Under supervision of the Watershed Protection Manager, this position coordinates environmental programs and delivers plans and projects.

Duties & Responsibilities

  1. Develops and delivers corporate and community programs linked to initiatives such as Corporate Spills Response, Wetlands Policy, Environmental Management System, the Green Network, and general environmental protection topics. 
  2. Works closely with communications staff and contractors to facilitate the development of communication campaigns to support programs and communicate environmental messages.  This may involve creating content, reviewing materials, updating the website, and delivering education at public events, community meetings, or exhibits.
  3. Monitors and measures environmental programs and other environmental performance metrics and develops, prepares, and presents reports.
  4. Acts as a liaison with community associations, environmental organizations, City departments, and other agencies and organizations involved in environmental initiatives.
  5. Serves on various committees to elicit inter-departmental or community cooperation and participation in the implementation of various environmental programs and projects.
  6. Assists with securing project funding from both internal and external sources, this may include preparation of and reporting on grant applications and preparing internal reports and memos.
  7. Assists in the development of strategic and business plans on environmental and sustainability initiatives by working with consultants, advising on content, and facilitating reviews and advice from other City staff. 
  8. Performs other related duties as assigned.

Qualifications

  • Degree in a related field.
  • Four year’s experience in the environmental management field including experience working with spills and discoveries, wetlands, and other sensitive environments.
  • Possession of a valid Saskatchewan Class 5 Driver’s Licence.
  • Driver’s abstract from SGI demonstrating safe driving record.Knowledge of environmental protection, program development, and program delivery.
  • Knowledge of municipal bylaw, provincial and federal regulations related to environmental protection.
  • Knowledge of research, planning and evaluation processes as they relate to environmental projects and programs.
  • Demonstrated ability to communicate effectively, orally and in writing, including preparing and presenting complex technical reports.
  • Demonstrated ability to establish and maintain effective working relationships with civic staff, civic officials, representatives of other agencies and the public.
  • Skill in critical thinking and problem solving. 
  • Skill in the operation of a computer with Microsoft Office software.

Equipment Operator III Temporary Job

Main Purpose and Function

The Equipment Operator III is responsible for the operation and maintenance of equipment involved with stump grinding. Stump grinding operations is an important and necessary role that supports the continuation of the Urban Forest. Replacement of trees can only be facilitated by preparing sites through stump grinding. Position will report directly to the Superintendent of Urban Forestry and may involve the supervision of two or more subordinates.

 

Specific Duties and Responsibilities

  • Operates and services a large stump grinder. Two units are towable, and the other one is a mounted tow behind.
  • Stump grinding will occur in parks and on streets, citywide.
  • Operator is required to interpret and understand the Call-One packages of information. All work with machinery impacting underground requires a Call-One and an information package identifying underground utilities.
  • Operator will be responsible for completion of VanTree work orders.
  • Position is a physical job, and one that requires shoveling debris from truck, or trailer and/or shovel soil and debris from ground into a truck or trailer.
  • Operator will be required to remove wood debris from sites as part of completion of the stump removal.
  • Operator will be required to operate a chainsaw or reciprocating saw to sever large roots or cut stumps below grade
  • Operator will be working in conjunction with hydrovac
  • Performs related work as required

 

Qualifications

Education and Experience:

  • Completion of grade 8 supplemented by experience in the operation of equipment such as heavy road rollers and related equipment is desirable

 

Knowledge, Skills and Abilities:

  • Considerable knowledge of the methods and practices employed in the operation of heavy roller equipment.
  • Working knowledge of the rules of safe operation and the precautions necessary to avoid accidents when operating such equipment.
  • Some knowledge of the methods, practices and tools used in servicing and making adjustments to such equipment.
  • Ability to understand and effectively carry out oral instructions.
  • Skill in the operation of medium sized construction equipment.
  • Interpretation and understanding of the Call-One packages of information is preferred.

 

 

Driver’s License and Record Checks:

  • Applicable Driver's License and endorsements as required by the British Columbia Motor Vehicle Act.

Reporting to the Senior Manager, the Project Manager I will assist in providing full life-cycle project management of complex, inter departmental civil infrastructure projects (streets, water, sewers, green infrastructure, electrical, structures, etc.) with multi-million-dollar budgets.

 

The Project Manager will work collaboratively with multidisciplinary civil consultants, interdepartmentally within Engineering Services, and with other CoV departments such as Law, Planning, Parks, Facilities, Real Estate, Supply Chain Management and Development Services to identify stakeholder and partner requirements and ensure successful planning and implementation of projects. The Project Manager will help shape and advance project and quality management standards across the Department and be responsible for their practical and consistent application in which the role operates.

 

The Project Manager I will work in a matrix environment supporting client business units leading cross functional project teams, which will include Engineers, Engineers-In-Training, Superintendents, Engineering Assistants, and other technical and support roles. They will also work closely with staff third party consultants and/or contractors, key business stakeholders and user representatives to ensure their requirements are well understood and addressed.

 

It is anticipated that the successful applicant will support project management and coordination of several high profile, complex and high-risk civil infrastructure projects ranging between $1M to $50 M. These projects involve numerous internal and external stakeholders, expedited construction timelines, and challenging urban site conditions.

 

Specific Duties and Responsibilities

  • Supports the Senior Project Manager in cross discipline design and construction projects.
  • Plans out the projects in detail, clearly identifying project scope, budget and schedule as well as project risks, project organization and project management approach. Documents the plans in a Project Charter document.
  • Engages with subject matter experts to prepare terms of reference for technical consulting services related to civil engineering design and construction; and complete the tendering and selection process, or work with internal operational forces to deliver the design packages.
  • Coordinates and manages inter-departmental review processes for project design drawings and standards, escalating any identified conflicts as necessary to senior staff for resolution.
  • Executes projects according to the approved Project Charters.
  • Ensures all relevant City Departments are consulted in the process and progress of the project.
  • Assists with management of multiple consultants and contractors.
  • Assists with all relevant local, provincial and federal permit applications.
  • Monitors, forecasts, and reports on project status (cash flows and scheduling).
  • Procures project resources (e.g., design, construction and contract administration services).
  • Project reporting, cost estimating, scheduling and measuring project performance.
  • Applies and contributes to all Engineering Project and EGBC’s Organizational Quality Management principles and requirements, as defined by the Engineering Project Management Office.
  • Develops and implements various project management plans.
  • Assists the project team with presentations, public engagement and meetings with various members of the public, stakeholder community groups, and partners. Facilitates stakeholder inputs to arrive at optimum solutions.
  • Facilitates meetings and regularly reporting on project status to Managers and project Sponsors.
  • Implements adequate internal controls for reporting to Senior Management.
  • Organizes and leads meetings with project team, stakeholders, and vendors as needed and manages actions arising from them.
  • Identifies and proactively manages project issues and risks.
  • Ensures that project performance meet expectations in terms of timelines and scope completion.
  • Ensures proper project closeout at completion. Manages the sign-off process for project deliverables from stakeholders. Organizes and conducts a lessons-learned session. Documents and presents a project closeout analysis. Manages and coordinates project staff teams.
  • Other duties/responsibilities as assigned.

 

Qualifications
Education and Experience:

  • Bachelor or Master Degree in Architecture, Planning, Construction Management, or Engineering from a recognized post-secondary institution or an equivalent combination of education and experience.
  • Minimum of 5 years of industry experience in project management with progressively complex, business transformation projects leading multi-disciplinary teams.
  • Experience in delivering design and construction of civil engineering infrastructure an asset.
  • Formal training in Project Management methodologies preferably consistent with those provided by PMI (Project Management Institute).
  • Project Management Professional (PMP) designation an asset.
  • Technical Diploma in Civil Engineering Technology, Construction Management or related an asset.
  • Experience in managing complex projects that include managing multiple consultants and contractors simultaneously.
  • Experience in developing and reporting on projects and programs, and researching, for various projects and initiatives.
  • Experience in managing teams and diverse stakeholder groups, including internal and external coordination of design and field personnel.
  • Experience in public consultation and conflict resolution with the ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members.
  • Experience developing and reporting on projects and programs, and researching, and preparing business cases for various projects and initiatives.
  • Experience working in a matrix reporting relationship an asset.
  • Experience working on projects with a value of over $50 million will be considered a strong asset.
  • Experience in hiring, developing, and managing staff in a Collective Bargaining environment an asset.

 

Knowledge, Skills and Abilities:

  • Knowledge of and experience with Master Municipal Construction Document (MMCD) guidelines
  • Experience in various procurement methods and construction management project delivery approaches.
  • Demonstrated experience in managing complex project schedules.
  • Demonstrated knowledge of the City’s transportation policies and related current literature, trends, and developments would be an asset.
  • Familiar with the City of Vancouver’s Project Management Framework is an asset.
  • Working knowledge of the City’s land use, environment and health policies an asset.
  • Excellent written and verbal communication skills to confidently interact with the public by phone, email, and in person on contentious topics.
  • Demonstrated ability to translate technical information into material that can be easily understood by a broad audience through collaboration with content experts.
  • Excellent interpersonal skills to deal tactfully with staff, outside agencies, and the public.
  • Excellent presentation skills to public and community groups.
  • Demonstrated skill in establishing and maintaining collaborative working relationships with the public, other employees, and officials including working with subject matter experts to respond to difficult questions.
  • Ability to present research results, conclusions, and recommendations in graphical and written form.
  • Ability to develop databases and collect, analyze, and interpret statistical and narrative data.
  • Ability to direct and supervise the work of junior engineering/planning assistants and other support staff.
  • Ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both customers and team members.
  • Proficiency in Microsoft Word, Excel, and PowerPoint, and Microsoft Project.

 

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

  • Design UAT test plans; assign and review test documentation (functions, testcases, scripts); balance the need to mitigate risk with the optimal use of testing resources while adhering to UAT policies, standards and procedures
  • Schedule and approve the release of projects into the UAT environment; execute complex test plans and supervise the execution of testing, co-ordinating resources, people and environments on a daily basis to meet the specific requirements for a project; manage multiple stakeholders with conflicting time and needs requirements; co-ordinate code delivery with external service providers
  • Continually evaluate priorities for various projects in response to frequent directional changes and take decisive action as required
  • Assess the results of UAT tests and take appropriate action; work closely with the development group to resolve defects; escalate issues to management when necessary; make recommendations to release the code to Production
  • Transfer application and process expertise to more junior analysts within UAT; provide hands on training on systems, hardware, environment, product, standards, and methodology to test team members; coach, motivate and provide feedback on department and project objectives, conflict resolution, and team building to assigned staff
  • Work with individual project teams, during the software development life cycle, to ensure business and technical requirements have been fulfilled; contribute recommendations and assessments to ongoing project reviews
  • Maintain a thorough and current understanding of a broad range of assigned banking applications, UAT code configuration, system integration, environment resources and code delivery process; provide technical advice to development teams and external suppliers on integration of specific applications within the UAT environment
  • Forecast workday estimates based upon project documentation; monitor resource demands and escalate resource shortfalls or conflicts as required
  • Identify and pursue opportunities to enhance personal breadth and depth of expertise and proactively apply knowledge on the job; identify and recommend enhancements or modifications to UAT processes in an effort to continually improve overall department efficiency and effectiveness

  • When not meeting with clients or identifying new clients, you will further your knowledge of advanced financial planning concepts including income tax, investment trends and products, and any other issues having an impact on MD clients.   • As a Financial Planner, you will participate in facilitating seminars and information meetings throughout the region, as well as implementing marketing strategies to provide advice and information concerning investment programs and related services.
