Position Summary

The City of Regina is looking for a reliable and organized individual to support the Partnerships & Permit Services team. In this role, you will handle reception duties, assist with administrative tasks, coordinate logistical arrangements, and provide excellent customer service. You will help keep the office running smoothly by managing communications, organizing materials, and supporting both staff and external stakeholders. This position plays a key role in ensuring efficient and effective operations.

This position provides complex administrative support work within an assigned Department. This position is responsible to provide exceptional customer service to internal and external customers and to prepare complex correspondence and reports.

Key Duties & Responsibilities

  • Provides reception, customer service, and first point of contact for work unit
  • Answers telephone, directs calls, takes messages, directs visitors, makes photocopies, scans, faxes, files, prints, labels, and stuffs envelopes, along with other clerical duties
  • Triages services requests and other incoming messages (in-person, telephone, email) for response and action
  • Coordinates the flow of information/materials for tenders and meetings
  • Makes logistical arrangements (confirms attendees, books rooms, equipment, and resources) for meetings, tender openings, events, travel and accommodations, and training and development
  • Monitors office equipment, troubleshoots, and places service/repair requests
  • Attends meetings, take minutes, and circulates draft
  • Collects, opens, receipts, completes mail log, and distributes daily mail and courier packages
  • Prepares outgoing mail and courier packages
  • Designs/prepares pamphlets/brochures/binders/forms
  • Updates manuals and standards and circulates revised documents
  • Responds to requests for information or materials from both internal and external stakeholders
  • Maintains filing systems in accordance with corporate records management policies and procedures
  • Processes departmental invoices, journal vouchers, cash receipts, and purchase/payment requisitions
  • Monitors office supply inventory, requisitions and purchases within limits of established authority (p-card, blanket agreements, and/or general stores)
  • Completes searches, inputs data, validates data, and generates reports and lists from programs and applications (vendor set up)
  • Perform other related duties as required.

Key Qualifications

  • Completion of secondary school or equivalency plus job-related training and/or course work
  • Minimum of nine months of previous and on-the-job administrative and/or clerical experience
  • Knowledge of office administration processes, procedures, and equipment plus customer/client services
  • Knowledge of cash receipts, processing, and reconciliation practices
  • Knowledge of relevant collective agreements, bylaws, policies and procedures, and legislation, including health and safety standards
  • Knowledge of job-related office productivity software, internet browsers and search engines, enterprise software, discipline-specific software, and technology devices
  • Provides front-line customer service where messages/responses may be met with frustration/rudeness
  • Interacts with staff and residents to exchange general information
  • Responds sensitively and appropriately to the needs of all customers/clients
  • Explains and exchanges administrative and other process information as well as policy and procedure information for work unit
  • Consults and follows policies, procedures, and processes
  • Prioritizes and adapts office activities in accordance with daily/weekly schedule within defined timelines/deadlines
  • Triages incoming telephones calls and emails
  • Contributes to a positive experience through provision of customer service and administrative services
  • Contributes to completion of work unit activities through completion of sequenced tasks/workflow
  • Contributes to financial stewardship through purchasing of and care of supplies, materials and equipment
  • Familiarizes new employees with tasks, duties, practices, and processes

Working/Other Conditions

  • The majority of the work is undertaken in City facilities. The work environment is an office environment.

Main Purpose and Function

This position will play a major role in the support and enhancements of the City’s 311 Customer service applications (EM Pro / Verint) as well as a supporting role with Enterprise Service Management systems (ServiceNow), and will be responsible for the design, implementation and maintenance of business systems, plus its related solutions and utilities, integrations, and reports.


This role will be more front-end focused but will require knowledge of back-end development as well. Application development will employ a variety of languages and platforms, but will primarily leverage Javascript and React Native and JQuery frameworks. Experience with other languages, frameworks and environments such as SQL Server (SSRS), .NET, Oracle, SOAP, RESTful API are an asset.


Specific Duties and Responsibilities

  • Create, test and maintain applications and tools, and have responsibility for all aspects of systems documentation and reporting, security, data integrity and implementation. 
  • They may also work with other systems with functional or operational ties to EM Pro and ServiceNow or its supported business lines, such as integrated applications or new solutions to be introduced to support team’s work scope. Our systems’ operational support role is expanding. 
  • The Programmer/Analyst will participate in reviews of the use and application of information technology standards and procedures and liaise with 311, business unit and IT analysts to maintain consistency and continuity of the City's technology and information base.  
  • The Programmer Analyst may prepare and deliver oral and written presentations.  Duties also include keeping abreast of current software and hardware developments and training of systems and user personnel. 
  • Other duties/responsibilities as assigned 

 

Qualifications
Education and Experience:

  • Completion of a Computer Systems Technologies two year diploma course at a technical institute plus sound experience in programming; OR an equivalent combination of training and experience

 

Knowledge, Skills and Abilities:

  • Knowledge of Windows operating systems (Windows 2018 Server and above) and related technologies (IIS, Active Directory), Oracle and SQL Server
  • A combination of SQL, .NET, and JavaScript. Knowledge of C# is an asset.
  • Development and maintenance of enterprise applications (e.g CRM, ERP) and preferably related to call centres or asset management, running in an ASP.NET environment.
  • SOAP and RESTful application API
  • Integration and data-transformation between different software systems
  • Migration of legacy applications data into new enterprise system, familiar with data transformation concepts and methods.
  • Reporting creation tools, preferably SQL Server Reporting Services (SSRS) or Power BI.
  • Experience with system-specific configuration tools, such as EM Pro (Verint) or ServiceNow, is an asset. 
  • Proven self-starter who is able to exercise considerable independent judgment while working under minimal supervision. 
  • A combination of strong business systems analysis and technical skills, data modelling skills, experience in the development and maintenance of computer systems and integration of applications and databases across platforms is highly desirable.
  • Outstanding interpersonal, collaboration, and communication skills, at both the technical and non-technical level
  • Ability to be a team player, deal with changing and competing deadlines within a multiple task environment are required.
  • Considerable understanding of relational database, services, and web programming concepts.
  • Experience in a municipal or public-sector environment, preferably with exposure to Customer Service, Enterprise Service Management-related applications is desirable.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program.   • Identifies prohibited items and prevents them from being introduced or removed from a secure production area. 
  • Performs other duties as directed by the screening supervisor or responsible direct supervisor.
  • Perform function checks on walk through metal detector (WTMD) and handheld metal detector (HHMD) at the beginning of each shift.

Key Responsibilities:

Functioning as a core member of the operational team and reporting to the Manager/ Supervisor as a Cleaner you may be required to perform some of the following tasks as required by the Manager/Supervisor and needs of the client:

  • Clean floors by sweeping, scrubbing, or vacuuming.
  • Dry/wet mop (wash/scrub) and polish hard surface floors. (The washing/scrubbing of floors is done with handheld or auto scrubbers. In large open applications, automatic equipment may be used to perform these functions)
  • Strip and finish hard surface floors manually or with power equipment (when required).
  • Steam clean or shampoo carpets (when required).
  • Transport garbage from drop points to garbage bins or compactor.
  • Transport maintenance machinery, where necessary, between floors and job sites.

Job Requirements:

  • Experience in performing various cleaning, housekeeping and maintenance activities in an institutionalized environment.
  • Experience in using floor maintenance machines, cleaning equipment, materials, and solutions.
  • Knowledge of the Occupational Health and Safety Act and the provisions that apply to this work including WHMIS.
  • Ability to lift, push and pull heavy items as well as climb ladders.

Subject Matter Expert

Main Purpose and Function

The Senior Electrical Engineer manages the delivery of annual electrical work and manages the Electrical Design team, including delivery of electrical drafting, design and engineering services. The position establishes and implements electrical technical specifications, standards and related work processes.

 

The position reports directly to the Associate Director, Electrical Design.  The Senior Electrical Engineer is responsible to oversee the electrical design teams. This position is required to deliver timely, quality services to clients internal and external to the City of Vancouver, including but not exclusive to other sections within the Streets division, Electrical and Traffic Operations, Streets Activities, Sustainability and Utility Management Branch, Transportation Division, particularly the Traffic and Data Management branch and Transportation Design branch, other City Departments, and developers and consultants. The position also partners with external stakeholders with BIAs, BC Hydro, and Coast Mountain Bus Company.

 

Specific Duties/Responsibilities

  • Leads the Electrical Design staff in delivering on strategic objectives and the continuous improvement of services related to the City’s electrical infrastructure. 

 

Asset Management:

  • Assists in prioritization, administration and execution of the electrical infrastructure capital plan (approx. $4M annually), working in partnership with the Divisional Asset Manager/Engineer and Operations
  • Ensures asset management strategies and plans are established for all electrical infrastructure

 

Operations Management / Financial:

  • Assist in managing operating budget
  • Assist in managing the capital budget, ensuring work plans are executed in order to fully spend annual capital allocations in alignment with priorities and needs
  • Develops budget requests to optimize asset management principles while aligning with City priorities
  • Explores and implement more cost effective ways of delivering services

 

Human Resources:

  • Oversees and directs the work plans of exempt and unionized staff, assigning and re-distributing duties as required to ensure the efficiency and optimization of staff work plans
  • Develops, implements and monitors quality control processes and procedures for all services provided by the electrical design section (PGA and PMF)
  • Adopts and implement HR processes, including but not limited to, attendance management program and performance management requirements
  • Ensures adherence to fair and consistent practices in alignment with the collective agreements, the Branch Community Agreement and the City wide policies

 

Programs and work plans:

  • Develops and implements program work plans
  • Partners with the other branches (such as Traffic and Data Management, Transportation Design, Streets Activities, Streets Use Management, Utility Management, Sustainability Branch etc and provide resources to deliver design/review and construction services
  • Oversees and directs the delivery of electrical capital projects including the design and construction phases, in accordance with the Engineering Project Management Framework
  • Coordinates with internal and external customers to ensure that design services are provided in a timely and suitable manner, meeting project schedules
  • Develops business cases and provides strategic analysis to new and emerging initiatives
  • Ensures use and sustainment of corporate IT systems to manage information, including asset management, financial management 

 

Technical work:

  • Establishes and maintains the City’s electrical specifications and drafting standards
  • Ensures all necessary regulatory requirements are met related to Electrical design
  • Leads technical resource for electrical design related to street lighting, Traffic Signals and power-related design
  • Manages the technical staff to ensure delivery in accordance with standards, regulations and specifications
  • Ensures the delivery of electrical design aligns with the design and construction standards and requirements
  • Seal (as a P.Eng.) electrical designs generated under direct supervision.  Serves as Engineer of Record for electrical designs.
  • Conducts internal Audits and lead and prepare the team for external Audits

 

Safety and Training:

  • Ensure safety program and standards are in place and followed by staff
  • Ensure Remote work Book is current and Requirements are met.
  • Make sure check in, check out times and supervisory checks are performed

 

Continuous Improvement:

  • Sets, tracks and analyzes operational performance goals and metrics, including costs and turnaround times as well as corporate green operations targets.
  • Identifies industry best practices in electrical design specifications and capital program delivery, and implement within section
  • Engages staff, management, clients and partner departments about how Electrical design can improve and better serve stakeholders
  • Provides ongoing review and decision making with respect to staffing and employee engagement

 

City Representation:

  • Participates and partners with other government, public and private organizations related to the City’s practices with electrical design
  • Prepares and presents Council reports on electrical engineering issues
  • Represents the City on other committees and working groups
  • Responds to FOI and legal services requests
  • Responds to resident requests
  • Other duties/responsibilities as assigned.

 

Minimum Qualification Requirements

Education and Experience:

  • Bachelor’s degree in Electrical Engineering with a Professional Engineer designation and minimum 6 years related experience in design and construction project engineering work, or an equivalent combination of education, training and experience.
  • Experience managing staff and HR issues in a union environment.
  • Registration or eligibility for registration as a Professional Engineer in British Columbia.
  • Project Management Credentials (PMP) or equivalent is preferred

 

Knowledge, Skills and Abilities:

  • Advanced knowledge of electrical engineering principles, standards, and specifications, as they relate to the municipal environment
  • Working knowledge of Professional Governance Act – EGBC and Project Management Framework
  • Ability to lead and review the work of a technical design team.[FF1]
