Main Purpose and Function

The Equipment Operator III is responsible for the operation and maintenance of equipment involved with stump grinding. Stump grinding operations is an important and necessary role that supports the continuation of the Urban Forest. Replacement of trees can only be facilitated by preparing sites through stump grinding. Position will report directly to the Superintendent of Urban Forestry and may involve the supervision of two or more subordinates.

Specific Duties and Responsibilities

• Operates and services a large stump grinder. Two units are towable, and the other one is a mounted tow behind.
• Stump grinding will occur in parks and on streets, citywide.
• Operator is required to interpret and understand the Call-One packages of information. All work with machinery impacting underground requires a Call-One and an information package identifying underground utilities.
• Operator will be responsible for completion of VanTree work orders.
• Position is a physical job, and one that requires shoveling debris from truck, or trailer and/or shovel soil and debris from ground into a truck or trailer.
• Operator will be required to remove wood debris from sites as part of completion of the stump removal.
• Operator will be required to operate a chainsaw or reciprocating saw to sever large roots or cut stumps below grade
• Operator will be working in conjunction with hydrovac
• Performs related work as required

Qualifications

Education and Experience:

• Completion of grade 8 supplemented by experience in the operation of equipment such as heavy road rollers and related equipment is desirable

Knowledge, Skills and Abilities:

• Considerable knowledge of the methods and practices employed in the operation of heavy roller equipment.
• Working knowledge of the rules of safe operation and the precautions necessary to avoid accidents when operating such equipment.
• Some knowledge of the methods, practices and tools used in servicing and making adjustments to such equipment.
• Ability to understand and effectively carry out oral instructions.
• Skill in the operation of medium sized construction equipment.
• Interpretation and understanding of the Call-One packages of information is preferred.

Driver’s License and Record Checks:

• Applicable Driver's License and endorsements as required by the British Columbia Motor Vehicle Act.

Main Purpose and Function

Reporting to the Senior Manager, the Project Manager I will assist in providing full life-cycle project management of complex, inter departmental civil infrastructure projects (streets, water, sewers, green infrastructure, electrical, structures, etc.) with multi-million-dollar budgets.

The Project Manager will work collaboratively with multidisciplinary civil consultants, interdepartmentally within Engineering Services, and with other CoV departments such as Law, Planning, Parks, Facilities, Real Estate, Supply Chain Management and Development Services to identify stakeholder and partner requirements and ensure successful planning and implementation of projects. The Project Manager will help shape and advance project and quality management standards across the Department and be responsible for their practical and consistent application in which the role operates.

The Project Manager I will work in a matrix environment supporting client business units leading cross functional project teams, which will include Engineers, Engineers-In-Training, Superintendents, Engineering Assistants, and other technical and support roles. They will also work closely with staff third party consultants and/or contractors, key business stakeholders and user representatives to ensure their requirements are well understood and addressed.

It is anticipated that the successful applicant will support project management and coordination of several high profile, complex and high-risk civil infrastructure projects ranging between $1M to $50 M. These projects involve numerous internal and external stakeholders, expedited construction timelines, and challenging urban site conditions.

Specific Duties and Responsibilities

• Supports the Senior Project Manager in cross discipline design and construction projects.
• Plans out the projects in detail, clearly identifying project scope, budget and schedule as well as project risks, project organization and project management approach. Documents the plans in a Project Charter document.
• Engages with subject matter experts to prepare terms of reference for technical consulting services related to civil engineering design and construction; and complete the tendering and selection process, or work with internal operational forces to deliver the design packages.
• Coordinates and manages inter-departmental review processes for project design drawings and standards, escalating any identified conflicts as necessary to senior staff for resolution.
• Executes projects according to the approved Project Charters.
• Ensures all relevant City Departments are consulted in the process and progress of the project.
• Assists with management of multiple consultants and contractors.
• Assists with all relevant local, provincial and federal permit applications.
• Monitors, forecasts, and reports on project status (cash flows and scheduling).
• Procures project resources (e.g., design, construction and contract administration services).
• Project reporting, cost estimating, scheduling and measuring project performance.
• Applies and contributes to all Engineering Project and EGBC’s Organizational Quality Management principles and requirements, as defined by the Engineering Project Management Office.
• Develops and implements various project management plans.
• Assists the project team with presentations, public engagement and meetings with various members of the public, stakeholder community groups, and partners. Facilitates stakeholder inputs to arrive at optimum solutions.
• Facilitates meetings and regularly reporting on project status to Managers and project Sponsors.
• Implements adequate internal controls for reporting to Senior Management.
• Organizes and leads meetings with project team, stakeholders, and vendors as needed and manages actions arising from them.
• Identifies and proactively manages project issues and risks.
• Ensures that project performance meet expectations in terms of timelines and scope completion.
• Ensures proper project closeout at completion. Manages the sign-off process for project deliverables from stakeholders. Organizes and conducts a lessons-learned session. Documents and presents a project closeout analysis. Manages and coordinates project staff teams.
• Other duties/responsibilities as assigned.

Qualifications
Education and Experience:

• Bachelor or Master Degree in Architecture, Planning, Construction Management, or Engineering from a recognized post-secondary institution or an equivalent combination of education and experience.
• Minimum of 5 years of industry experience in project management with progressively complex, business transformation projects leading multi-disciplinary teams.
• Experience in delivering design and construction of civil engineering infrastructure an asset.
• Formal training in Project Management methodologies preferably consistent with those provided by PMI (Project Management Institute).
• Project Management Professional (PMP) designation an asset.
• Technical Diploma in Civil Engineering Technology, Construction Management or related an asset.
• Experience in managing complex projects that include managing multiple consultants and contractors simultaneously.
• Experience in developing and reporting on projects and programs, and researching, for various projects and initiatives.
• Experience in managing teams and diverse stakeholder groups, including internal and external coordination of design and field personnel.
• Experience in public consultation and conflict resolution with the ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members.
• Experience developing and reporting on projects and programs, and researching, and preparing business cases for various projects and initiatives.
• Experience working in a matrix reporting relationship an asset.
• Experience working on projects with a value of over $50 million will be considered a strong asset.
• Experience in hiring, developing, and managing staff in a Collective Bargaining environment an asset.

Knowledge, Skills and Abilities:

• Knowledge of and experience with Master Municipal Construction Document (MMCD) guidelines
• Experience in various procurement methods and construction management project delivery approaches.
• Demonstrated experience in managing complex project schedules.
• Demonstrated knowledge of the City’s transportation policies and related current literature, trends, and developments would be an asset.
• Familiar with the City of Vancouver’s Project Management Framework is an asset.
• Working knowledge of the City’s land use, environment and health policies an asset.
• Excellent written and verbal communication skills to confidently interact with the public by phone, email, and in person on contentious topics.
• Demonstrated ability to translate technical information into material that can be easily understood by a broad audience through collaboration with content experts.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

The Team

Supervise and co-ordinate the testing of medium to large projects using multiple delivery channels across various platforms, configurations and environments.  Assess the risk and quality of changes and enhancements to more than 100 existing applications and processes which support the domestic bank network. This role Reports to Manager, QA Testing, and Supervises test teams comprised of various levels of banking, business and systems analysts.

• Maintain a thorough and current understanding of a broad range of assigned banking applications, UAT code configuration, system integration, environment resources and code delivery process; provide technical advice to development teams and external suppliers on integration of specific applications within the UAT environment
• Forecast workday estimates based upon project documentation; monitor resource demands and escalate resource shortfalls or conflicts as required
• Identify and pursue opportunities to enhance personal breadth and depth of expertise and proactively apply knowledge on the job; identify and recommend enhancements or modifications to UAT processes in an effort to continually improve overall department efficiency and effectiveness

Reporting to the Regional Manager, as a Financial Planner, you will assist MD clients and their families in achieving their personal financial goals. Working as a partner with MD’s Specialist Advisors, you will leverage your years of experience and strong client focus to prepare comprehensive financial plans and specific investment strategies for clients. You will identify and develop new opportunities to prospect and grow the client base, while ensuring retention of clients through strong relationship building and the development of comprehensive financial plans. 

Duties & Responsibilities:

• As part of a broader network of MD financial experts you will facilitate a team approach by actively referring clients to MD Private Investment Counsel (discretionary management), MD Private Trust (estate and executor services), MD Insurance and MD Banking Products (Scotiabank).  You will also work to ensure client needs are pro-actively addressed in alignment with their current financial situation and life stage as well as their future aspirations. 
• When not meeting with clients or identifying new clients, you will further your knowledge of advanced financial planning concepts including income tax, investment trends and products, and any other issues having an impact on MD clients. Your thorough understanding of compliance with all industry regulations will ensure accurate administration of all client transactions and compliance requirements, thus minimizing risk and expense to the company.
• As a Financial Planner, you will participate in facilitating seminars and information meetings throughout the region, as well as implementing marketing strategies to provide advice and information concerning investment programs and related services.
• Flexibility to travel, as required, is expected.
• Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
• Actively pursues effective and efficient operations of his/her respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

Education & Experience:

• Minimum of 5 years’ experience providing financial advice within the financial services industry coupled with a University degree in business, commerce or financial planning and hold the Certified Financial Planner (CFP) designation.  (For Quebec PL Fin is mandatory)
• IIROC licensed as a Registered Representative (IIROC-RR) including completion of the Canadian Securities Course (CSC), the Conduct and Practices Handbook (CPH) and 90 day training
• Life License (LLQP) and a willingness to complete other regulatory requirements. Completion of the Group Annuity Sector (PQPAV) (Quebec offices only)
• Wealth Management Essentials (post-licensing requirement)

Contributes to the overall success of Commerce Engineering in Canada ensuring specific individual goals, plans, initiatives are executed / delivered in support of the team’s business strategies and objectives.  Ensures all activities conducted are in compliance with governing regulations, internal policies and procedures

Do you have the skills that will enable you to succeed in this role? We'd love to work with you if you have:

• 5-6 + years of prior working experience gaining the understanding of both functional vs nonfunctional testing.
• Identify and prioritize test cases, APIs and web application. (design and maintain test cases)
• 2-3 years of prior working experience within Automation testing using Selenium. Locators identifications, basic coding skills.
• 5-6 + years of prior Manual testing experience (75% Manual 25% automation)
• You have a good understanding of software testing methodologies (functional vs non-functional testing)
• You have experience working on automation frameworks for mobile and web applications using Appium and Selenium
• You have strong coding skills with any of the following technologies: Java, JavaScript, Python, etc.
• You have experience with version control systems (Git) and CI/CD tools (Jenkins)
• You have experience with testing REST API and are proficient in use of API testing tools – Postman and Swagger
• You have hands-on experience with identifying defects, minimizing steps to replicate and log issues into a defect tracking tool (JIRA or similar ticketing systems)
• You are familiar with the types of testing including regression, performance, stress, unit, integration, and security testing
• You have Knowledge of tools and frameworks such as WebdriverIO, REST Assured, Cucumber, Mocha and Axe-core
• You have experience with Accessibility testing and tools such as JAWS, NVDA, Lighthouse, etc.
• You have experience with cross-browser and cross-device testing for web and mobile applications
• You are capable of executing test cases on English and French language, and documenting results for various types of testing as required (applies to smoke, integration, functional and regression testing)
• You have experience in mobile applications testing - Android and iOS
• You have experience working in agile teams either using Scrum or Kanban.
• Computer engineering background will be preferred
