

Qualifications

Education and Experience:

• Bachelor’s degree in Human Resources, Statistics, Business Analytics, Information Technology or a related discipline and 5 years of data analysis and visualization or an equivalent combination of education, training, and experience
• Experience supporting and administering HR Management Systems such as SAP SuccessFactors 
• Experience supporting and facilitating multi-stakeholder initiatives and engagements at all levels
   

Knowledge, Skills and Abilities:

• Knowledge of SAP applications and their reporting capabilities including Payroll, CATS, HCM, SuccessFactors
• Knowledge of HR metrics and the ability to make strategic reporting recommendations to support data driven business decisions

• Responsible to seal drawings that have been prepared under their direction as required in jurisdiction where professional designation is recognized.  Provide required information to assist Engineers in other jurisdictions to seal drawings.

This is skilled and semiskilled arboriculture work involving pruning, maintenance, planting and removal of boulevard and park trees. Tree pruning and removal is hazardous work performed with minimum supervision.

Specific Duties & Responsibilities

• The Arborist IA is the lead worker responsible for allocating, checking and reviewing the work of an arboriculture operations crew.
• The successful candidate will respond to enquiries from the general public in the course of carrying out assignments, participate in preparing presentations, public demonstrations and provides on the job training to subordinates in tree care operations.
• The Arborist IA will also be responsible for performing tree pruning operations around energized hydro lines and pruning boulevard and park trees using power saws, and other hand tools. This position would operate an aerial bucket truck and climb boulevard and park trees when required, using ropes and safety harness, operating a chipping machine as required and occasionally carrying out cabling and bracing.
• Additional responsibilities include planting and removing trees as required with using hand tools and mechanized equipment.
• The Arborist IA will have to lift and transplant established trees to accommodate site modifications, identifies diseased trees or trees that are potentially hazardous to public safety, and undertakes emergency control action as required and informs superiors of situations.

Main Purpose and Function

This position is primarily responsible for the efficient operation of the landfill gas control system at the Vancouver Landfill in Delta. More specifically, the position is to maximize gas collection and utilization while at the same time minimizing the risk of landfill fire, emission of greenhouse gases/odours and ensuring the safety of the staff/public. Due care and attention is required at all times during data collection to identify problems and make operational adjustments or minor repairs to minimize the risk of fire/explosion.

This position will be based out the Vancouver Landfill in Delta, BC. Regular hours of work are between 7:00am to 3:00pm, Monday through Friday, however there is an after-hours standby and response component to the position that could include working weekends and holidays. This duty is shared between other Engineering Assistants in the Branch. Work location and days/hours may be subject to change in accordance with the Collective Agreement and operational requirements.

Specific Duties & Responsibilities

• Conducting Landfill gas well field monitoring including data logging for the well field, manifolds, and flaring station.
• Routine maintenance, troubleshooting and calibration of instruments used for monitoring including: Landtec Gem 5000, Draeger Gas Monitors, Trimble devices etc.
• Installation, operation and maintenance of the landfill gas pneumatic pumping system.
• Routine field monitoring including liquid levels, temperature probes (permanent and down well), pipeline inspection camera operation and data interpretation, and equipment inspections.
• Routine and reactive maintenance on all field equipment related to the landfill gas system.
• Analysing, interpreting, and presenting data to other Engineering Assistants and landfill management staff, including identification of trends or anomalies and recommendations for follow on work
• Liaising with contractors or other City forces and consultants who provide contracting and professional services with respect to the operation of the system.
• Landfill gas data management and analysis, using specialized data management software.
• Reading, reviewing and updating safe operating procedures related to landfill gas tasks.
• Conducting presentations and tours of the Landfill and/or Landfill Gas system as needed for staff and members of the public.
• Backfilling for GPS survey technician for minimal periods.
• Backfilling for other landfill gas technicians during vacation or absence.
• Participating in the roster for after-hours call out for monitoring the onsite flare station.
• The incumbent will be responsible to carry out their assignned tasks, determining their own task schedule based on the deadlines.

Qualifications

Education and Experience:

• Completion of a program in Environmental Protection Technology, Environmental Engineering Technology, Mechanical Engineering Technology, and some experience as an Engineering Assistant I or an equivalent combination of education and experience.
• Canada Safety Council UTV/ATV Operators Certificate or equivalent is an asset.
• Experience using handheld measurement equipment is an asset. Examples of equipment include:  Landtec GEM or other landfill gas analyzer with data logging capability, personal gas monitor, and GPS equipment (Trimble or similar).
• Experience and training in working with explosive gases, surveying, i.e. using GPS and level instruments, and conducting water quality monitoring or vapour monitoring is an asset.
• A current and valid BC Class 5 driver’s license with a satisfactory driving record in accordance with the City of Vancouver policies is preferred.
