Job Summary
Under supervision of the Customer Support Coordinator, this position undertakes investigations, prepares reports and administers programs for the Division.
Duties & Responsibilities
- Conducts moderately complex traffic and parking studies and investigations, including analysis, preparing recommendations and reports to Council and its committees.
- Identifies intersections requiring additional traffic controls by conducting field investigations and performing analyses. Performs traffic control device warrant calculations for traffic signals and pedestrian facilities. Prepares related reports. Requisitions appropriate signs, as required.
- Prepares the annual traffic volume report, including calculations generated from data collected from the traffic count program.
- Maintains a traffic accident information database from information received from police accident reports. Identifies and processes claims for damage to City property. Prepares related reports.
- Conducts surveys of the public and external agencies by a variety of methods, e.g. written, telephone and in-person.
- Administers the leasing of City right-of-way.
- Administers the acquisition and disposal of City right-of-way.
- Reviews building permit applications for appropriate driveway access and issues driveway access permits.
- Assists with field traffic studies (e.g. volume, speed, classification, noise and delay), as required.
- Issues permits for the use of City right-of-way and over-dimensional vehicles, as required.
- Administers the assessment of claims by and against the City, for the Division, as required.
- Performs other related duties as assigned.
Qualifications
• Graduation from a two-year, post-secondary civil or transportation engineering technology program.
• Three years' related experience in the transportation field.
• Possession of, or eligibility for, Saskatchewan Applied Science Technologist and Technicians certification as an Applied Science Technologist (A.Sc.T.)
• Possession of a valid Saskatchewan Class 5 Driver's Licence.
• Current driver’s abstract from SGI demonstrating a safe driving record.
• Knowledge of engineering techniques and procedures related to the operation of traffic facilities.
• Knowledge of civic and department policies.
• Ability to read and interpret maps, plans and related data.
• Ability to communicate effectively orally and in writing.
• Ability to work with minimal supervision as well as cooperatively with others.
• Skill in the use and care of electronic traffic counters and related equipment and of a computer with word-processing, spreadsheet and database software.
