This position performs complex technical work including database management; asset management; infrastructure design; construction, and preservation; facility and systems operation; environmental engineering, traffic engineering and wastewater facility operations and management. The position provides advanced advice in regard to industry best practices related to infrastructure/sewer/water/transportation/waste networks/facility planning, design, construction planning, operation, preservation, maintenance, testing, management and performance. This position typically reports to an Engineer, Schedule C Supervisor, or Technologist II.
Duties & Responsibilities

  • Initiate, develop, maintain, and coordinate databases related to infrastructure planning, asset management, operations and preservation, traffic safety, material testing, and field inspection.
  • Provide technical analysis and operational support related to infrastructure/facility systems planning, operations, preservation, traffic safety, material testing and field inspection.
  • Operate, inspect, monitor, troubleshoot and maintain sewer, water, transportation and waste processes, equipment, and systems together with performing minor repairs and/or identification of necessary repairs and procedures.
  • Review and comment on documentation, drawings, specifications, plans and applications from engineering consultants and developers to ensure City standards and requirements are met.
  • Supervise and direct staff, consultants, and contractors.
  • Maintain and operate specialized analysis software and be able to interpret results, produce reports/outputs and make recommendations for infrastructure/sewer/water/transportation/waste network/facility planning, design, construction, operation, maintenance and management programs, traffic safety analysis, water/wastewater facility operations/engineering and environmental engineering. (Examples include SCADA, WaterCad, EMMEIII, AutoCad, Crystal Reports, Asset Management software, SPL, and MMS)
  • Develop and review standards, specifications, processes, and manuals related to roadway/sewer/water/traffic/waste operations, the development of transportation/utility networks, operation, construction, and maintenance.
  • Research and evaluate the application of new technologies and industry best practices related to infrastructure/facility planning, engineering, design, construction, preservation, traffic safety, asset management and testing services.
  • Provide advanced advice regarding technologies and technical analysis related to infrastructure/plant/facility planning, design, construction, operation, preservation, maintenance, management, testing and performance. New technologies comprise of technical evaluation of engineered material; integration of Global Positioning System/Geographical Information System (GPS/GIS) technology; development/integration of computer applications and information systems to enhance productivity/efficiency; equipment deployment and route modelling; new testing/monitoring equipment for quality control of construction/maintenance operations; maintenance information systems, etc.
  • Represent the department in meetings with department staff, other departments, the public, consultants, contractors, other government agencies, community associations and City Advisory Committees.
  • Tactfully and adequately respond to concerns and inquiries from the public, City Council, and other branches/departments/divisions
  • Assist in labour relation activities such as staffing, discipline, staff development and performance appraisals of subordinate staff.
  • Ensure compliance of personnel, equipment, materials, contractors, and consultants at worksites to meet Provincial Occupational Health and Safety Act, City of Regina Occupational Health and Safety Manual, City of Regina Standard and Emergency Operating Procedures and legislative and regulatory requirements.
  • Perform related work as required

Knowledge, Skills & Abilities

  • Knowledge of and demonstrated ability to apply engineering practices, principles, theories, computations, analyses, and statistics.
  • Knowledge of basic transportation/water/sewer/waste infrastructure planning, management, design, materials, operation, construction, maintenance, and preservation.
  • Knowledge of basic drafting and surveying technology practices and techniques.
  • Knowledge and ability with sampling and laboratory/field/facility test procedures.
  • Beginner level skills with GIS and CAD skills to display data including symbology, create, edit and query data, modify drawings, relate data, and prepare designs using software such as Arc View, AutoCAD and Civil 3D.
  • Ability to interpret, understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act, other legislation, and expectations of City of Regina’s policies, standards, practices, and guidelines.
  • Ability to plan, coordinate, direct and supervise the work of others.
  • Ability to acquire and apply knowledge of City policies and procedures, and legislative and regulatory requirements.
  • Ability to operate and maintain facility and network systems and mobile equipment.
  • Demonstrated ability to develop and work with complex databases.
  • Intermediate skills to create tables, charts, and forms, create formulas, create queries and reports, modify, and customize charts and tables, use pivot tables and cross tab queries, and import/export data from various sources and formats using office productivity software such as in MS Office (Word, Excel, Word, PowerPoint, and Access).
  • Skill to develop innovative engineering/technical solutions.

Education & Experience

  • The knowledge, abilities and skills are obtained through completion of a two-year diploma in Civil, Environmental and/or Water Resources Engineering Technology.

Working/Other Conditions

  • Must possess a valid Class 5 Driver's License and have a vehicle available for work usage (a travel allowance is provided). Candidates must be willing and able to obtain Air Brake Certification if applicable to the work unit assigned.
  • Must register and maintain registration under Saskatchewan Applied Science Technologists and Technicians (SASTT).
  • Will be required to work from variable bases of operation. (e.g., Wastewater Treatment Plant, 4th Avenue Yard and/or other designated bases).
  • Must be able and willing to perform work of a physical nature in all types of plant, field environments and inclement conditions.
  • Willing to be on call, perform overtime, work shift and/or irregular hours.

  • Possess form perception to be able to observe application of coatings for proper thickness, smoothness, quality and detect imperfections

  • Color acuity of a high degree to mix paints to obtain desired color, or to match exact shade of original color 
  • Manual dexterity to use hand and power tools, to operate spraying machines and for precise and agile movements when painting letters on signs, applying trim, etc. 
  • Must be physically capable of performing the duties, specifically when dust, noise and various weather conditions exist 
  • Strong communication skills (verbal and written) with the ability to understand formulas and specifications Ability to gain an understanding of our procurement process

Responsibilities

  • Shift: AM, PM or overnight
  • Deliver pre-ordered products to customers on assigned route using a Coke Canada Bottling fleet truck
  • Check accuracy and stability of truck load
  • Follow all Coke Canada Bottling and Store policies regarding equipment and safety
  • Maintain professional relationships with co-workers and customers.
  • Repetitively lift, carry and position product (weight up to 50lbs or 22kgs) above shoulder height without assistance - most route require product to be offloaded and broght into the customer location.
  • Merchandising product into customer location as needed
  • Ability to push and pull manual and powered equipment (i.e. pallet jack, hand-truck etc.) containing product loads for a minimum of 100 yards without assistance

POSITION ACCOUNTABILITIES:

  • Perform preventative and corrective maintenance of all systems associated with Work Equipment (Mechanical, Electrical and Hydraulic)
  • Make Inspections and tests. Repair or replace parts with limited resources in remote locations outdoors
  • Perform welding repairs
  • Investigate and locate equipment problems and take corrective action minimizing the impact on crew production
  • Plan work and co-ordinate it with others
  • Prepare and submit equipment maintenance records, time sheets etc.
  • Obtain certification in CPKC safety rules

POSITION REQUIREMENTS:
