Core Job Purpose
The Administrative Support role provides coordination, logistical and administrative services to support the department. This includes arranging appointments, scheduling meetings, processing of correspondence, recording and preparing minutes, answering telephone inquiries and maintaining filing systems for the work unit.
1. 0 Key Accountabilities
The ideal candidate will be proactive, organized, technically savvy and service driven. They will be a trusted partner to team members within the Office of the City Clerk and will directly support City Council members. Key functions within this support role are to provide administrative support office functions; execute appropriate processes to ensure priority services are delivered in accordance with agreed upon levels of service and service standards. The Office of the City Clerk is a fast-paced environment with many competing priorities. Administrative Support must be highly organized and excel in meeting the needs of the Office of the City Clerk and the needs of City Councillors. The level of skill and professionalism necessary must provide customers and stakeholders with a feeling of service excellence. Exceptional judgment is required when setting priorities, organizing multiple tasks and activities while also maintaining a professional approach. Digital savviness and the ability to adapt to changing circumstances to effectively respond to work volume and time constraints to meet deadlines will be essential to success in this position. In this highly sensitive position, you will have regular access to confidential material relating to business, commercial and community interests, labour relations, as well as financial and personnel matters. At times, this confidential information may in part be shared between City administration, City Council, committees of City Council, community stakeholders, other levels of government and other agencies.

1.1 Coordination and Planning

- Review and comment on environmental reports, drawings, specifications, plans, and applications from developers and consultants to ensure City standards, specifications, and relevant environmental requirements are met. Review development and demolition proposals regarding protection and hazardous materials.
- Conduct field inspections, surveys, environmental surveillance, and environmental testing as required.
- Review reports and develop and maintain a system of records and history on contaminated sites within the City.
- Supervise and direct staff, consultants, and contractors as required.
- Manage projects, work programs, and budgets, including contract administration.
- Research, evaluate, and provide advice on the application of technologies, methods, and industry best practices related to environmental services.

Key Qualifications:
- The knowledge, abilities and skills are obtained through the completion of a two (2) year diploma in Environmental/Water Resources Engineering Technology, AND/OR completion of a two (2) year diploma in Mechanical, Civil, Industrial, Electrical, Water Resources, or Environmental Engineering Technology.
- Hold a minimum of two (2) years’ experience in related engineering/technical field/utility.

Position Overview:

In this role, you'll oversee the payroll process, including scheduling and monitoring payroll and time and attendance records. Your expertise will ensure accurate financial and payroll account record-keeping, in compliance with collective bargaining agreements and applicable legislation.
Key Duties & Responsibilities:
- Manages payroll processing for the City of Regina and external organizations, including creating electronic file transfers for net pay, producing cheques, and advices.
- Handles the preparation, analysis, reconciliation, and remittance of all CRA payroll deductions, deposits, billing authorizations, and journal vouchers for payroll accounts.
- Reviews exceptions, validates batches, and runs the payroll process, including the bank file.
- Ensures authorized earnings for all departments, CRA, Service Canada, and financial institutions are accurate, and calculates gross and net pay.
- Prepares, analyzes, and ensures the accuracy and completeness of various reports for internal and external stakeholders, and as required by legislation and regulations.
- Serves as a liaison and offers senior payroll support to the payroll branch and departments for all payroll-related issues.
- Validates and corrects year-end balances of payroll records and reviews data for processing tax slips.
- Oversees training, training plans, and documentation, and updates processes.
- Participates in system testing and validation of upgrades and year-end processes.
- Calculates and verifies pension adjustments, including manual adjustments for LTD pension contributions.
- Manages entry and adjustments of employee benefits while on approved leave.
- Maintains filing systems in accordance with branch procedure and corporate records management policies and procedures.

Key Qualifications:
- Completion of college diploma or university degree, as well as hold the Payroll Compliance Practitioner (PCP) certification.
- Have a minimum of 18 months payroll experience.
- Knowledge of payroll principles, policies, procedures, processes, and systems.
- Knowledge of accounting, office administration processes, and customer/client services
- Knowledge is gained through on-the-job experience
- Knowledge of specific work unit as well as the broader divisions/departments/branches

This position offers the opportunity to become a skilled professional driver. Under general supervision, the employee in this position operates a transit vehicle in a safe and courteous manner and provides effective and safe transportation for the citizens of Regina, while providing exemplary customer service. Employees must be able to meet the physical requirements of the job including, but not limited to, performing the following tasks, which are constant during a normal shift as a Bus Operator:
- Ability to sit for long periods of time in the driver’s seat while wearing a seat belt.
- Ability to bend, twist body and to manipulate controls independently or simultaneously at any given time, while wearing a seatbelt in the driver’s seat.
- Ability to “reach over-head” with both arms to manipulate controls.
- Constant twisting and neck rotation of different ranges to check mirrors, blind spots etc.
- Ability to perform required pre-trip inspection, which involves walking, bending, squatting, reaching, twisting body in many different positions.
- Medium duty lifting while assisting customers with special needs.
- Constant gripping, pulling and pushing to manipulate control (steering controls, control valves, etc.)
- Bending, stooping, crouching and twisting in order to keep doorways clear of ice and snow build-up.
Note: Work schedules vary, seven (7) days per week including split shifts, early mornings, evenings, late nights, weekends and holidays. Days off vary. This is a seniority-based environment where work schedules, days off, vacation and other absences are based on seniority and availability to maintain service levels.
