Senior Elections Communications Advisor Full-time Job

Reporting to the Director, Corporate Records, Elections and Information Management and coordinating with the Office of the Chief Communications Officer, the Senior Elections Communications Advisor leads the work needed to ensure that voters, candidates, third party advertisers, Election workers, media and other stakeholders have trust and confidence in the election process. They are a member of the Election project leadership team and participate in election planning and decision-making, providing perspectives and advice on public perception, public trust and reputation.
Major Responsibilities:
- Develop and implement a strategic communications plan that adheres to all legislative requirements and broadly communicates information on opportunities to Run, Work, Vote in the 2025 Edmonton Election
- Lead the development and delivery of aspiring Candidate Virtual Engagement Sessions, voter outreach strategies, and manage urgent arising communications and public perception issues
- Ensure communications plans are inclusive, accessible and that they reach a diverse audience
- Play a key role in the Election Leadership Team by providing strategic communications advice to all aspects of the Election project
- Support the Director and Returning Officer by drafting communications and briefings for Senior Leadership as required
- Manage and coordinate media availabilities, including developing collateral such as backgrounders and media releases, and preparing spokespersons
- Work with Media Relations to obtain and track media coverage
- Ensure integration with 311 and work with them to determine internal capacity and ensure they are equipped with the necessary information to manage all public inquiries during Advance Vote and on Election Day
- Plan for and implement systems for rapid response on Election Day, including media relations, web ops, etc.
- Plan for any post Election Day media availabilities and communications strategies for reporting official results and any recount requests
- Other related duties as assigned
Qualifications
- University graduation in a communications, public relations or related field, supplemented by a minimum of four (4) years progressively responsible experience in a designated public relations, public affairs or public information position, as well as one (1) year of experience in a related supervisory capacity
OR
- Diploma in a communications, public relations or related field, supplemented by a minimum of six (6) years progressively responsible experience in a designated public relations, public affairs or public information position, as well as one (1) year of experience in a related supervisory capacity
- Accreditation in the International Association of Business Communicators (IABC) or Canadian Public Relations Society (CPRS) would be an asset
- Media relations and event management experience is an asset
- Excellent written and verbal communication skills, and demonstrated ability in communications, graphic design coordination, media relations, web content management, social media management, advertising/promotion and print production

- Safely operate the assigned equipment following the occupational hazards applicable to the work

Qualifications
- Completion of Grade 10

- Must be COE trained and passed on both Sweeper and Plow/Sander
- City Grader, Roscoe Spray Injection and Loader training and passed will be considered to be an asset
- Valid Alberta Class 3 driver’s licence with Air Brakes Endorsement (or provincial equivalent). Obtaining and maintaining a City Driver's permit is a requirement of this position

Job Summary
Under supervision of the Supervisor VI (Water Distribution), this position operates, inspects and maintains water distribution appurtenances to ensure the delivery of safe water through reliable systems operation and carries out maintenance activities on the wastewater collection system to reduce emergency or trouble situations. This is deemed a safety sensitive position.
Duties & Responsibilities
Scope And Major Responsibilities
- Operates and troubleshoots all water system components necessary to de-energize, re-energize, inspect and maintain hydrants.
- Inspects, troubleshoots and performs minor maintenance on hydrants.
- Assists with the inspection and minor maintenance of valves, service connections and appurtenances.
- Performs field sampling and testing of basic water quality parameters.
- Monitors and maintains system instrumentation for water loss management, including flow meters and pressure monitors, uses leak listening equipment as required.
- Assists with the installation, removal and maintenance of various temporary water services.
- Assists with the response to, and resolution of, water contamination events, including water main chlorination and de-chlorination procedures.
- Enters premises on behalf of the City and assists with any necessary correctional work, including the location of sewer clean-outs and thorough cleaning of sewer services to free blockages and restore service and follow up with a visual inspection to ensure quality of cleaning and structural integrity of the pipe.
- Erects barricades, directs vehicular and pedestrian traffic.
- Conducts pipe cleaning programs, including conventional flushing, unidirectional flushing and swabbing to maintain water quality.
- Maintains comprehensive records of all field activities and prepares required reports, including inspections, test results and recommendations.
- Assumes duties of Water System Operator as required.
- Assumes duties of Water & Sewer Trouble as required.
- Performs other related duties as assigned.
Qualifications
Knowledge, Abilities And Skills
- Knowledge of the methods, techniques, equipment, tools, materials and terminology used in operating, inspecting and maintaining water distribution systems.
- Ability to troubleshoot various hydrant problems and customer concerns, operate all valves, hydrants and other water distribution system appurtenances.
- Ability to read and interpret engineering drawings.
- Ability to perform basic sampling and testing for water quality, using standard operating procedures.
- Ability to make mathematic calculations rapidly and accurately.
- Ability to establish and maintain effective working relationships with the public, civic employees and contractors.
- Ability to communicate effectively, orally and in writing, including recording data.
- Ability to work with minimal supervision.
- Physical ability to perform the assigned duties in varying weather conditions and extremes of temperature.
- Ability to perform confined entries complete with necessary fall protection equipment and air quality monitoring equipment.
- Skill in the use and care of computer hardware and related software.
Qualifications
- Grade 12 education or equivalent.
- One years’ related water or sewer system operation and/or maintenance experience, including experience in the operation of machinery and power tools used in water & sewer construction OR certificate of completion from an approved Water & Wastewater program.
- Level 2 Water Distribution Operator Certification from the Saskatchewan Operator Certification Board would be considered an asset.
- Level 2 Wastewater Collection Operator Certification from the Saskatchewan Operator Certification Board would be an asset.
- Must comply with all safety related requirements.
- Possession of a valid Class 5 Saskatchewan Driver's Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.

Job Summary
Reports to the Planning & Scheduling Manager. This position assists in the coordination and delivery of municipal infrastructure Operations and Maintenance programs, as an Engineer-in-Training.
Duties & Responsibilities
- Assist with the development of condition and performance rating systems
- Assist with development and implementation of capacity planning, work measurement and tracking methods to support continuous improvement, reporting and benchmarking activities
- Assists with establishing preliminary programs and analysis for the operations, maintenance, and rehabilitation of infrastructure.
- Assists with the research and development of operations and maintenance policies, procedures, and applicable manuals.
- Assists with program consultation with other stakeholder groups.
- Assists with coordinating the planning, design and implementation of municipal infrastructure Operations and Maintenance programs.
- Performs and arranges inspections and ensures compliance of construction sites with specifications and Occupational Health & Safety requirements.
- Communicates effectively with field staff, management, co-workers, contractors and other civic departments to assist with planning, scheduling and coordinating work.
- Researches, including via other jurisdictions, and compiles statistical and other information to prepare reports and recommendations related to assigned programs and projects.
- Reviews, analyses, reports on, and provides recommendations relating to service levels and delivery of operations and maintenance programs. Supervises and trains subordinate staff as required.
- Performs other related duties as assigned.
Qualifications
- Degree in Engineering
- Registered as an Engineer-in-Training with the Association of Professional Engineers and Geoscientists of Saskatchewan
- 1-3 years’ experience in municipal infrastructure Operations and Maintenance planning.
- A recognized Planning/Maintenance/Operations designation would be an asset.
- Knowledge and skill in the use of CMMS/EAM systems would be an asset.
- Possession of a valid Class 5 Saskatchewan Driver’s Licence.
- Knowledge of Roadways, Water, and Waste Operations and Maintenance strategies and tactics is an asset.
- Demonstrated ability to communicate effectively, orally and in writing.
- Ability to establish and maintain effective working relationships with civic staff, civic officials, representatives of other agencies and the public.
- Demonstrated effective interpersonal skills.
